The Development Stipulations state that any development or redevelopment of land or buildings must conform to the designated use zones, purpose of designation, allocation, or reservation, unless specified otherwise. If a building comprises an existing amenity, the development of the land must include a minimum built-up area equal to the existing amenity. Land reserved in the Development Plan must be developed according to the regulations provided. The Municipal Commissioner may allow the temporary use of public open spaces, amenity lands, or premises for art and culture, vending zones, or recreational/play areas. The Commissioner may also identify public spaces for night bazaars.
