Study Notes

Community Health and Safety

  • ESS4 acknowledges that project activities, equipment, and infrastructure can increase community exposure to risks and impacts from climate change. Communities already experiencing climate change impacts may face increased or accelerated impacts due to project activities.
  • ESS4 addresses health, safety, and security risks and impacts on affected communities. Borrowers are responsible for minimizing these risks, particularly for vulnerable populations.

Objectives

  • Anticipate and prevent adverse health and safety impacts on affected communities throughout the project lifecycle, considering both routine and non-routine circumstances.
  • Promote safety and incorporate climate change considerations into infrastructure design and construction, including dams.
  • Prevent or minimize community exposure to project-related risks, including traffic, road safety, diseases, and hazardous materials.
  • Implement effective emergency response measures.
  • Ensure personnel and property safety for project-affected communities.

Scope of Application

  • The applicability of this ESS (Essential Social Standard) is determined during the environmental and social assessment (ESS1).
  • This ESS addresses risks and impacts on communities affected by project activities. Occupational health and safety for project workers is covered in ESS2. Protecting human health & the environment from existing or potential pollution is addressed in ESS3.

Requirements: Community Health and Safety

  • Borrowers must evaluate project risks and impacts on the health and safety of affected communities. Focus on vulnerable populations.
  • Project infrastructure and equipment design and operation should comply with national legal requirements, environmental health and safety guidelines, and other general guidelines. Safety concerns regarding the community and third parties must be addressed. Design should account for potential climate change impacts.
  • Project buildings and structures accessible to the public should consider public exposure risks related to operational accidents and natural hazards (e.g., extreme weather). Where technically and financially feasible, design should incorporate universal access principles.
  • High-risk locations require independent experts to assess and mitigate safety risks. For new or existing dams, safety practices established for dams will be adopted.
  • For projects providing community services, implement quality management systems to minimize health and safety risks. Universal access (technical and economic feasibility) should be considered.

Traffic and Road Safety

  • Identify, evaluate, and monitor traffic and road safety risks throughout the project lifecycle, including worker and community safety and those using the roads.
  • Develop safety measures in the project design to prevent and mitigate road risks.
  • Conduct regular safety assessments (if appropriate) and monitor incidents.
  • Develop safety measures for project vehicles: driver training, vehicle maintenance, safety record review, and monitoring systems.
  • Implement appropriate safety measures if project equipment is used on public roads or public infrastructure.

Ecosystem Services

  • The project's direct impacts on ecosystem services can pose health and safety risks to communities. Consideration of ecosystem services will be part of Environmental and Social assessments.

Community Exposure to Health Issues

  • Avoid or minimize risks of waterborne, water-based, water-related, and vector-borne diseases, along with communicable and noncommunicable diseases. Consider vulnerabilities of specific groups to specific diseases.
  • Take action to minimize the transmission of communicable diseases from workers.

Management and Safety of Hazardous Materials

  • Prevent or minimize community exposure to hazardous materials and substances released by the project.
  • Take special care to avoid or minimize exposure to potentially life-threatening hazards, especially including their substitution or elimination where possible.
  • Safeguard communities from hazards associated with construction and implementation, including decommissioning of hazardous materials/wastes.

Emergency Preparedness and Response

  • Implement measures to address emergency events caused by both natural and man-made risks (e.g., fire, explosions, leaks).
  • Conduct risk assessments (RHA) as part of environmental and social assessments.
  • Develop and implement an Emergency Response Plan (ERP) in coordination with local authorities and affected communities.
  • Include measures such as appropriate engineering controls, emergency equipment access, notification protocols, training programs for responders, evacuation procedures, and restoration/cleanup plans.

Safety of Dams (Annex 1)

  • New dams: Recruit knowledgeable professionals to oversee design, construction, operation and maintenance. Implement established dam safety measures. Include risk assessments for large and small dams.
  • Existing dams: Engage specialists to inspect and evaluate existing dams' safety, including operation and maintenance practices. Develop plans to upgrade safety standards and address remedial work if necessary. Assess existing or potential dam failure scenarios to account for downstream damage.
