Study Notes
Evacuation and Decontamination
- Advise evacuated parties to remain together at the retreat location until emergency personnel arrive to determine the need for decontamination.
- Ensure all persons have left the threat area and relocated to an area that minimizes exposure to others.
Establishing Perimeters
- The Critical Incident Commander establishes the perimeters and determines the appropriate level of PPE for sworn members.
- Perimeters are established with the support of KCFD HazMat and the Department's BAS members.
Zone Perimeters
- Hot Zone/Exclusion: Highest level of threat, requires highest level of PPE, and is clearly marked to indicate high potential for exposure.
- Warm Zone/Contamination Reduction: Less potential for contaminant exposure, contains decontamination area, and serves as containment for exposed persons and apparatus.
- Cold Zone/Support: Least potential for contaminant exposure, outer boundary of the emergency incident, and location of command post, staging areas, and support functions.
Decontamination Process
- Sworn members exposed or potentially exposed to a chemical/biological agent must go through the decontamination process established by hazardous materials personnel.
- In the absence of immediate decontamination, a solution of 2 tablespoons of bleach per gallon of water can be used to decontaminate respirators and chemical suits.
Respirator and Chemical Suit Maintenance
- Respirators should be stored in the canvas bag provided, avoiding crushing or altering the natural shape.
- Respirators and chemical suits should be inspected quarterly for signs of wear and battery life.
Weapons of Mass Destruction (WMD)
- WMDs are Chemical, Biological, Radiological, Nuclear, or Explosive (CBRNE) weapons intended to inflict mass casualties and cause public disorder.
- WMD incidents require an emergency response by trained and skilled public safety officials.
Staging Area
- A staging area will be established in the Cold Zone/Support zone for responding emergency equipment and agencies.
- Agencies that may respond to a WMD incident include the FBI, KCFD and KCFD HazMat, ATF, DEA, and other local and national agencies.
Decontamination Process for Persons and Equipment
- All persons who enter the Hot Zone/Exclusion, Warm Zone/Contamination Reduction, or come in contact with exposed persons or equipment without proper PPE must complete the decontamination process.
- KCFD HazMat is responsible for decontaminating persons and equipment.
