Contract Structure
- A standard contract consists of three main parts: front, body, and back
- The front of the contract includes:
- Title
- Introductory clause
- Recitals
- Lead-in
- In longer contracts, the front may also include:
- Cover sheet
- Table of contents
- Index of definitions
Frontloading
- Frontloading refers to the practice of placing selected provisions from the body of a commercial contract at the top of the contract
Union Recognition
- The Employer recognizes the Union as the exclusive bargaining representative of certain employees in the bargaining unit.
Terms of Agreement
- The applicable provisions of Article 30 and other Articles contain the exclusive terms and conditions of employment for part-time flexible rural carriers, substitutes, rural carrier associates, rural carrier relief employees, and auxiliary rural carriers.
Exclusions from Agreement
- The Agreement does not apply to:
- Managerial and supervisory personnel
- Professional employees
- Employees engaged in personnel work in other than a purely non-confidential clerical capacity
- Security guards as defined in Public Law 91-375, 1201 (2)
- All Postal Inspection Service employees
- All other bargaining unit craft employees
Facility Exclusions
- The Agreement does not apply to employees who work in facilities that are not engaged in customer service and mail processing, including:
- Headquarters
- Area Offices
- Information Service Centers
- William F. Bolger Center for Leadership Development
- Technical Training Center
- Field Centers
- Material Distribution Centers
- Mail Equipment Shops
- Mail Transport Equipment Centers/Repair Centers
Definition and Applicability
- The Agreement applies to all employees covered by Section 1 at all present and subsequently acquired installations, facilities, and operations of the Employer, wherever located.
New Positions
- Each newly created position shall be assigned to the national craft unit most appropriate for such position within 30 days after its creation.
- The Union shall be notified promptly regarding assignments made under this provision.
Performance of Bargaining Unit Work
More than 100 Bargaining Unit Employees
- Supervisors are prohibited from performing bargaining unit work at post offices with 100 or more bargaining unit employees, except:
- In an emergency
- For the purpose of training or instruction of employees
- To assure the proper operation of equipment
- To protect the safety of employees
- To protect the property of the U.S. Postal Service
Less than 100 Bargaining Unit Employees
- In offices with less than 100 bargaining unit employees, supervisors are prohibited from performing bargaining unit work, except:
- As enumerated in Section 6.A.1 through 5 above
- When the duties are included in the supervisor’s position description
