  • International Covenant on Economic, Social and Cultural Rights (1966) recognizes the right to the enjoyment of the highest attainable standard of physical and mental health.
  • ASEAN Human Rights Declaration (2012) states that every person has the right to the enjoyment of the highest attainable standard of physical, mental, and reproductive health, and to have access to medical facilities.
