Introduction
- The Airside Driving Theory Handbook (ADTH) outlines the rules and regulations for driving in the airside of Changi Airport.
- All drivers operating in the airside must have a valid Airfield Driving Permit authorizing them to drive the specified vehicle class.
- Driving without a valid permit is a violation of Civil Aviation Authority of Singapore By-Laws.
- The contents of the ADTH are reviewed annually and as required, and any supplements or revisions are available on the Changi Airport Group website.
- Airside Operations Notices (AON) or Airside Safety Notices (ASN) are published to inform the airside community of any updates.
- Personnel in the airside are governed by rules and regulations including amendments.
Legislation
- Civil Aviation Authority of Singapore Act 2009.
- Civil Aviation Authority of Singapore (Changi Airport) By-Laws 2009, By-Laws 67 and 64 concern Airfield Driving Permit and Airfield Vehicle Permit, respectively.
- Civil Aviation Authority of Singapore (Composition of Offences) Regulations 2009.
- Protected Areas and Protected Places Act (Chapter 256); the Penal Code also applies in traffic accidents determined by the State Police.
- Workplace Safety and Health Act.
Jurisdiction and Access Control
- Changi Airport Group (CAG) controls all vehicles and handling operations at the airside, apron, and designated roadways.
- The Civil Aviation Authority of Singapore (CAAS) controls aircraft taxiing from runways to aircraft stands via Changi Tower.
- Drivers and vehicles entering the airside must have their Airfield Driving Permit (ADP), Airfield Vehicle Permit (AVP) or Temporary Entry Permit (TEP) validated at the entry point.
Suspension/Revocation of Permits and Surrender
- CAG may suspend or revoke an ADP if there's a contravention of permit terms, incompetence to drive, or public safety concerns.
- CAG can suspend or revoke any AVP or ADP without assigning any reason under By-Law 79 and 80 or the CAAS By-Laws 2009.
- ADP holders must return their ADP to the CAG Airside Driving Centre (ADC) upon resignation or cessation of driving duties, or if the ADP is suspended or revoked.
- Drivers must declare to CAG ADC if their state driving license is revoked or expired, and employers must ensure ADP holders comply with this clause.
Notice of Offence (NOO) and ADC Directions
- A Notice of Offence is issued to anyone contravening the CAAS (Changi Airport) By-Laws 2009 or failing to comply with permit conditions.
- CAG retains the right to suspend an ADP when deemed necessary

- Accident: An occurrence associated with the operation or handling of an aircraft in which a person is fatally or seriously injured, or the aircraft sustains damage.
- ABL: Apron Boundary Line.

- ADP or Airfield Driving Permit: An airfield driving permit issued by the airport licensee.
- ADSCT: Airfield Driving and Safety Compliance Test.
- Aerodrome: Changi Aerodrome managed by the Authority, with roads or uncovered areas within its limits (excluding public access areas).
- AES: Airport Emergency Service.
- Aircraft Stand: An area on an apron for parking of aircraft.
- Airside: The movement area of the airport and adjacent areas with controlled access.
- AMC: Airside Management Centre.
- APD: Airport Police Division.
- Apron: The part of the airport used for accommodating aircraft for embarkation, disembarkation, loading, unloading, fueling, parking or maintenance.

- Authorised Person: An officer or employee of the airport licensee, or any person authorized by the airport licensee acting on its behalf.
- AV: Autonomous Vehicle, which are vehicles that are self-operated and without a Driver on Board
- AVP or Airfield Vehicle Permit: An airfield vehicle permit issued by the airport authority.
- BHA: Baggage Handling Area.
- CAAS: Civil Aviation Authority of Singapore.
- CAG: Changi Airport Group (S) Pte Ltd.
- Category One Airfield Driving Permit: Airfield driving permit allowing the holder to enter the taxiways, subject to approval from Changi Tower.
- Category 1R (CAT1R) Airfield Driving Permit: Airfield driving permit which allows the driver to enter the runways and taxiways, subject to approval from ATC Changi Tower.
- Category One Airfield Vehicle Permit: Vehicle permit which allows the vehicle to enter the runways and taxiways, subject to approval from Changi Tower.
- Driver: In relation to any towed object, includes a driver of a vehicle by which the towed object is drawn.
- EPA: Equipment Parking Area.
- ERA: Equipment Restraint Area.
- ESA: Equipment Staging Area.
- "Follow Me" Vehicle: Vehicle used to guide aircraft or other vehicles.
- GP: Glide Path.
- Incident: An occurrence, other than an accident, associated with the operation/handling of an aircraft, affecting/could affect safety of operations.
- ILS: Instrument Landing System.
- Keep Clear Zone: Zones in aircraft stands with white hatched lines and "No Parking" signs, kept clear of personnel/vehicles/equipment before arrival/after departure of aircraft.
- Manoeuvring Area: Part of the airport for taking off, landing and taxiing of aircraft (excluding areas for embarkation, disembarkation, mail, cargo or maintenance).
- Movement Area: Includes both the Apron and the Manoeuvring Area.
- NOO: Notice of Offence, refers to Notice of Composition of Offences, which is a report of any violations of the Civil Aviation Authority of Singapore (Composition of Offences) Regulations 2009.
- Perimeter Roadway: Roadways within the airside that allow vehicles to move around the airport clear of the Apron and Manoeuvring Area.
- PLB: Passenger Loading Bridge.
- Primary Roadway: Roadways in front of aircraft parking areas for movement of vehicles and equipment.
- Runway: A defined rectangular area prepared for the landing and take-off of aircraft
- Secondary Roadway: Roadways behind aircraft parking stands for vehicles/equipment unable to use primary roadways due to height limits.
- Taxiway: Defined path for taxiing aircraft and to provide a link between one part of the aerodrome and another.
- TEP: Temporary Entry Permit.
Qualifying Requirements for Airside Driving
Requirements for Drivers
- To be eligible, Drivers must have:
- A valid seasonal Airport Pass from the Airport Police Division for airside access.
- A valid Class 3 Driving License from Singapore Traffic Police or a recognized foreign authority, or an equivalent International Driving Permit.
- Foreign licenses must be Class 3 or equivalent.
- An Airfield Driving Permit (ADP) issued by Changi Airport Group (CAG) Airside Driving Centre (ADC) with authorized vehicle classes displayed.
- No one can drive a vehicle in the airside without a valid ADP for that vehicle class.
Vehicle Equipment Classification
- Vehicle Equipment Classification includes:
- A: Passenger Loading Bridge (PLB)
- B: Passenger Loading Bridge (PLB) – For cleaning and maintenance contractors
- F: Forklift/Fork Truck
- 3: Motor Vehicle (Unladen weight ≤ 2,500kg)
- 3A: Motor Vehicle with automatic transmission (Unladen weight ≤ 2,500kg)
- 3C: Issued only to foreigners who wish to drive Class 3 vehicles after converting their foreign driving licence, not valid for light goods vehicles, mini vans and small buses
- 3CA: Issued only to foreigners who wish to drive Class 3C vehicles with an automatic transmission, not valid for Class 3 vehicles with manual gear transmission, light goods vehicles, mini vans and small buses
- 4/4D: Motor Vehicle constructed to carry load or passengers (Unladen weight > 2,500kg)
- 4T: Motor Tractor Only (Unladen weight > 2,500kg but < 7,250kg)
- 5/5S: Motor Vehicles not constructed to carry any load (Unladen weight > 7,250kg)
- Note: Classes 4D, 4T, and 5S are restricted to personnel authorized by CAG and certified by SATS, dnata, and SIAEC with minimum age requirements.
Passenger Loading Bridge(PLB)
- To operate a PLB an operator must possess a PLB permit.
- To obtain, operators undergo a PLB course by SATS / dnata/ ShinMaywa and pass a practical test by CAG.
Access Zones, ADP Application Process
- ADP holders can only drive within apron areas/airside roadways.
- Driving in manoeuvring areas–runway, taxiway, taxi-lanes–requires Category 1 or 1R ADP.
- Application for a new ADP is submitted on APIES (Airside Driving/Vehicle Permit Management System).
- The general qualification process includes documentation, airfield rules tests, and a driving safety and compliance test.
Process Details for ADP
- Drivers 65+ years must provide a medical declaration stating they are "fit to drive" when applying for/renewing ADP.
- The ART is a computerised theory test gauging knowledge of airside safety/regulations, with multiple choice questions, completed in one hour; offered in English, Chinese, Malay, Tamil, and Burmese.
- The ADSCT is a practical driving test assessing driver competency in the airside and adherence to airside driving safety and regulations.
- Two ways drivers can prepare for the ART and ADSCT include -Self study and downloading a copy of the ADTH from CAG (refer to Section 1.2 for website). -Attending the Airside Rules and Regulation Course (ARRC) conducted by authorized training centers with CAG might request proof of attendance from those who attend the ARRC during course of ADP application
- The authorized training centres also conduct the Airside Rules and Regulations Refresher Course (ARRRC), required before ADP renewal.
Issuance, SWEET App, and Aerodome Chart.
- Upon passing ART and ADSCT, drivers receive ADP for driving in apron areas and airside roadways, but not manoeuvring areas ( requires a CAT 1/1R ADP).
- Drivers can utilize CAG's SWEET app to view airside driving/safety information like AONs/ASNs, pushback procedures, flight schedules.
- All drivers possessing smart mobile devices must download SWEET app.
- The latest aerodrome chart issued by CAAS Aeronautical Information Publication (AIP) website should be located in the vehicle for determing their location in the airfield
ADP & Renewal Validity
- Drivers may choose an ADP validity period of one or two years from issuance, subject to CAG policy/regulations, with applicable fees.
- To renew ADP, attend Airfield Rules and Regulation Refresher Course (ARRRC) at authorized training centers, fulfilling other CAG requirements, within three months before ADP expiry.
- Failure to fulfill necessary ADP renewal requirements by expiry date voids ADP, renew promptly to avoid disruption of duties.
- Drivers whose ADP had expired more than 2 years are required to retake ART and ADSCT prior to ADP renewal. Renewal of PLB Operator Permits shall submit refresher course within 3 months of permit expiry.
Change of Employment & Expiry of ADP
- ADP is non-transferable; upon leaving employer, declare and return ADP to CAG ADC (if holding a physical copy); failure violates CAAS By-Laws.
- If needing to drive airside for a new employer, proceed to CAG ADC with proof-of-employment to update ADP details.
- If ADP is unrenewed within two years of its expiry, users will have retake the ART and ADSCT to qualify for a new ADP.
Requirements for Vehicles
- Vehicles operating in the airside require Airfield Vehicle Permit (AVP).
AVP
- Temporary Entry Permit (TEP) can be obtained and can be obtained for short-term operation of less than 60 days per calendar year, subject to ADC discretion.
- Vehicles with TEP need to be escoted by an ADP older in a seperate car, referring to Section 5: Escorting Vehicles in Airside for more information.

Driving in the Airside
Pre driving Checks

Before starting duty, driver must perform pre-driving checks to ensure the vehicle is safe for driving.

Check tires are in good condition and inflated to correct pressure.

Check steering and brakes are working normally.

Ensure no warning/fault lights (engine light, brake light, etc.) are on.

Ensure headlights, brake lights, signal lights, and flashing yellow lights are working normally.

Ensure serviceable fire extinguisher(s) is/are in easily accessible location.

Vehicle that Experiencing any abnormal or unsafe operating conditions shall not be used.
Passenger Load
- Passengers should be seated or safely positioned in the vehicle while driving.

- Lorries cannot carry more workers than approved by LTA.

General Driving Conduct
- Always Carry Valid State Driving License and shall be shown upon request by CAG authorized personnel.
- Drivers shall declare to CAG ADC immediately if their state driving license is no longer valid, (i.e. revoked or expired).
- Always Fasten Seat Belt.
- Unless exempted by CAG, all vehicles shall be installed with seat belts. All drivers and all passengers shall fasten their seat belts when the vehicle is in motion.
- Always Exercise Care and Vigilance When Driving and shall be alerted.
- Drivers shall not overtake unless the road is clear or never when turning. Vehicles signal early.
- Always Maintain a Safe Following Distance.
- All drivers shall maintain a safe following distance from the vehicle in front. The recommended following distance is at least a two-second gap. DO NOT Tailgate. Always Check Before Reversing.
- All drivers shall check theirsurroudings and ensure area is clear before reversing.
Blind Spot Safety
- All vehicles have blind spots which are not visible using the rear view/ side mirrors. Drivers shall check blind spots by physically turning and looking over shoulders, and ensure the vicinity is clear before moving off or changing lanes.
