Southern Nevada Fire Operations (SNFO) STANDARD OPERATING PROCEDURES EMERGENCY OPERATIONS Effective date: Supersedes: 01/13/2015 N/A INCIDENT HAZARD ZONES SOP# SNFO 10 Page 1 of 3 PURPOSE To institute procedures for the establishment of incident hazard zones on all incidents with an IDLH, collapse zone or other hazardous area. These procedures will be used on all applicable incidents. PROCEDURE A. Responsibility A. Incident Command The IC will establish Hot, Warm and Cold Zones on all incidents with an IDLH, collapse zone or other hazardous area. B. Supervisors Supervisors are responsible for insuring their subordinates don all proper protective clothing for each respective incident hazard zone. C. All Personnel All personnel are responsible to adhere to the PPE policy for each respective incident safety zone. B. Definitions A. Hot Zone Considered the IDLH and /or collapse zone of the incident. The Hot Zone may be initially defined as the incident perimeter of the closest apparatus to the incident. All required PPE (see Policy section) shall be worn within the Hot Zone. The public is prohibited from being within the Hot Zone. B. Warm Zone Considered to be the area between the Hot and Cold Zones. This area is usually where the First Alarm units and Command Vehicle are staged. PPE shall be a minimum of steel toed shoes, pants, fire helmet and gloves, with other PPE to be worn as conditions warrant. Air packs will be worn in the Warm Zone when smoke is present. Cold Zone Considered to be the area beyond the staged apparatus and Command Vehicle. This area should be separated with fire line tape and barriers. The public and media are allowed in the Cold Zone. D. On Deck A forward staging position located just outside of the immediate hazard zone, safely distanced from the entrance of a tactical position/Division/Group. On Deck crews will be supervised by the Division/Group supervisor or Company Officer and they will remain On Deck until assigned by the IC or Division/Group supervisor. C. Policy A. Hot Zone 1. Full PPE Including SCBA will be worn inside the Hot Zone. Full PPE includes department issued turnouts, helmet, hood, boots, gloves and SCBA with personal mask. 2. All personnel will be on air when smoke is present in the Hot Zone 3. Within the Hot Zone, when smoke is not present, personnel will go on air in the following situations: a. In an IDLH atmosphere or potential IDLH atmosphere b. In an oxygen deficient or potentially oxygen deficient atmosphere c. Directly above an active fire or hazard area, including gas leaks and fuel spills d. Where toxic products are present, suspected to be present, or may be released without warning e. In a confined space which is not being monitored and ventilated f. During overhaul activities g. Anytime the IC or company officer feels it is a necessary precaution B. Warm Zone 1. Steel toed shoes, gloves, pants and helmets will be worn while working in the Warm Zone. 2. Turnout pants and boots will be worn in place of the summer uniform or workout gear. 3. When traffic is present, a reflective vest or turnout jacket will be worn. 4. Cold Zone 1. Station uniforms may be worn in the Cold Zone. 2. Safety vests will be worn when traffic is present. 3. Fire line tape and/or barriers will be utilized to ensure public has no access to the Warm or Hot Zones. 4. The level of protection can change with incident conditions and may need to be adjusted accordingly. NOTE: Members assigned to Rehab will not be required to be in PPE as Rehab must be established in the Cold Zone. D.
