- A "Development Fund" must be established as a separate fund, and the Authority needs to show it distinctly in its budget.
- All development charge money and any interest that the Authority receives will be put into the Development Fund.
- The fund can only be used to acquire and develop land for public purposes as specified in plans or schemes, provide public amenities, and maintain/improve areas under the Authority's jurisdiction.
- Additional amounts from increased development charges, as per sub-section (2-1A) of section 124B, should be used for Vital Urban Transport Projects, following State Government directions.
Stoppage of Work and Penalty
- If development work, land use, or building use is initiated without paying the required development charge, the Authority can issue a notice to stop the work or change.

- The notice may require the demolition of development work within a specified time.
