    • The Borrower will evaluate project risks and impacts on all affected community members, including vulnerable populations; an exhaustive risk assessment specifically for vulnerable populations should be included, including detailed climate change vulnerability assessments specific to certain locations. This includes risk assessments for specific social and economic groups, including consideration for vulnerable populations in terms of access to water and sanitation.
    • Risks and impacts will be mitigated in accordance with established mitigation hierarchies; mitigation plans should address specific risks for each community. Risk mitigation plans should be tailored to each community, accounting for climate change impacts, encompassing all project stages (e.g. design, construction, operation, decommissioning).
    • Infrastructure and equipment design and safety: Project elements will be designed and constructed following national and EHSG requirements and taking into consideration safety for third parties and affected communities. Comprehensive and updated risk assessments will be carried out, including preventative measures to mitigate or avoid any known or projected future risks. Competent professionals will ensure structural integrity and meet safety approvals, accounting for climate-related vulnerabilities.
    • Where new, publicly accessible buildings are involved, the Borrower will consider the incremental risks of public access to operational accidents and extreme weather (including all climate-related hazards), and implement appropriate mitigation measures, accounting for potential impacts of climate trends and vulnerabilities. Universal access, where feasible, will be applied with specific considerations for vulnerable populations. Accessibility provisions must be incorporated into the emergency response plans, factoring in existing climate-related vulnerabilities and associated hazards.
    • In high-risk locations, with potentially life-threatening vulnerabilities; the use of independent experts will be employed for a review during project development (design, construction, operation, and decommissioning), including consideration for external reviews from reputable organizations, particularly any critical safety gaps. Safety of dams, per Annex 1, must be observed for projects involving a dam (new or existing). The review will consider climate change impacts (e.g., flooding, seismic events), including a comprehensive assessment of the dam's entire lifecycle, potential climate-related events—including flood control—and vulnerabilities. Safety reviews will cover all phases of the project and the dam's lifecycle—including maintenance. This review will also consider all climate-related hazards – including seismic activity and structural issues – with specific considerations made for particular locations, communities, and vulnerable demographics. Comprehensive assessments of impacts on ecosystem services included, with preventative and mitigation plans detailed for communities and vulnerable populations. Existing risk factors and previous incidents, including details of any associated lessons learned about prior impacts, must be addressed proactively, including identified systemic or other risk issues. Specific attention to and consideration for vulnerable populations will be given, including specific consideration for measures to support potentially disproportionately affected groups or communities.
    • Ecosystem services: Project impacts on ecosystem services (such as water provisioning and flood control) may result in adverse health and safety risks, requiring mitigation measures. Ensure the impact and associated vulnerability of these services is assessed and appropriate mitigation implemented. Project considerations must include all ecosystem services (provisioning, regulating) potentially affected. Specific methods for assessing vulnerabilities and impacts on ecosystem services, detailing the specific methodology used, must be included in the documents related to this project.
