Service Component Theater Bulk Petroleum Organizations

  • Each Service provides product handling at operational locations and coordinates with JPO, SAPO, and DLA Energy to avoid duplication of effort.
  • The USA normally provides distribution of bulk petroleum within the theater.
  • Increasing contractor support requires Services to review their responsibilities for tactical petroleum functions.

Additives and Fuel Quality

  • DLA Energy delivers fuel with additives to the point of end use, but in austere environments, delivery forward may not be possible.
  • Services must be able to inject additives into commercial fuels until DLA Energy or Services can arrange delivery of MILSPEC fuels or contract support.
  • Joint and Service planners must know about these special requirements for additives.

Inspection, Sampling, and Testing

  • Inspection, sampling, testing, and documentation are required by each Service and agency to assure quality of fuel products.
  • Applicable Service military specification custodians are responsible for development and maintenance of petroleum-product specifications.

Service Responsibilities

  • Each Service is responsible for operating petroleum facilities under Service ownership, implementing fuel standardization policies, and assisting DLA in selection and assignment of fuel military construction projects.
  • Services manage Service-unique theater-assigned bulk petroleum transportation assets and compute wartime petroleum demands.
  • Services organize, train, and equip fuel support forces and validate Service bulk fuel requirements.

Service-Specific Responsibilities

  • Army: provides management of overland petroleum support, including inland waterways, to US land-based forces.
  • Air Force: maintains the capability to provide tactical support to USAF units at improved and austere locations and provides distribution of bulk petroleum products by air.
  • Navy: provides seaward and over-the-shore bulk petroleum products to the high-water mark for US sea-based and land-based forces.
  • Marine Corps: maintains a capability to provide bulk petroleum support to its units and may be tasked to provide petroleum support to any joint force and/or MNF.
  • Coast Guard: coordinates petroleum requirements with the Navy and performs the roles and functions of a joint fuel logistics supply point when designated or delegated.
