  • Effective Date: 10/15/2024
  • Original Issue Date: 1/2002
  • Revision Issue Date: 10/08/2024
  • Subject: Radio Procedures
  • Issuing Authority: Chief of Police
  • Policy Number: 5-1
  • Purpose: Establish procedures for radio transmissions by all personnel using portable or mobile devices.
  • Policy: Defines procedures for officer safety, radio discipline, and professional standards in radio communications.

Procedures - Personnel Identification

  • Badge/Radio Numbers: Assigned upon employment or volunteer service as necessary.
  • Identification: Personnel must identify themselves using badge number, position, or role (e.g., dispatch, communications, radio) during transmissions.

Radio Communications

  • Primary Method: Conyers Police Department 10 codes and signals are the primary method for communication between the communications center and officers.
  • Plain Talk: Allowed when necessary.
  • Phonetic Alphabet: Used for spelling words or identifying letters. A list of approved choices is included in the policy.

Field Officer Radio Transmissions

  • Constant Contact: Field officers must maintain constant radio contact, providing updates on status, intentions, and circumstances to their dispatcher and/or supervisor.
  • Information Transmission: Officers should relay information on availability, location, call details, need for backup, support services, unusual call durations, and lookouts for missing/wanted persons/property and availability for service post call.
  • Officer-Initiated Calls (i.e., traffic stops): Officers initiating these contacts must provide specific information including activity, location, descriptions of vehicles (make, model, color, tag number and number of occupants), and descriptions of suspicious persons (race, sex, clothing description, and physical characteristics).

Code 3 Response

  • Emergency Respons: Officers may engage in emergency response mode (CODE 3) as outlined in SOP 5-4-4, notifying communications of the code 3 status.

Dispatching Calls for Service

  • Record Call Details: Communications officers record call details, information, and updates relating to the call, including potential safety impacts and hazards for officers.

  • Out-of-Service: Officers may status themselves out of service when unavailable for immediate response to service calls.

  • Information: The officer provides description of the vehicle, tag number, to dispatcher to enable the dispatcher to complete the vehicle registration and stolen check.

Officer to Officer Communication

  • Minimization: Officer-to-officer communication is to be minimized except for call-related or information gathering.

Toned Calls

  • Serious Nature: Serious calls (Armed Robbery, Robbery by Force, etc.) are prefaced with an alert tone.

  • Authorized Procedures: Adherence to preferred procedures emphasizing brief, clear, and concise communications
