General Guidelines for Anti-theft Charging of OHE
- Anti-theft energization of overhead contact wire (OHE) at 2.2kV is used to deter theft
- This measure is for preventing theft, not for train operation
- It is unlikely to affect signaling and telecommunication systems because of low current
- Works such as installing isolators, section insulators, switches, and adjustments must be completed (or at least checked) prior to charging at 2.2kV
- Anti-theft charging is limited to night hours (7 PM to 7 AM)

Structure and Rail Bonding: Complete bonding and earthing in accordance with the bonding and earthing code. Station areas, if bonding/earthing is incomplete, use the return conductor (RC) as earth wire attached to structures/supports via jumpers.

22kV Power Supply Arrangement
- Local 22kV supply available at a station with a step-up transformer, fuses, audible and visual indications.
- A schematic diagram needs to be approved by the EIG (Engineering Inspectorate Group).
- 22kV supply arrangement to have round-the-clock operation by Railway employee (RE). Responsibilities and staff availability in normal and abnormal situations must be detailed and distributed.
- OHE is energized at night, but must be considered live and hazardous to all people who aren't authorized.
- A permit to work procedure is necessary for personnel working or near the energized system.
Energization Procedures
- Publication and display notices a month before energization: Public notices and notifications (English, Hindi, local) are mandatory about the section(s) that will be energized, including level crossings
- Display visual warnings: caution notices at all important locations, including signage on diesel/steam locomotives, locosheds and warning messages
- Detailed checklist given for checks and tests before charging: including clearances between live and earthed structures, earthing/bonding, proper height of contact wires, protective screens on critical equipment, appropriate earthing/isolation of overhead equipment and appropriate removal of wires.
Tests
- Megger tests for OHE continuity and insulation
- Earth fault tests at the farthest parts of the energized OHE, to ensure fuses are working properly.
- Tests to be carried out by a designated officer from the Government for Railways or the authorized representative from the Railway side
- Certificates should be obtained from the concerned authorities.
- A notification that the OHE is energized is required.
