Study Notes
General Procedures
- SJCFR will follow these procedures for aircraft emergencies at Northeast Florida Regional Airport (NFRA).
Access and Communication
- Enter the airport through Gate 4-S at the end of Estrella Avenue using a Knox Key.
- Establish communication with the TOWER on the designated fire channel and identify as "Airport Command".
- A tactical channel may be assigned by Fire Rescue Communications.
Initial Response
- First-arriving units will stage at the base of the TOWER, holding short of Taxiway "F" (Foxtrot).
- Units responding from north of the airport will stage at the North Staging Area (on Gun Club Rd).
- Units responding from south of the airport will stage at the South Staging Area (along the perimeter road, north of Estrella Ave, parallel to US1).
Tower Access
- The first-arriving Officer may access the TOWER for a better vantage point using a Knox Key and Access Card.
Resource Request
- Provide a brief arrival report and identify necessary resources, including specialized equipment, personnel, and other resources.
Emergency Response
- Proceed to the emergency aircraft when directed by the TOWER.
- Obtain clearance via radio prior to entering or crossing any taxiway or runway.
Unified Command Post
- The first-arriving Chief Officer will report to the Unified CP located in the TOWER.
Northrop Grumman ARFF
- Will coordinate with "Airport Command".
- Will supply a representative at Unified CP.
- Will support training and operations.
Runway and Taxiway Operations
- All runways and taxiways are considered open and operational unless specified by Unified CP as "suspended" or NFRA is declared "closed".
Safety Precautions
- Responder(s) will not enter any movement areas without TOWER authorization or an escort.
- In the event of a communication failure, all vehicles will exit the runways immediately if they see red flashing lights from the TOWER, flashing runway lights, or hear multiple blasts from air or electric horns.
Bomb Threat Response
- Should any suspicion or threat of terrorism or action be made against an aircraft, the TOWER will immediately notify SJCSO and SJCFR.
- The TOWER will direct the target aircraft to the south end and east of Taxiway "A", short of Runway 20.
Landing Zone (LZ)
- NFRA is a pre-designated Landing Zone (LZ).
- Entry will be made immediately south of the terminal through either of the two west gates, unless directed otherwise.
Communication Failure
- In the event of a communication failure, all vehicles will exit the runways immediately if they see red flashing lights from the TOWER, flashing runway lights, or hear multiple blasts from air or electric horns.
