Cold Zone/Support Zone

Who must approve personnel from non-listed agencies entering the Cold Zone/Support location?

Critical Incident Commander

What happens to persons who enter the Hot Zone/Exclusion without proper PPE?

They complete the decontamination process

Which of the following agencies may respond to a WMD incident?

KCMO Water Services Department

What is the recommended solution for decontaminating respirators and chemical suits if decontamination is not immediately available?

Two tablespoons of bleach per gallon of water

What should be removed prior to submerging respirators and chemical suits in a decontamination solution?

The air purifying cartridge and adapter

How often should respirators and chemical suits be inspected for signs of wear and battery life?

Quarterly

What type of incident requires an emergency response by trained and skilled public safety officials?

A WMD incident

What is the primary goal of emergency response protocols in the event of a WMD incident?

To contain the incident

What is the acronym for Weapons of Mass Destruction?

WMD

What should be done with a respirator and chemical suit after decontamination?

Pat them dry and lay them out to air dry

What type of weapons are intended to inflict mass casualties and cause public disorder?

WMD

What is the primary instruction to evacuated parties at the retreat location?

Remain together until emergency personnel arrive to determine the need for decontamination.

Who supports the Critical Incident Commander in determining the appropriate level of PPE for sworn members?

KCFD HazMat and the Department's BAS members.

What is the primary purpose of the Warm Zone/Contamination Reduction?

To decontaminate persons and apparatus potentially exposed to a CBRNE agent.

Which zone has the least potential for contaminant exposure and is the outer boundary of the emergency incident?

Cold Zone/Support

What is the primary consideration for determining the level of PPE for sworn members?

The type of CBRNE agent involved.

What is the primary goal of establishing perimeters during a WMD incident?

To contain the threat area and prevent further exposure.

Who is permitted to enter the Hot Zone/Exclusion?

Only sworn members approved to wear Level A or Level B PPE.

What is the purpose of the decontamination area?

To decontaminate persons and apparatus potentially exposed to a CBRNE agent.

Study Notes

Evacuation and Decontamination

  • Advise evacuated parties to remain together at the retreat location until emergency personnel arrive to determine the need for decontamination.
  • Ensure all persons have left the threat area and relocated to an area that minimizes exposure to others.

Establishing Perimeters

  • The Critical Incident Commander establishes the perimeters and determines the appropriate level of PPE for sworn members.
  • Perimeters are established with the support of KCFD HazMat and the Department's BAS members.

Zone Perimeters

  • Hot Zone/Exclusion: Highest level of threat, requires highest level of PPE, and is clearly marked to indicate high potential for exposure.
  • Warm Zone/Contamination Reduction: Less potential for contaminant exposure, contains decontamination area, and serves as containment for exposed persons and apparatus.
  • Cold Zone/Support: Least potential for contaminant exposure, outer boundary of the emergency incident, and location of command post, staging areas, and support functions.

Decontamination Process

  • Sworn members exposed or potentially exposed to a chemical/biological agent must go through the decontamination process established by hazardous materials personnel.
  • In the absence of immediate decontamination, a solution of 2 tablespoons of bleach per gallon of water can be used to decontaminate respirators and chemical suits.

Respirator and Chemical Suit Maintenance

  • Respirators should be stored in the canvas bag provided, avoiding crushing or altering the natural shape.
  • Respirators and chemical suits should be inspected quarterly for signs of wear and battery life.

Weapons of Mass Destruction (WMD)

  • WMDs are Chemical, Biological, Radiological, Nuclear, or Explosive (CBRNE) weapons intended to inflict mass casualties and cause public disorder.
  • WMD incidents require an emergency response by trained and skilled public safety officials.

Staging Area

  • A staging area will be established in the Cold Zone/Support zone for responding emergency equipment and agencies.
  • Agencies that may respond to a WMD incident include the FBI, KCFD and KCFD HazMat, ATF, DEA, and other local and national agencies.

Decontamination Process for Persons and Equipment

  • All persons who enter the Hot Zone/Exclusion, Warm Zone/Contamination Reduction, or come in contact with exposed persons or equipment without proper PPE must complete the decontamination process.
  • KCFD HazMat is responsible for decontaminating persons and equipment.

This quiz covers the protocols for evacuation, decontamination, and establishing perimeters during emergency situations. It outlines the roles of critical incident commanders and emergency personnel.
