Manual Name: Spring Fire Department Policies & Procedures Document Title: Staging for Law Enforcement Chief’s Signature: Document Number: SFD.062 Date: 06/13/2018 Revision Number: 01 PURPOSE To provide all members of the Spring Fire Department with information and procedures when dispatched and responding to emergency medical service incidents that involve staging. SCOPE All Spring Fire Department personnel are responsible for knowing and complying with this procedure. REVIEW The Fire Chief or designee is responsible for reviewing this guideline annually and assuring its accuracy. GUIDELINE The Comm Center will determine if staging procedures are required based on information obtained from the 911 call. The Comm Center will notify responding units by radio to stage for law enforcement. A TAC Channel will be assigned for the incident by the Comm Center. Unit(s) shall respond non-emergency to a staging area, determined by the apparatus officer or incident commander. Consideration should be given to have the staging area within a proximity of a minimum of 0.5 miles of the dispatched location. This distance may be increased based on the type of threat to responders and availability of safe staging areas. If any unit(s) are cleared into the scene, prior to the arrival of the other units, all remaining units shall upgrade to emergency traffic. All responding unit(s), shall communicate via radio, the staging location. The location should be far enough away from the scene that units are not visible from the scene. Unit(s) shall verbalize “staged at (give location),” via radio upon arrival at the staging area. If a prior arriving unit is staged but did not voice their staging location, the responding apparatus should look at their location via the mapping software and stage at the same location. Unit(s) shall remain at the staging area until cleared into the scene by the Comm Center or law enforcement units on scene. The Comm Center should remain in contact with law enforcement throughout the incident, provide the staging location of Fire and EMS units, and document all time references. When stage time expiration occurs, units(s) shall advise via radio transmission that they are returning to service: (example) “E71 returning to service without patient contact; cleared the staging area.” No personal vehicles are to respond to any incident that requires staging for law enforcement. This is to include any gunshot wounds (shootings), stabbings, assaults, or overdose whether the fire department is requested to stage or not. Page 2 of 2
