INTRODUCTION Base is a sector that refers to the geographical location away from the incident where personnel, apparatus and equipment can be assigned on a standby basis. The establishment of a Base sector reduces site congestion. 2. BASE A Base sector shall be implemented at all multiple alarm incidents. This shall be completed by: Designating a location for the Base Sector that does not interfere with the Command Post, incident scene or movement of apparatus or other emergency traffic Base should be at a location, close enough to move crews and equipment forward quickly and efficiently when needed Inform Toronto Fire of the Base Sector location 3. DISPATCH TO BASE When apparatus are dispatched to base, the apparatus' mobile radio will be kept on the assigned Strategic channel and portable radios will remain on the assigned incident channel. 4. BASE SECTOR OFFICER The first arriving Pumper or Rescue apparatus at the designated Base Sector location will assume the duties of the Base Sector Officer. If the first arriving apparatus to base is not a pumper or rescue apparatus, they shall assume Base Sector Officer duties until a Pumper or Rescue apparatus arrive. Base Sector Officer duties shall then be transferred to a Pumper or Rescue arriving in Base. Squads, High Rise Response Units, HAZMATs and Air Light apparatus shall bypass base and report to command. 5. RESPONSIBILITIES OF THE BASE SECTOR OFFICER A Base Sector Officer will manage the Base by: Moving Base from its assigned location, if necessary, in order to better facilitate the movement of personnel, apparatus and equipment Ensuring that the location/relocation of Base is transmitted to Toronto Fire and indicating access and routing information as needed Activating the rotating emergency lights on their apparatus to denote the Base Officer location Conducting a PAR as requested by Command Toronto Fire Services Professional Development and Training Training Note: 104.1.5 Date Prepared: March 2018 Page 2 of 4 Maintaining a current log of available personnel, equipment and apparatus (on Base Sector Worksheet) Updating Command of Base status Ensuring that all communications within Base is done face to face without the use of a radio Notifying personnel within Base of assignment and to which Sector Officer/radio channel they are to report Liaising with other Sector Officers In the event the Base Officer’s apparatus is to be deployed at the incident, the Base Officer assignment will be transferred to another Company Officer (preferably a Pumper or Rescue Officer) currently in Base. 6. RESPONSIBILITY OF PERSONNEL/APPARATUS ASSIGNED TO BASE All apparatus responding to an incident in excess of the initial response shall report to the Base Sector Officer, unless directed otherwise. Toronto Fire will dispatch apparatus to the Base location as designated by the Incident Commander on an assigned Strategic channel. Upon arrival at Base, Officers shall: Contact Toronto Fire announcing arrival Report face to face to the Base Officer Ensure that routine communications within Base are done face to face Ensure that emergency lights are turned off if safe to do so Ensure that they and their personnel remain at their respective vehicle until assigned or cleared from the incident Bring Passports forward to the Base Sector Officer When moving forward from Base Sector to the incident, take the Passport to the Command Post/Accountability Officer 7. ACCESSING EQUIPMENT AND PERSONNEL WITHIN BASE SECTOR The request for equipment, personnel or apparatus from Base Sector, at an emergency incident, must come from Command. Depending on the assignment, the Base Sector Officer will delegate the most appropriate personnel from Base to perform the requested function. The Base Sector Officer will communicate face to face with the Company Officer, relaying all pertinent information, including the number of personnel, equipment and apparatus required, Sector Officer they are to report to, and nature of the assignment. Toronto Fire Services Professional Development and Training Training Note: 104.1.5 Date Prepared: March 2018 Page 3 of 4 The Base Sector Officer will confirm with Command that personnel, identified by their Crew ID, have been deployed from Base. Whenever personnel or apparatus are assigned from Base to the incident, all personnel from that apparatus should go forward. Any personnel that have not been assigned to a specific task level activity shall report to the Staging Officer. When personnel from the Base Officer’s apparatus are required, they should take their apparatus Passport forward. In this instance the Mag Tag of the Captain and crew member assisting (as required) should be turned upside down. When handing the Passport forward a verbal confirmation should be made indicating that the Captain and the crew member assisting are acting as Base Officer.
