- Minimum rest period before duty starts: 8 hours.
- Maximum duty hours for scheduled aircraft maintenance: 12 hours.
- Maximum duty hours due to unscheduled aircraft unserviceability: 16 consecutive hours or 20 hours in 24 consecutive hours.
- Mandatory rest after unscheduled maintenance: 10 hours.
- Mandatory rest after seven consecutive days: 24 hours.
- CAAP license renewal period: Within 30 days before expiry.
AMT License Renewal
- Requirements include a notarized application and proof of service at an AMO.
- If the license expired within 60 months, it goes back to the initial application process.
- Within 24 months of expiry, the applicant must pass the CAR test.
- After 24 months of expiry, the applicant must pass the CAR test and recurrent training at an AMO.
- AMT License duration: 5 years.
- An expired license holder cannot exercise its privileges.
Recent Experience Requirement for AMT
- Must be deemed able to do the work by the Authority within 6 months of the preceding 24 months.
- Must not serve as AMT.
- Must not supervise other AMTs.
- Must have received recurrent training from an AMO within the preceding 24 months.
- Fabricated parts cannot be sold or supplied externally.
- Fabrication of parts falls under PCAR Part 6 approval.
- LTP (Licensed Training Provider) may fabricate a limited range of parts during work within its facility.
- LTP cannot fabricate parts for forward supply, sale, or onward supply.
- Fabricated parts are not eligible for an airworthiness approval tag (CAAP Form 1).
- A Parts Serviceable Tag (F12-015L) is used as an internal document for releasing and controlling fabricated products during maintenance.
- Fabricated part records must be kept for 2 years or until the product is permanently removed from service.
EWIS (Electrical Wiring Interconnection System) Target Groups
- Target Group 1: Staff performing wiring system maintenance (Avionics).
- Target Group 2: Staff performing maintenance inspection on EWIS (Inspectors/Avionics).
- Target Group 3: Staff performing electrical/Avionic Engineering on in-service aeroplanes, authorized to design EWIS installations, modifications, and repairs (electric/Avionics Engineer).
- Target Group 4: Staff performing general maintenance/inspection not involving wire maintenance, but may require removal/reconnection of electrical connective devices (inspector/A&P/Cabin Mechanic).
- Alterations to wings or control surfaces affecting flutter and vibration are considered airframe major modifications.
- Changes to the basic design of fuel, oil, cooling, heating, cabin pressurization, electrical, hydraulic, de-icing, or exhaust systems are airframe major modifications.
- Calibration and repair of instruments are appliance major repairs.
- Modification: Alteration of an aircraft or aeronautical product in conformity with an approved standard.
- Licensed Mechanic / Owner is responsible for ensuring aircraft maintenance records are up to date.
- Disassembly of an engine crankcase or crankshaft is a Powerplant Major Repair.
- Simple preservation and replacement of small standard parts not involving complex assembly are preventive maintenance.
- Replacing/cleaning spark plugs and setting spark plug gap clearance is preventive maintenance.
- Installing an unapproved accessory for the engine is a powerplant major modification.
- Modifying a basic design not according to the appliance manufacturer's recommendation or applicable Airworthiness Directive is an appliance major modification.
- Removal/Installation/Repair of Landing Gears is classified as Preventive Maintenance.
- Philippine-registered aircraft used for commercial or aerial work must be weighed every 3 years.
- Re-weighing of RP aircraft:when the Director General directs or when used for commercial operation and CAAP approved weigh control program.
- A continuous record of modifications and their impact on mass and CG limits must be maintained for all aircraft.
- Part 5 (Airworthiness): This regulation prescribes requirements for the certification of aircraft and aeronautical components.
- Return to service: A document signed by an authorized AMO representative after inspection, repair, or modification on an aircraft, engine, or propeller, releasing it for service.
