- Purpose: Establish procedures for radio transmission use by all personnel.
- Policy: Conyers Police Department policy for radio communications to maintain officer safety, radio discipline, continuity of communication, and professional standards.
- Personnel Identification: Badge/radio numbers assigned upon initial employment/volunteer service. Personnel must identify themselves by badge number, position/role (e.g. dispatch, communications).
- Radio Communications: Conyers Police Department uses 10 codes and signals primarily for communications between communications centre and officers. "Plain talk" is permissible when necessary.
Radio Transmission Guidelines
- Employee Guidelines: Badge number on each transmission (except consecutive transmissions). Acknowledging radio updates with badge number. Minimizing unnecessary traffic and adjusting volume appropriately. Dispatcher will not acknowledge message until certain it is correct, request repeats if necessary for clarification.
- Officer Radio Transmissions: Maintain constant radio contact with other personnel. Field officers must keep dispatchers/supervisors informed of status, intentions, circumstances, current situation.
- Availability: Information about officer's availability for receiving calls, arrival at call locations, backup/support units needed (medical, fire), unusual incident duration, lookouts for missing people/stolen property etc.
Dispatching Calls for Service
- Communications officers record call details, updating information for responding officers (weapons, alarms, additional suspects).
- Priority calls: Dispatched first to minimize stack time (time between call receipt and dispatching to officers).
- Crime in progress: Unit dispatched to location immediately while dispatcher obtains further details for broadcast to units travelling in route to the scene. Non-essential radio traffic is ceased until "in progress" call is resolved.
- Mental Health Consumers: Provide information to responding officers immediately in mental health emergency situations.
Failure to Respond to Radio
- Dispatch Procedure: Dispatcher attempts to contact officer twice/sounds "Alert Tone 1" if no response and notifies supervisor if no further response.
- Officer Location: Dispatcher will provide supervisor with last location known if officer not responding to radio.
- Arrival and Departure: Officer arrival/departure from scene is logged into CADS (computer aided dispatch system) when scene is entered/left.
Officer to Officer Communication
- Limited to calls needed for a call situation (traffic reference).
- Not allowed when communicating with dispatch.
Toned Calls
- Serious nature calls: Alerts all units via Alert Tone 3, prior to dispatch. Includes armed robbery, robberies, hold-ups, etc
- Immediately dispatched when noted.
Computer Check Request
- Provide (if available) owner name and any NCIC/GCIC information (vehicle details, warrant data)
Portable Emergency Buttons
- Emergency condition report will display on all console positions, initiating status checks from that unit.
- Radio operator will process call as Officer Needs Help until verified otherwise.
Communications Procedures with other agencies
- Radio communications with other agencies permitted when telephone/means of communication impractical.
- Condense radio communications using plain English.
Professional Communication
- Maintain professional demeanor during communication.
- Be brief, clear and concise.
- Avoid personal expressions/negative feelings; and unprofessional language when communicating.
- Voice inflection is prohibited.

- Radio transmission is stopped with "Ten Code 10-3" for non-emergency calls
