Accountability for Hardware Use
- Each Company Officer ensures the passport and MCT roster reflect current team members assigned to the company.
- Passports must list only crew members entering the hot zone.
- When part of the crew remains outside (e.g., an engineer at the engine), the Company Officer must remove their name tags before entering the hot zone.
- Name tags of non-entering members can be returned to them, placed on the Company Officer's helmet, or kept in their coat pocket.
- The passport system is implemented during incidents requiring SCBA use.
- Accountability procedures start with the first unit arrival at the scene.
- The first arriving company reports on-scene via radio and takes command of the incident.
- Follow-up reporting includes accountability unit ID and geographic orientation (north, south, east, west).
- Each crew hands over their passport to the engine engineer when deploying handlines.
- Once a hoseline is charged, the crew's passport and ID tag are placed on the discharge gate of the pump panel for tracking.
- In absence of a passport, engineers mark the pump panel with a grease pencil.
- Passports help identify crews and hoselines, enabling engineers to adjust pump pressure and maintain accountability at the pump panel.
- Hoseline ID tags are transferred from passports to hoselines to track crew entry points and assist in locating missing firefighters.
- Additional companies deliver their passports to the engineer of the apparatus from which they took the handline, designating that engineer as the accountability officer for those crews.
- Ladder crews leave their passports on the apparatus dash during roof operations and deliver them to the closest engine when entering the structure.
- Once delivered to the pump operator, the passport marks the "point of entry" into the hot zone and remains on the discharge gate.
- Company Officers are responsible for retrieving their passports upon crew exit.
- If exiting from a different location than the entry point, crews must inform their Sector Officer Division/Group Supervisor or Accountability Officer of the status change.
