Commemorative Postage Stamp Issue Guidelines

Citizens of India can propose commemorative stamps.
Proposals must be submitted online at www.indiapost.gov.in using the prescribed format.
Incomplete proposals are not considered. The proponent is responsible for a complete submission.
Proposals must be submitted at least one year in advance.
Proposals are reviewed by the Philatelic Advisory Committee (PAC) or a sub-committee.
Rejected proposals can be resubmitted to the next meeting with the approval of the Hon'ble MOC.
A maximum of 50 issues (100 stamps maximum) are allowed per year. Any exceeding the limit is issued only with the approval of the Hon'ble MOC.
Stamps honoring personalities should not exceed 20% of the annual issue program.
The annual stamp issue program is announced in the last week of December each year.
The program must reflect regional, cultural, ethnic, and gender balance.
Any changes to the annual program require approval from the Hon'ble MOC.
