Encashment of Earned Leave
- All confirmed employees (officers, development officers, class III & IV) can encash earned leave up to a maximum of 15 days in a two-year block.
- The leave account is debited by the number of days encashed.
- The two-year block is from January 1st to December 31st of the years. For example, 2014-2015.
Salary Calculation for Encashment
- Officers: Salary calculation includes basic pay, dearness allowance (DA), house rent allowance (HRA), city compensatory allowance (CCA), and fixed personal allowances (if any), but excludes other allowances.
- Development Officers: Salary calculation includes basic pay, DA, HRA, CCA, and fixed personal allowances (if any), but excludes other allowances.
- Staff: Salary calculation includes basic pay, DA, HRA, CCA, and fixed personal allowances (if any), but excludes other allowances.
- No contribution to provident fund is deducted from encashment.
- House Rent Allowance (HRA) is only for employees drawing HRA on the date of application for encashment.
- Salary calculation on the date of application. Salary is divided by 30 days and multiplied by the number of days of earned leave encashed.
Leave Encashment for Officers Abroad
- India-based officers posted abroad can encash leave only when in India on leave.
- Salary for encashment is calculated based on the salary drawn in India at that time.
- Payments are made at the officer's place of posting in India.
Travelling/Halting Allowance on Tour
- Definition of Tour: A journey beyond 8 km from the outer municipal limits of the headquarters.
- Definition of each completed journey: A journey is complete when an employee reaches the next duty station. Several journeys within a single 24-hour period are considered one complete journey.
- Officers (Mode and Class of Travel): Reimbursement of actual fare (including reservation charges) by the indicated mode and class of travel.
- Officers (Class of Travel): Specific class of travel depends on officer's scale (VII, VI, V, IV, III, II, I). Rail fares may not exceed 125% of the relevant rail class if distance is under 1000 km, otherwise air travel is permitted.
Tour Sanctioning
- For Scale I officers, air travel is permitted if the fare does not exceed the railway fare.
- If air travel costs more, the employee must pay the difference.
- If a steamer is used, the highest class of travel should be used.
- Official travel by car is permitted, with 80% of petrol costs reimbursed up to a monthly limit.
Supervisory, Clerical & Subordinate Staff
- Mode and Class of Travel: Specific class rules vary based on base salary (over or under Rs. 23,450).
- Travel By Road: Public transportation (upper class if available).
- Halting Allowance: Maximum 100% of C class city rate for a day if on tour for a single day.
Insurance Protection for Official Tour by Air
- Officers: Employees may be reimbursed insurance premiums only during official air travel.
- Officers: Can take out annual personal accident insurance at their cost for air travel. The reimbursement limit is set based on rank.
Hotel Expenses
- Only ITDC hotels matching officer's scale (VII - I) are permitted, unless otherwise stated,
- Limit on lodgings based on location of hotel for officers.
- The cost of taxes for hotels are also reimbursable.
- Specific allowances for staying in hotels and guesthouses are noted.
- The officer's location in a guest house or hotel is stated to be considered for determining travel.
Local Journey at Tour Station
- No expenses for local transport are reimbursed if provided by the tour station.
- Actual minimal fares are permitted when transport isn't provided at the tour station.
- No allowance if commuting from place of stay to work.
Halting Allowance
- Daily rates of halting allowance vary with city type ('A' class, B class, C class cities).
- Rates are based on officer's salary grade.
- The allowances are applicable based on the duration of stay, but are limited.
Miscellaneous
- Ticket Booking: Ticket booking charges reimbursed as per normal company rules.
- Lok Adalat Session Expenses: Reimbursement permitted for attending Lok Adalat sessions in some situations.
