Study Notes
Lighting System
- Lighting systems are part of the electrical system.
Line Maintenance
- Line maintenance, for a Part 145 organisation, is maintenance on an aircraft that CASA has approved for the organisation.
Powerplant
- Powerplant means an aircraft engine.
Practical Consolidation Training
- Practical Consolidation Training (PCT) is a practical training course conducted by a maintenance training organisation.
- It adheres to Section 66.A.50 and Appendix III.
- CASA approves the course in writing.
- CASA considers if the course reflects elements of a best-practice PCT program described in Advisory Circular 147-1 during approval.
Rating
- Rating is permission to perform maintenance certification under a category B1 or B2 license for specific aircraft types or to issue certificates of release to service under a category B1, B2, or C license for a specific aircraft type.
Recognition of Prior Learning (RPL)
- RPL refers to prior learning that provides knowledge or competency equivalent to what's otherwise required without RPL.
- Examinations, competency units, and prerequisite qualifications or units of competency can be considered as methods of RPL.
Simple Test
- A simple test is described in approved maintenance data that meets specific criteria:
- Serviceability verified using aircraft controls, switches, BITE, CMC or external equipment not involving special training
- Unique go-no-go indication or parameter outcome
- No interpretation of test result or interdependence of values is allowed
Subsystem
- Subsystem means a system that can function independently but is part of a larger system.
- It includes electrical parts, appliances, motors within mechanical, powerplant, or structural systems, or avionic systems within mechanical, powerplant and structural systems.
Troubleshooting
- Troubleshooting involves approved fault isolation procedures and actions.
- It's used to identify the root cause of a defect or malfunction.
- It can include the use of BITE or external test equipment.
- Multiple avionic LRU changes are not included unless made according to published approved maintenance procedures.
Type Ratings
- A type-rated aircraft is a particular type or type and model of large aircraft.
- It has a certain type of aircraft engine (e.g., Airbus A310 with GE CF6 engines or Boeing 747-400 with RR RB211 engines) or a large aircraft with a particular engine.
- A type-rated aircraft includes small aircraft with a certain type of aircraft engine.
Type-Rated Aircraft Licence
- A type-rated aircraft licence authorises certification of maintenance on specific type-rated aircraft types.
- It is a result of training delivered by a maintenance training organisation, in accordance with a course plan approved by CASA.
Aircraft Types
- Large Aircraft (fixed-wing):
- Maximum Take-Off Weight (MTOW) over 5700kg, or
- MTOW not over 5700 kg, but of a type and model specified in Part 42 MOS as a large aircraft
- Large Aircraft (rotary-wing):
- A helicopter with more than one engine or
- A helicopter with one engine and a Part 42 MOS type and model as a large aircraft
- Small Aircraft (fixed-wing):
- Maximum take-off weight not more than 5700kg and not of a type and model specified in Part 42 MOS as a large aircraft, or
- A maximum take-off weight more than 5700kg but listed in Part 42 MOS as a small aircraft
- Small Aircraft (rotary-wing):
- Helicopter with one engine, which is not specified as a large aircraft in Part 42, or
- Helicopter with more than one engine but specified as a small aircraft in Part 42.
Primary Category Aircraft
- Identical to FAA Primary category aircraft.
- Simple design for pleasure/personal use.
- Meets CASR 21.024 requirements.
- Qualified pilot-owners can perform preventive maintenance.
- A Special Certificate of Airworthiness (CofA) is issued under Part 21.
Standard Category Aircraft
- Operate under a Standard Certificate of Airworthiness (CofA).
- Available in categories like Transport, Normal, Utility, Aerobatic, Commuter, Manned free balloons, or Special class.
CASR Part 66
- CASR 1998 regulations for aircraft engineer licenses and ratings for maintenance certification.
- Issues Certificates of Release to Service (CRSs).
- Empowers CASA to issue a Manual of Standards (MOS).
- Part 42 dictates the requirements of the issue of an aircraft engineer license and additional privileges associated with the license.
Part 66 MOS
- A legislative instrument for the purposes of the Legislative Instruments Act 2003.
- It must be registered and made publicly available.
- Supports CASR Part 66 and sets out the requirements.
- Issued and changed by CASA.
- Contains technical material (specifications and standards) relating to aircraft engineer licenses and their associated privileges.
Aircraft Engineer Licence
- Part 66 MOS specifies requirements for aircraft engineer licenses.
- A licence can have one or more categories (A, B2, etc.)
- Subcategories can be added to categories A and B1 for aircraft maintenance.
Type Ratings and Eligibility
- Eligibility for a rating (B1, B2, or C) occurs through successful completion of theoretical and practical aircraft type training/assessment.
- Foreign authority/company approvals may provide equivalent eligibility.
Non-Type-Rated Aircraft
- Aircraft not listed in Appendix IX of Part 66 MOS do not require type ratings for Category B1 (e.g., Cessna 180 series) or Category B2 licenses.
Aircraft Systems and Licence Categories
- Table 1 differentiates aircraft systems (mechanical, powerplant, structural, electrical, avionic) and conditions/limitations of B1 and B2 license categories.
- Oxygen systems, for instance, involve both mechanical and avionic aspects.
Licence Privileges
- Category A: A Category A holder may perform maintenance and issue CRSs under certain conditions.
- Category B: A B1 holder may perform maintenance, issue CRSs on specific aircraft systems (e.g., structural, electrical).
- Category C: A C holder may issue CRSs/ for base maintenance of large aircraft if endorsed by type rating.
- A holder of a given licence may supervise others for maintenance certification and is required to hold the appropriate type rating for type-rated aircraft.
Offences
- Offences have associated penalty points as defined in the Crimes Act 1914.
- The specifics include failure to meet conditions, issuing a CRS in violation of regulations, and failing to provide information.
Suspension of Licence for Failure to Provide Information
- If a licensed AME fails to comply with a request for information within stipulated time, their license will be suspended.
Period of Responsibility
- An AME is responsible for the work performed and the airworthiness of any repair/alteration until it's replaced, damaged, removed, altered, or meets its life limit or is inspected.
Engine Ground-Run Training
- Part 145 requirements.
- Engine ground-run training is required for obtaining appropriate ratings and meeting AME licensing standards.
- Training may be conducted in-person or through simulators, in compliance with the requirements of CASR 145.
Practical Type Training
- Must meet all theoretical and practical requirements specified in CASR 66 Appendix III.
- For a first type rating specific practical training must be conducted, while subsequent ratings may or may not require practical training, supplemented by on-the-job training.
