Emergency Vehicle Driver/Operator Procedures
- Emergency vehicle response is critical for the Spring Fire Department to achieve its mission of saving lives and protecting property.
- All Spring Fire Department members are subject to the Emergency Vehicle Driver/Operator Procedures.
- Emergency Vehicle Driver/Operators must be at least 21 years of age.
- All Spring Fire Department members are required to have an annual Department of Motor Vehicles Driving Record Report (MVR) review.
- Class A Violation: A driver with a Class A Violation within the past three years is suspended from driving any Spring Fire Department vehicles for 18 months. They must also attend an approved driver/operator improvement program and be recertified.
- Class B Violation: A driver with two or more Class B moving violation convictions and/or chargeable accidents in a three-year period will receive a warning letter. A driver with three or more moving violation convictions and/or accidents in a three-year period will be suspended from driving department vehicles for 90 days. A driver surpassing three or more moving violation convictions and/or accidents in a three-year period is suspended from driving department vehicles for one year, and must complete an approved driver/operator improvement program and be recertified.
- Circle of Safety: Before entering the cab and starting the vehicle, emergency vehicle driver/operators must conduct a circle of safety around the vehicle, ensuring all equipment is secured, compartment doors are closed, and any obstructions are moved out of the way.
- Warning Devices: Audible and visual warning devices should be operated at all times during a true emergency, regardless of time of day or traffic conditions.
- Emergency vehicle driver/operators must understand that warning devices do not guarantee the right-of-way and should be prepared to stop if another vehicle operator does not yield.
- Response Speeds: When responding to a true emergency, driver/operators should operate as close to the posted speed limit as possible but not exceed 10 miles per hour over the posted speed limit, accounting for conditions such as slippery road conditions, inclement weather, poor visibility, heavy or congested traffic conditions, and sharp curves.
- Intersections: Emergency vehicle driver/operators must use extreme caution when approaching intersections, as they are a leading location for accidents involving emergency vehicles.
- Uncontrolled Intersections: In uncontrolled intersections, driver/operators should scan the intersection for potential hazards, slow down if necessary, cover the brake pedal, change siren cadence, and be prepared to stop if another vehicle fails to yield the right-of-way.
- Controlled Intersections: When approaching controlled intersections (stop sign, yield sign, yellow or red traffic light), driver/operators must come to a complete stop if they cannot account for all visible traffic in all lanes. If all lanes and traffic can be accounted for, they can proceed through a red signal or stop sign after slowing down as necessary.
- Railroad Intersections: At any unguarded grade crossing, emergency vehicle driver/operators must bring their vehicle to a complete stop before entering the crossing. They must turn off all sirens and air horns, operate the motor at idle speed, turn off sound-producing equipment or accessories, open the windows, and listen for a train horn before proceeding.
- Fleet Accidents: Any Spring Fire Department vehicle accident requires the completion of a VFIS Accident Packet, which is to be submitted to the Administration by the end of the business day.
- A Fleet Accident Review Board will be convened to investigate all fleet accidents. The investigation includes reviewing the cost of damage, injuries, and the causes of the accident, and analyzing the driver's adherence to the Emergency Vehicle Driver/Operator Procedures.
- The Fleet Accident Review Board will determine if the member should be suspended from driving until the investigation is complete, and if disciplinary action, including suspension periods, driver education courses, or termination, is warranted.
