Canine Search Team (CST) Policies and Procedures
- Purpose: To establish policies and procedures for Canine Search Teams (CSTs) within the Department.
- Scope: Applies to all Department personnel.
- Author: The deputy chief of the North Regional Operations Bureau is responsible for the content, revision, and periodic review of this instruction.
- Definitions:
- Canine coordinator: A Department-approved member assisting with training, administration, and deployment of CSTs.
- Canine training coordinator: An employee responsible for the monthly canine training calendar and training oversight of all CSTs and CST-in-training teams.
- Canine Search Strike Team: Consists of two CSTs and a qualified search team manager.
- Canine Search Team (CST): A highly-trained search team consisting of a search canine and handler, Department endorsed and certified every three years by DHS/FEMA National Disaster Search Canine Readiness Evaluation Process.
- Canine Search Team In-Training (CST-IT): A Department endorsed team undergoing training but not yet certified.
- Department canine handler: A Department-approved employee trained as a canine search specialist, responsible for training, welfare, and operations of a search canine.
- National Disaster Search Dog Foundation (NDSDF): An organization that acquires, trains, supervises, and assigns canines to qualified Department handlers for use with endorsed CSTs.
- Non-sanctioned training: Training that does not meet the requirements of sanctioned training, requiring prior approval.
- Sanctioned training: CST/CST-IT training that has received prior approval from the Technical Operations Section battalion chief.
- Search canine: A Department-approved, specially trained canine meeting all Department requirements. Ownership remains with the handler or third-party.
Responsibility
- Chief Deputy of Emergency Operations: Responsible for approvals of selected CST/CST-ITs.
- Deputy Chiefs of Emergency Operations: Responsible for approving releases of CST/CST-ITs from assigned work locations.
- Battalion Chief of Technical Operations Section: Responsible for management of the CST/CST-IT program, processing travel/training releases to Operations Bureaus; and approving reimbursement requests. The Department is responsible for feeding, equipment and required training costs. Also, veterinary care including annual check-ups and treatments.
Policy
- Applications: Interested candidates should submit a letter of interest to the Department search canine coordinator when a need for additional canine search specialists arises.
- Endorsements/Certifications: The Department recognizes a maximum of 14 CSTs, and may approve up to two CST-ITs to be certified. CST/CST-IT canines must pass the DHS/FEMA National Disaster Search Canine Readiness Evaluation Process before deployment.
Procedures

Incident Response: Los Angeles Command and Control (LACC) notifies relevant personnel (CST handlers, battalion chiefs, canine coordinator, USAR coordinator) for CST-related requests and incidents. CSTs are assigned based on the shortest estimated time of arrival (ETA).

Supplies and Equipment: The Department provides necessary equipment to canine handlers, including electronic collars, leashes, crates, kennels, protective gear, and GPS units.

Canine Demonstrations: Requests for public relations canine demonstrations are coordinated through the canine coordinator and regional operations.

Veterinarian Services: Invoices and receipts for veterinary care must be submitted to the Technical Operations Section within 10 business days of the appointment. Annual physicals are conducted by approved veterinarians.

Travel Training: Travel training requests must be initiated through the Operations Section and approved.
