Emergency Procedures: Armed Attack, Robbery, Hostage Situation
- Objective: Implement a systematic approach to emergencies involving armed attacks, robberies, or hostage situations at Impala Platinum PMR and BMR plants.
- Person Observing the Situation:
- Remain calm.
- Activate the panic alarm if possible.
- Notify the PMR or BMR Control Room with a brief explanation of the situation.
- Stay out of sight of the perpetrators.
- Monitor events without risking personal safety and provide updates to the Control Room.
- Security Member Involved in the Situation:
- Maintain calm and take control of the situation if possible.
- Attempt to keep everyone calm.
- Cooperate with the attackers as much as possible.
- Consult Impala management before making decisions if time allows.
- Observe details and information about the perpetrators and situation discreetly.
- Provide a situation report to Control Room/Management upon the perpetrators' departure.
- Document observed details and submit a detailed incident report.
- Avoid making statements to the press or others.
- Security Member at BMR Security Control Room Receiving the Emergency Call:
- Stay calm and maintain composure with the caller.
- Secure the Control Room door and remain inside.
- Immediately contact the PGM Upgrade Plant Security Control Room to inform them of the situation.
- Record relevant information from the caller on the Emergency Checklist (Annexure A1).
- Contact personnel on the Emergency Callout List (Annexure A2) sequentially, providing a brief description of the situation.
- Submit an incident report to management.
- Follow instructions from the Group Protection Services Manager or their delegate.
- Activate area cameras and VCRs.
- Avoid making statements to the press or others.
- Security Member at PGM Upgrade Plant Security Control Room:
- Secure PGM Upgrade Plant entrances by disabling card readers.
- Secure the PGM Upgrade Plant Security Control Room door.
- Inform the PGM Upgrade Plant Process Shift Supervisor of the emergency and instruct them to secure vault doors.
- Notify the PMR and BMR Security Control Rooms.
- Follow instructions from the Group Protection Services Manager or their delegate.
- Instruct a security member to search injured persons leaving the plant, depending on the severity of injuries.
- Allow injured persons to be removed through the evacuation escape route/airlock.

- Security Member at PMR Gatehouse:
- Activate the Panic Alarm linked to the Control Room and Packing Area.
- Contact BMR and PMR Control Rooms if possible.
- Secure the Gatehouse Safety doors.
- Turn off the air conditioner.
- Remain out of sight of the perpetrators and do not open the door for anyone.
- Attempt to identify the perpetrators, recording details about their weapons, number of individuals, vehicles, etc., without exposing yourself.
- Complete the Emergency Checklist (Annexure A1).
- Avoid making statements to the press or others.
- Senior Security Member at PMR Control Room:
- Maintain calm with the caller.
- Secure the Control Room door.
- Secure PMR entrance, Packing entrance, and Control Room entrance by disabling card readers.
- Contact personnel responsible for vault security and instruct them to secure all vault doors.
- Complete the Emergency Checklist (Annexure A1).
- Contact persons on the Emergency Callout List (Annexure A2) sequentially, providing a brief description of the situation.
- Avoid making unnecessary phone calls and keep lines open for emergency and incoming calls.
- Avoid making statements to the press or others.
- Keep records of all incidents in the Occurrence Book and Emergency Checklist.
- Follow instructions from the Group Protection Services Manager or their delegate.
- Responsibilities of the Coordinator (Group Protection Services Manager or Delegate):
- Determine an assembly point and instruct Senior Security Member in the Control Room to call out relevant personnel from the Emergency Callout List (Annexure A2).
- Ensure vaults, control rooms, and card readers providing access to high-risk areas are secured.
- Brief the Contract Security Manager and Protection Services Officers on their roles.
- Inform Group Executive Refineries and the Managers of BMR and PMR about the situation.
- Take control until a senior official of the South African Police Services arrives.
- Appoint a scribe to document all events.
- Secure and man all access control points.
- Allow only emergency vehicles (ambulances, SAPS, etc.) access to high-risk/security areas.

- Lists individuals to be contacted sequentially, along with their contact information (telephone number, extension) and estimated time of arrival.
