Employee Performance Reviews

  • Annual performance evaluations are conducted by immediate supervisors, with higher-level reviews possible in special cases.
  • Employees can file grievances about performance ratings, but arbitration is only allowed for unacceptable or needs-improvement ratings for permanent employees. Management has the burden of proof for just cause.
  • Step increases in pay are granted on the anniversary date of employment or promotion, or for employees promoted within two pay periods of those dates.
  • Employees rated "unacceptable" or "needs improvement" have their prior step increases rescinded and must repay the department. Rescinded increases remain rescinded until performance improves, and cannot be retroactively repaid.
  • To receive a rating and a step increase, employees (excluding probationary hires) must work at least six months within the rating period. Employees working less than six months are not rated and don't qualify for raises. However, if they return to work for four months and receive a rating of “acceptable” during that period, they receive the step increase retroactive to their return date.
