Driving Privilege

  • Driving a motor vehicle on public streets and highways is a privilege granted by the Territory, not a right.
  • To obtain a permit or driver's license, one must demonstrate necessary skills through a Territory-administered examination.

Exceptions to Who Needs a License

  • A person employed by or in the service of the United States, operating a vehicle owned or controlled by the United States, does not need an operator's or chauffeur's license.

Eligibility – Age and Other Requirements

  • A person must be at least 15 1⁄2 years old, pass the examination, and meet mental and physical ability requirements to be eligible for a Guam driver's license.
