Study Notes

Community Health and Safety

  • ESS4 recognizes that project activities, equipment, and infrastructure can increase community exposure to risks and impacts. Communities already affected by climate change may experience accelerated or intensified impacts due to project activities.
  • ESS4 addresses health, safety, and security risks and impacts on affected communities, with particular attention to vulnerable individuals. Borrowers are responsible for avoiding or minimizing these risks, particularly those who are vulnerable.

Objectives

  • Anticipate and avoid adverse impacts on the health and safety of affected communities throughout the project lifecycle. This includes both routine and nonroutine circumstances.
  • Promote quality and safety considerations, particularly climate change, when designing and constructing infrastructure like dams.
  • Avoid/minimize exposure to project-related traffic/road safety risks, diseases, and hazardous materials.
  • Ensure effective emergency response measures are in place.
  • Safeguard personnel and property to minimize risks to project-affected communities.

Scope of Application

  • Applicability is determined during the environmental and social assessment (ESS1).
  • Addresses potential risks and impacts on communities affected by project activities, including their health and safety.
  • Occupational health and safety for project workers is covered in ESS2.
  • Measures to mitigate impacts on human health and the environment due to existing or potential pollution are outlined in ESS3. Ecosystem services are limited to provisioning and regulating services. This includes ecosystem services that may be exacerbated by climate change.

Requirements: Community Health and Safety

  • Borrowers assess project risks/impacts on community health and safety, including risks to vulnerable populations.
  • Risks/impacts are identified and mitigation measures are proposed, following the mitigation hierarchy.
  • Infrastructure design, construction, operation, and decommissioning meet national legal requirements and Environmental, Social, and Governance (ESG) guidelines, while considering safety risks to third parties and affected communities. Competent professionals design and construct structural elements, with certification or approval by competent authorities.
  • Risk assessments consider new buildings accessible to the public, applying universal access principles where feasible. Consider high-risk locations (extreme weather); consider the incremental risks to the public from new construction.
  • Expert reviews, separate from the design and construction team, are required for high-risk projects (extreme weather, slow-onset events). These experts need relevant experience with similar projects.
  • Dam safety considerations are incorporated in dam projects, following Annex 1 procedures, including plans for construction supervision, quality assurance, operations and maintenance, and emergency response. Tailoring these plans is essential to the specific dam and context, considering factors like seismicity, flood risk, and toxic materials release. These are designed and constructed by qualified engineers.
  • Communities with service provisions require quality management systems that prevent and minimize health and safety risks, with universal access solutions where applicable.
  • For communities where services are provided, appropriate management systems should be implemented to prevent and minimize related health and safety risks, with universal access considered where feasible. Provide access to services for different populations (universal access).
  • When new buildings or components are situated in high-risk areas (high risk of extreme weather or slow-onset events), independent experts with experience in similar projects are to be used in risk assessment procedures/design. Ensure dam safety throughout the project lifecycle for both design and construction. Account for operational emergency and environmental risks and factors like seismicity, flood risk, and toxic materials release..
  • Project design, construction, operation, and maintenance need dam safety compliance. Account for operational emergency and environmental risks
  • Assess existing dam safety for the project. Monitor performance throughout the stages of design, construction, operation, and decommissioning. Establish a routine process for regular reviews and reporting of dam status for critical aspects of existing/ongoing/future dams. Ensure periodic dam safety reports are maintained. This includes both new and existing dams.

Safety of Services

  • Ensure appropriate quality management systems are in place to anticipate and minimize risks and impacts on community health and safety, with universal access considered where feasible. Where services are provided to communities, appropriate management systems should be implemented, with consideration for anticipating and minimizing community health and safety risks.

Traffic and Road Safety

  • Identify, evaluate, and monitor potential traffic/road safety risks impacting workers, affected communities, and road users. Address concerns with applicable measures and plans, including safety assessments per project phase.
  • Designate technically and financially feasible measures to address road safety risks, including incident/accident response, and implement regular reporting for incident monitoring and resolving safety problems. Conduct road safety assessment per project phase. Implement driver training, vehicle safety systems, safety records, and regular maintenance for project vehicles. Implement safety measures for construction equipment operating on public roads. The Borrower will identify, evaluate, and monitor potential traffic and road safety risks to workers, affected communities, and road users through the project life cycle, with special attention to all stages of the project.
  • Monitor incidents and accidents, and generate reports regularly to identify issues and implement solutions.

Ecosystem Services

  • Project impacts on ecosystem services might lead to health and safety risks. This includes risks exacerbated by climate change.
  • Borrowers will identify potential risks, avoid adverse impacts, and implement mitigation measures where unavoidable. Consider land use changes, loss of natural buffers, water quality issues, and other factors relevant to ecosystem health and potential safety risks.
  • Direct impacts on ecosystem services should be anticipated and mitigated. Ecosystem services refer to provisioning and regulating services, as outlined in ESS1.

Community Exposure to Health Issues

  • Avoid/minimize water-borne, water-related, vector-borne, communicable, and non-communicable diseases in affected communities. Consider vulnerable groups, including sensitivity to particular diseases. Address endemic diseases. Explore opportunities to improve environmental conditions for minimizing disease incidence.
  • Avoid transmission of communicable diseases related to workers. Consider worker influx, particularly temporary or permanent labor, and related health risks, including preventive measures.

Management of Hazardous Materials

  • Minimize/avoid community exposure to hazardous materials released by project activities.
  • Modify, substitute, or eliminate hazardous materials where possible to protect workers and community members.
  • Exercise due care during construction, operation, and decommissioning regarding hazardous materials, including delivery, storage, transportation, and disposal. Exercise special care for life-threatening hazards.

Emergency Preparedness and Response

  • Identify and implement measures to address emergency events arising from both natural and man-made hazards, including fire, explosions, leaks, and spills.
  • Develop and implement Emergency Response Plans (ERPs). Incorporate engineering controls, equipment, notification procedures, evacuation procedures, measures to minimize and compensate for emergency impacts on communities. Coordinate with local authorities and affected communities, particularly regarding community engagement. Regular review and validation of emergency services is crucial.
  • Document emergency preparedness and disclose information to affected communities and relevant authorities. Review and update ERPs regularly.
