Purpose
- This policy outlines the process for Bernalillo County Fire Department (BCFD) personnel to be evaluated for bilingual incentive pay as outlined in the Collective Bargaining Agreement (CBA).
Applying to take the Bilingual Evaluation
- Uniformed personnel, not on probation, can request to take the bilingual evaluation through an email application to the Deputy Chief of Administration.
- The Deputy Chief of Administration then initiates the evaluation process.
- Personnel requesting the evaluation pick up a voucher from the Deputy Chief of Administration and complete HR Training-required paperwork.
Cost of Evaluation
- The cost of the evaluation is set by the external vendor contracted by Bernalillo County Human Resources (HR).
- BCFD covers the fee for one evaluation attempt per person.
- Personnel are charged a "No Show" fee if they fail to appear or cancel the evaluation with less than a 24-hour notice.
- BCFD does not cover the "No Show" fee.
Payment of Evaluation
- At the start of each fiscal year, the Deputy Chief of Administration collaborates with the Fire Department Finance Administrator to secure a purchase order for evaluation costs.
- A copy of the purchase order is provided to the HR Training Director or designee.
- The purchase order number is on the voucher given to the employee to submit to HR Training.
- Employees provide a personal check to the Deputy Chief of Administration, payable to "Bernalillo County," to cover the "No Show" fee during the voucher acquisition meeting.
Scheduling of Bilingual Evaluation
- When funding is acquired, the employee is notified, and the evaluation is coordinated through the Bernalillo County HR Training Division.
- The evaluation is administered by the external vendor.
- A maximum of two evaluations can be scheduled per day.
- Evaluations are scheduled between 10:00 AM and 3:00 PM Mountain Time on weekdays, excluding holidays.
- Employees are responsible for scheduling the evaluation on their own time off duty.
- The external vendor confirms evaluation appointment times the day before the schedule.
Appearing for the Evaluation as Scheduled
- Personnel appearing for their scheduled evaluation receive the "No Show" fee check back from the Deputy Chief of Administration.
- Employees who fail to appear for the evaluation forfeit the "No Show" fee check.
- Cancelling the evaluation less than 24 hours before the scheduled time is considered a "No Show."
- Failure to appear within 15 minutes of the scheduled evaluation time is also considered a "No Show."
Evaluation Results and Notification
- Evaluation results are sent to HR Training the day after the evaluation.
- HR Training sends a pdf file with the results to the individual.
- The employee can pick up the "No Show" fee check from the Deputy Chief of Administration once the results are available or choose to have it destroyed.
Re-evaluation
- Personnel who did not receive a passing score on their initial evaluation or did not appear for the evaluation can apply for additional attempts.
- Additional evaluations are at the employee's expense, including the cost of another check for the "No Show" fee.
- When reapplying, employees follow the same process described in Section I.
- Employees must provide the Deputy Chief of Administration with
- A personal check payable to Bernalillo County for the full evaluation fee. This check is not returned.
- A second personal check payable to Bernalillo County for the "No Show" fee. This check is handled as per Section V.
- The Deputy Chief of Administration works with the Fire Department Finance Administrator to secure a purchase order for the evaluation.
- Once the purchase order is acquired, the Deputy Chief of Administration notifies the employee, and they can begin the process as described in Section IV.
Receiving Incentive Pay
- Upon notification of a passing evaluation score, the employee or HR Training provides a copy of the results to the Deputy Chief of Administration.
- The Deputy Chief of Administration then attaches the results to the Personal Action Form (PAF).
