Accrued Time Usage
- Full-time employees must use accrued time (PTO, sick leave) for every absence unless allowed by department policy.
- Refer to SFD.039 for Operations personnel vacation/sick time usage.

Catastrophic Leave
- A Catastrophic Leave Pool exists to assist employees who exhaust PTO and sick leave.
- Employees can voluntarily donate PTO or sick leave to the pool.
- Employees must have been employed for at least one year to withdraw from the pool.
- Operations personnel must contribute at least 12 hours per year to withdraw from the pool.
- Administrative personnel must contribute at least 8 hours per year to withdraw from the pool.
- Operations personnel can withdraw up to 240 hours.
- Administrative personnel can withdraw up to 160 hours.
- Withdrawals are limited to a third of the total hours in the pool, whichever is less.
- Requests are reviewed and approved by the Assistant Fire Chief, Deputy Fire Chief of Operations, and Director of Human Resources.
- Donations must be made in December of the previous year by the 15th of the month.
Physician Note
- Employees calling out sick for more than 48 hours must provide a physician’s note.
- A physician's note may be requested for any absences less than 48 hours due to illness or injury.
Purpose
- The purpose of the policy is to promote efficient operation of the Spring Fire Department and minimize unscheduled absences.
- Unexcused absences and tardiness may lead to disciplinary action.
- Failing to report to duty without notification to a supervisor for two days or two consecutive shifts is considered voluntary termination.
Scope
- This policy applies to all Spring Fire Department personnel.
Responsibility
- All Spring Fire Department personnel are responsible for knowing and complying with the policy.
Definitions
- Absence: failure to report to work when scheduled.
- Employee: Hired full-time or part-time personnel.

Excused Absence: absence that meets four conditions:
- sufficient notice to a supervisor.
- acceptable reason to the supervisor.
- approved by the supervisor.
- sufficient accrued time to cover the absence.
- Volunteer: personnel who are not hired employees.
- Unexcused Absence: Absence that fails to meet one or more of the excused absence conditions.
Sufficient Notice
- Personnel must contact their scheduled supervisor and the District Chief as soon as they realize they will not be able to make their shift.
- Contact must be made by phone call.
- Texting or email is not acceptable.
- Failure to notify the supervisor and District Chief results in absence without leave (AWOL) and disciplinary action.
- Personnel must notify their scheduled supervisor ASAP for an emergency absence immediately prior to a shift, or have someone else provide notification.
- Personnel must notify their supervisor immediately if an emergency occurs during their shift that requires them to leave.
Tardiness
- Personnel must notify their scheduled supervisor immediately upon determining that they will be tardy.
- Notification does not excuse tardiness but simply notifies the supervisor of a potential schedule change.
Bereavement
- Personnel are eligible for bereavement leave due to the death of a family member.
- Full-time employees receive five consecutive days of paid bereavement leave for the death of a spouse, domestic partner, child, stepchild, sibling, step-sibling, parent, step-parent, father-in-law, mother-in-law, grandparent, grandchild, or an adult who stood in loco parentis to the employee during childhood.
- Full-time employees receive two consecutive days of paid bereavement leave for the death of a grandparent-in-law, brother-in-law, sister-in-law, aunt, or uncle.
- Personnel may be required to provide verification of death.
Jury Duty
- Spring Fire Department provides up to five working days of paid time off to full-time employees who receive and honor a jury summons or subpoena.
- Employees appearing as a plaintiff, defendant or for a non-subpoena court appearance will not be paid for any time spent on such activities.
- Employees must notify their supervisor upon receipt of a jury summons or subpoena.
- The employee must provide copies of the summons or subpoena to their supervisor.
- The supervisor will verify notification and adjust schedules to accommodate the employee's obligation.
- The supervisor will also provide court documentation to Human Resources.
