- Policy Purpose: To provide guidance on proper use of personal computers and related electronic messaging systems to protect BCSO employees and others from illegal or damaging actions. This includes agency email, internet services, and electronic message transmission.
- Definitions of terms: Includes Electronic Messaging Device (EMD), System Administrator, Personal Computer, and Electronic Communications. Examples of EMDs include computers, email, voicemail, paging systems, bulletin boards, and internet services.
- Policy Scope: Users are responsible for knowing and following the guidelines; computers are for official BCSO business.
- General Guidelines: BCSO electronic communications systems are for BCSO business; only system administrators may reset devices to factory settings. Internet use is authorized for appropriate business functions (email, file transfer, research); the BCSO is not responsible for content viewed on the internet or emotional distress caused by it. Sharing County email addresses with businesses or individuals for the purpose of selling or misusing them is discouraged.
- Email Signatures: Employees must use a consistent email signature reflecting professional standards; these will be restricted to approved fonts and formats.
- Privacy: Personnel have no right to privacy regarding email or internet usage on BCSO systems. BCSO may review computer usage records, and passwords/encryption keys must be available. System maintenance and network monitoring by System Administrators is permitted. Communications with personal attorneys via BCSO systems are subject to review by BCSO staff. Passwords must be changed every 180 days.
- Legal Issues: Email may be subject to legal discovery in lawsuits involving the BCSO or Bexar County; electronic communications may become public knowledge. Email messages may be considered official records and must be retained according to BCSO retention schedules.
- Social Media Scope: Social media sites such as Twitter, LinkedIn, Facebook, Google+, and Pinterest are prohibited during BCSO work using the BCSO system. Personal use of devices is permissible but confidential information about the BCSO cannot be shared on social media without prior authorization. Personal blogs and personal photographs are prohibited unless authorized; exceptions may be made for job-related social media involvement.
- Exceptions to Policy: Exceptions may be granted under certain work-related circumstances (investigations, legal work, etc.) for limited access to prohibited information. Access will still need prior authorization.
- Disciplinary Actions: Violations of the policy may result in disciplinary action, including termination. Personnel must cooperate with investigations. Illegal activities or suspicious computer behaviour must be reported immediately.
