Organizational Duties & Responsibilities, Privileges & Limitations

  • VP-QM applies for certificate renewals or amendments.
  • Application for Maintenance Organization Certificate renewal should be submitted to CAAP 60 days before expiry.
  • AMO Certificate and Operation Specifications are available at the VP-QM office for public and CAAP inspection.
  • A copy of the certificate and associated Operations Specifications are accessible via the LTP Portal.
  • Certificates stay valid for period specified unless surrendered, suspended, or revoked.
  • The VP-QM returns expired, suspended, revoked, or amended Approved Maintenance Organization Certificates.
  • When LTP assets transfer, the new owner applies for an amended Maintenance Organization Certificate, acceptable to the aviation authority.
  • Proposed personnel changes unknown to management are notified at the earliest opportunity. Personnel changes include:
    • Organization name
    • Location

Shelf Life/Storage

  • Materials need special storage/life conditions on documentation/packaging.
  • Parts with shelf lives set by OEM, industry, or military standards display Rotable Tag (F11-037L), Part Serviceable Tag (F12-015L) or Warehouse Stock and Shelf Life Label (F31-002L) by LTP's warehouse (MM21) personnel with RI authorization.
  • LTP warehouse personnel with RI authorization ensure that the Store and Section Manager dispose of unlabeled or expired materials.
  • Store personnel ensure material is current when issued.
  • Limited shelf-life expired materials or open containers in shops or tool rooms are tagged with a Condemned Property Tag (F-0273L); LTP Part Serviceable Tag (F12-015L) shall be removed and disposed.
  • Defective, damaged, or accident-subject articles/parts need Unserviceable Identification Tag (F12-014L), are treated as condemned and stored in a Quarantine Area until inspected/evaluated/ released for repair or disposal.
  • Production personnel protect parts being assembled/disassembled to prevent damage.
  • Items are identified or placed in stands, buckets, racks, or bins, with protective covers, to be segregated and protected.
  • Electro-Static Discharge Sensitive (ESDS) devices remain packaged until needed; unpacking occurs in static-controlled workspace with ESDS-trained personnel.
  • ESDS parts feature an ESDS caution label on the unit/component and packaging.
  • Only ESDS parts and materials are packed/unpacked at ESDS workstations. The workstation remains clean and free of static materials; does not serve as desk or bench.
  • Workstations for ESDS component disassembly, assembly, operation, or testing need:
    • Multi-layer static dissipative table and floor mats (MIL-W-87893 Type II) on a rigid workbench
    • Common point grounding
    • Adjustable wrist strap with ground cord
  • Flammable materials are segregated, arranged and stored in an inflammable warehouse by chemical properties, shelf life, and storage requirements. Materials needing 60 to 80°F (15 to 27°C) are placed in a cool room; those below 60°F (15°C) are in a freezer/cooler.
  • There are controls in the warehouse for receiving materials: the system manages parts via material identification, temperature, corrosion, and shelf life, and inventory.
  • Unserviceable tagged parts can be temporarily stored in areas with ventilation, lighting, air conditioning, housekeeping, safety, and LTP requirements.

Condemned & Scrap Parts Handling

  • Damaged or uneconomical unserviceable pieces or components are scrapped and must be tagged with a Condemned Property Tag (F-0273L) by a shop mechanic
  • An inspector or Technical Services may evaluate items and stamp the Condemned Property Tag (F-0273L). -Parts are secured within a marked part locked bin. Large components require quarantine.
  • Customer/owner confirms condemned parts' disposition, per order.
  • Condemned parts are quarantined pending investigation or evaluation
    • Customer-owned parts go through the Customer Scrap Program.
  • Technical Records removes and keeps file records of the condemned part per aircraft registry for 2 years.
  • Technical Records updates affected life/time records and removes the part/serial numbers.
  • Condemned parts are tagged with Condemned Property Tag (F-0273L) and kept in a quarantine area for scrap procedures or returned to customer
    • Scrap parts are not stored with quarantined items.
  • Mutilation makes parts unusable and prevents being reworked/camouflaged as serviceable, e.g. re-plating, shortening, re-threading, welding, straightening, machining, cleaning, polishing, or repainting
  • Mutilation may use methods including:
  • Grinding
  • Burning
  • Removal of major lug or integral feature
  • Permanent distortion
  • Cutting a hole with cutting torch/saw
  • Melting
  • Sawing into small pieces
  • Technical Records removes and files the condemned part's record per aircraft registry for 2 years.

Routine & NR Work Deferment Procedures

  • When defects are identified during maintenance or if work cannot be completed, the operator considers whether to exempt defects based upon Aviation Authority procedural authority.
  • The aircraft operator with the Aviation Authority defines whether the aircraft can fly with outstanding maintenance, unless a serious hazard to flight safety is present. Then a Certificate of Release to Service is needed to rectify the defect.
  • If the operator refuses to fix a serious hazard/defect, LTP informs the Aviation Authority of the State.
  • Example serious hazards include primary structure cracking, deformation, corrosion, failure, burning, electrical arcing, fluid leakage, and total system failure.
  • The Certificate of Release to Service details Operator Exemptions from performing programmed maintenance.
  • Exemptions are classified into categories:
  • Defects within the MEL
  • Defects not affecting airworthiness (cabin/cosmetic)
    • Emergency cabin equipment may be exempted for non-revenue flights if sufficient emergency equipment ensures occupant safety. The assigned mechanic writes all details in the Tech Log.
  • Unfixed defects outside of manufacturers’ limitations or maintenance schedule.

Work Turn-over Reporting Procedure

  • A Work Turnover Report Form ensures recording of aircraft/component tasks that are undergoing maintenance/inspections but are incomplete due to shift change/interruption prior to return to service.
  • Inspectors or Mechanics deliver a verbal turnover sharing partial work details when directly relieved.
  • Work Turnover Report Forms are logged and all work on interrupted tasks is noted.
    • Use Work Turn-over Logbook (F14-003L) for shop.
    • Use Line Maintenance Work Turn Over Logbook (F24-008L) for line maintenance.
    • Use Base Maintenance Work Turn Over Logbook (F39-014L) for base maintenance.
  • Supervisory personnel maintain and provide accessible Work Turnover Logs in work areas for reporting personnel.

Technical Data

  • All Technical Publications must be requested, received, registered, maintained and distributed through TS21, which must:
    • Ensure requested publications are current and available for the needed maintenance.
    • Keep/provide a list of all departments with current revision status/location for controlled documents.
    • Remove or discard the obsolete controlled publications located at all technical publication locations including the main technical library, internal and satellite locations.
  • The previous manual revisions may be requested or permitted, involving the Production Planning and customer liaison to officially make revisions available in LTP On-line publications which must include registry, MSN, date released to service and manual revision.
  • TS21 may archive old of Technical Publications (i.e., AMM, SRM) for post layover documentation or investigation purposes and retain them in storage separate from manuals for two (2) years.
  • Persons doing maintenance must:
    • Use exclusively TS21-controlled publications as reference.
    • Reference current documentation when working on an aircraft/appliance.
    • Print any useful references and, if instructed, attach the information to the completed task card to be part of the work document
    • Discard unnecessary references once the work is done; attach if required.
  • TS21 must validate the current status of Aircraft Technical Manuals/Component Maintenance Manuals TPSL against the original publications, with frequency as follows:
    • Customer-provided publications and references are checked quarterly
    • Controlled CMMs in the Capability List and standards are checked every 6 months
    • Tools, Equipment and Measuring/Test Equipment are checked annually

LTP Documentation System

  • The Integrated Management System is based on the Lufthansa Technik Philippines vision/policy, which controls aviation and occupational health/safety, environmental protection, and quality.
  • Lufthansa Technik Philippines follows requirements for an Approved Maintenance Organization, therefore, the Maintenance Procedures Manual and the documentation system IQ MOVE are crucial records.
  • These documents relate to certifications for a QM system, environmental protection, and occupational health/safety.
  • Elements of the system:

Tool Control

  • LTP needs equipment, tools, and material to accomplish the scope of work.
  • When the manufacturer has a tool, LTP uses it or tooling/equipment can be used subject to meeting original tool/equipment Manufacturer (OEM) Equivalency section guides.
  • Permanently available equipment and tools, unless infrequently-used; loaned equipment must comply with OEM and be handled by procedure.
  • LTP must maintain aircraft access equipment and inspection or docking platforms.
  • Newly acquired tools and equipment transferred to Toolroom require incoming inspection using a checklist.
  • Checked tools awaiting preventative maintenance are temporarily quarantined as unserviceable (F14-001L).
  • LTP is responsible for listing every tool description, identification/PME number, condition, and location, upon division request.
  • Production uses its I.D. number system with tool routing to Toolroom.
  • For tools without an I.D. engraved on them, there must be a plate and its corresponding I.D..
  • The user must:
    • Ensure that all gear (tools and equipment) are in good condition
    • Use the proper tools/equipment for the task
    • Check that the Measuring and Test Equipment (M&TE) is calibrated and in-date when measuring components or appliances.
  • All users return borrowed items complete and in serviceable condition.

Customer Required Inspection/Duplicate Inspection Items

  • LTP follows methods within this manual when an item is inspected, repaired, overhauled, modified, or altered.
  • For aircraft/component maintenance, LTP uses methods and techniques from current manufacturer’s maintenance manuals, instructions for continued airworthiness, or techniques approved by the CAAP per the customer's specification.
  • For inspections (excluding defect rectification):
    • Attention to compliance with Airworthiness Directives
    • Inspections must match the process laid out within the inspection “program” for the aircraft being inspected.
  • CAAP CAR Part 5 mandates the operator chose specific maintenance and alteration items for inspection, including those that would cause failure or malfunction endangering aircraft safety if done incorrectly or with incorrect parts/materials.
  • No one is allowed to conduct a required inspection, unless supervised by QM and haven't performed the work.

Maintenance Task Documentation

  • Maintenance record entries contain a work description referencing approved data (maintenance manual, ads or drawings) and its revision status, completion date, plus a signature from the personnel involved.
  • Except for usual documents, reference documents (e.g. AMM, CMM) must be retained with the record.
  • The maintenance record must include check lists, non-routine discrepancies (i.e., those discrepancies beyond routine maintenance), and steps from repairs.

  • To ensure proper traceability, the following guidelines below must be used when voiding documents:
  • Inscribe the aircraft registry and date on every document page that is being voided.
  • Draw two lines in the papers and “VOID”.
  • Person voiding the document needs to put a signature, ID number and date.
  • The person who voids accepts responsibility for this inspection, maintenance or planning entry. Erroneous tags may be changed via:
    • Drawing one line over the incorrect entry then rewrite the proper entry on the side of it.
    • Never erase or make use of correction fluids.
    • Erroneous entries can be corrected by the original technician or a supervisor (e.g. team leader, Crew Chief, section manager).
  • The worker will affix signature for correction, ID and date.
  • The party who accepts the change must assume full responsibility whether if planning, maintenance or correction related.

Responsibilities of Authorized Personnel

  • Authorized personnel who are responsible for approving work for release needs a statement on the equipment documentation to include: -The type of inspection and a description to show its scope. -The date the inspection took place with total time in service listed of the component/aircraft. -The authorized signature, certificate and number the individual has.

Authorization App, Renewal & Validity

  • The form must be submitted online by following the Authorization Management System.
  • Supporting documents:
  • -A license must go into the database, training, records, eye and/or weld tested (subject to what you are applying for)
  • Division Head validates personnel being submitted by their managers, QM-A validates, disapproves/approves etc. (QM-A means an authorized quality manager personnel) -If VP-QM says a personnel may pass, they may in exceptional circumstances because this shows if a thorough test was performed to competency level. QM shows the F00-062L with a written expiration date. For authorization personnel to renew:
    • Application of personnel must be done through QM-A w/ database, license copy of current test, trainings/records. If authorized, will authorize, the person could complete refresher training for approval.
  • There must be logs from F11-054L logging the time that person has been engage to maintenance etc. If suspended due to expiry of something:
    • Submit online and show the records, if it was the reasons that person was suspended and if all is good, you will be valid for reinstatement to proceed. Once the application can be proceeded, a F00-062L will come out and must be on hand and presented in 24 hrs.
  • QMA procedures for stamps are :
  1. Evaluate request for author stamp.
  2. Salary and purchase requests (for salary, deductions) etc.
  3. Determine the guidelines the stamp issues.
