    Commemorative Postage Stamp Issue Guidelines

    • Citizens of India can propose commemorative stamps.
    • Proposals must be submitted online at www.indiapost.gov.in using the prescribed format.
    • Incomplete proposals are not considered. The proponent is responsible for a complete submission.
    • Proposals must be submitted at least one year in advance.
    • Proposals are reviewed by the Philatelic Advisory Committee (PAC) or a sub-committee.
    • Rejected proposals can be resubmitted to the next meeting with the approval of the Hon'ble MOC.
    • A maximum of 50 issues (100 stamps maximum) are allowed per year. Any exceeding the limit is issued only with the approval of the Hon'ble MOC.
    • Stamps honoring personalities should not exceed 20% of the annual issue program.
    • The annual stamp issue program is announced in the last week of December each year.
    • The program must reflect regional, cultural, ethnic, and gender balance.
    • Any changes to the annual program require approval from the Hon'ble MOC.
