EIA Scoping
- Closed scoping: content and scope of an EIA Report is pre-determined by law and modified through closed consultations between a developer and the competent authority.
- Open or Public scoping: a transparent process based on public consultations, involving the preparation of a scope outline, identification of key issues, and establishment of good lines of communication with key interest groups.
Impact Analysis
- Analyzes likely impacts in greater detail, using various tools such as checklists, matrices, networks, overlays, and geographical information systems (GIS).
- Types of matrices used in EIA: Magnitude Matrices, Quantified Matrix (e.g., Leopold Matrix), and Weighted Matrix.
- Networks are used to illustrate secondary and subsequent effects of actions on environmental elements.
Assessment of Alternative Measures
- Involves assessment of environmental degradation and improvement in terms of economic losses and gains.
- Methods used: Cost-benefit analysis, Hedonic Pricing Method, Contingent Valuation, and Travel Cost Method (TCM).
Preparation of the Final Document
- Two types of documents are prepared: a detailed account of the EIA and a brief summarized account for a decision-maker.
- The detailed document is a reference document for future EIAs, while the summarized document is written clearly without technical language.
Decision-making
