Emergency Preparedness Levels
- The Spring Fire Department uses a four-level system for emergency readiness, with higher levels indicating increased severity of hazards and greater resource deployment.
- Level 1 (Maximum Readiness): Full deployment of resources, automatic recall of off-duty employees, fully staffed Department Operations Center (DOC).
- Level 2 (High Readiness): Possible automatic recall, DOC staffing adjusted to needs, preparedness for large-scale operations begins.
- Level 3 (Increased Readiness): Increased awareness of a significant threat, possible automatic recall, DOC staffing based on threat level.
- Level 4 (Normal Readiness): No imminent hazards, normal department operations.
Department Operations Center (DOC) Staffing
- The DOC is staffed according to the level of emergency activation.

- Public Information Officer (PIO): Provides constant social media updates, monitors and answers traditional media questions, determines remote/onsite/Joint Information Center (JIC) location.
Documentation During Activation
- All events and activities are documented using appropriate ICS forms.
- The Incident Action Plan is completed by the Fire Chief's designee and distributed to the department.
Radio Room Setup
- The DOC has a dedicated radio room with designated positions for radio operators and call taking.
Exempt Employee Overtime
