Civil Aviation Security Equipment Standards

Purpose is to prevent unauthorized introduction of weapons, explosives, or dangerous items into airports and aircraft.

X-Ray Baggage Inspection System (BIS)

Specifications outlined in Appendix A cover requirements for standalone systems.
Inline CT-EDS Baggage Screening System specifications are detailed in Appendix B.

Implementation and Compliance

Circular supersedes previous AVSEC Circular No. 25/2004 regarding baggage inspection systems.
Immediate implementation required for all future procurements of specified equipment.
Use of dogs for confirmation of potential threats is mandated, with a minimum of 2 dogs working per 8-hour shift.

Inspection Levels
