Media Contact and Interactions; Adult Missing Persons and P.I. 14-01 Missing/Runaway Juveniles 11 CSR 30-10.010 RSMo. 565.110, 565.115 I. INTRODUCTION This written directive will provide procedures to Department members when activating an America’s Missing Broadcast Emergency Response (AMBER) Alert, National Blue Alert Network (Blue Alert), and the Missouri Endangered Silver Advisory Plan (Silver Alert). The AMBER Alert is a cooperative plan between radio/television stations and local law enforcement. This plan is designed to locate abducted children from Kansas City. The Blue Alert provides for a rapid dissemination of information to law enforcement agencies, media, and the public about violent offenders who have killed, seriously injured, or pose an imminent and credible threat to law enforcement. The Missouri State Highway Patrol (MSHP) will activate a Silver Alert to disseminate information about a missing and endangered adult to law enforcement agencies, broadcasters, and the public. It is a voluntary partnership between law enforcement and local broadcasters. II. TABLE OF ANNEXES Annex A AMBER Alert Annex B Blue Alert Annex C Silver Alert Richard C. All pertinent information gathered at the time of the reported abduction will be disseminated to the public to the extent that it is deemed relevant to assist in locating the child. B. The field supervisor will respond to the scene and determine if the criteria have been met to initiate an AMBER Alert. 1. A reasonable belief that an abduction has occurred; and 2. The child is 17 years of age or younger; and 3. The child is in the custody of someone other than a parent, guardian, or other official custodial entity, OR if in their custody, there is sufficient evidence that exists to indicate that death or serious bodily injury may come to a child; and 4. Enough descriptive information exists about the child, the abductor, and/or suspect’s vehicle to believe an immediate broadcast alert will help. C. Information regarding the victim will be as detailed as possible including the name of the child, unless the release of the child’s name would be damaging or injurious. D. Information regarding the suspect, if known, will also be as specific as possible. Suspect information will be released in accordance with the written directive entitled, “Media Contact and Interactions.” E. The responding field supervisor will notify the on-call Media Unit member. The Media Unit member will notify: 1. The local media. 2. The National Center for Missing and Exploited Children 24 Hour Call Center: 1-800-THE-LOST (1-800-843-5678). F. Upon approval from the Media Unit Commander or designee, the field supervisor will continue the initiation of the alert by notifying the Communications Unit and the appropriate investigative element. G. The field supervisor will immediately complete the AMBER Alert Child Abduction Notification Sheet, Form 262 P.D., and fax or email it to: the Media Unit, the Communications Unit, and the appropriate investigative element. A-1 H. The appropriate investigative element will: 1. Enter the child’s name and other critical data elements, including the child abduction (CA) flag, into the National Crime Information Center (NCIC) and the Missouri Uniform Law Enforcement System (MULES). 2. Notify the Missouri State Highway Patrol (MSHP) Troop F at 573-751-1000. A-2  ANNEX B BLUE ALERT A. A Blue Alert is authorized when: 1. A law enforcement officer is killed or seriously injured in the line of duty; or 2. An officer is missing in connection with official duties; or 3. There is an imminent and credible threat to kill or seriously injure a law enforcement officer; and 4. There is actionable information known about a suspect for a public notification to be helpful to law enforcement; and 5. The law enforcement agency involved requests or approves the alert being issued. B. The Homicide Unit Commander or their designee will: 1. Go to the MSHP website, click on the Law Enforcement tab. 2. Click on the Blue Alert tab and complete the Blue Alert Advisory Form. 3. Follow the instructions to activate the alert. C. Once the Blue Alert has been activated, the MSHP will notify: 1. All Missouri law enforcement agencies through a Missouri Information Analysis Center (MIAC) email alert. 2. All broadcasters and media. 3. The public through a Wireless Emergency Alert (WEA) message on their cell phone. 4. The Missouri Department of Transportation regarding activating message signs, if practicable. 5. The Missouri Lottery to activate their message signs, if practicable. B-1 D. To cancel the Blue Alert, a member will: 1. Go to the MSHP website, click on the Law Enforcement tab. 2. Click on the Blue Alert tab. 3. Follow the instructions at the bottom of the page. B-2  ANNEX C SILVER ALERT A. A Silver Alert is authorized when: 1. The person is 60 years of age or older and believed to be suffering from dementia or other cognitive impairment. 2. A legal custodian of the missing person has completed a missing person's report to the Department. 3. There is sufficient information available to disseminate to the public that could assist in locating the missing adult. B. Department members will: 1. Follow the guidelines established in the current written directive entitled, “Adult Missing Persons and Missing/Runaway Juveniles” by completing a report in the Automated Reporting System (ARS) with the nature of call “Miss Pers” (Missing Person). 2. Notify the Missing Persons Cold Case Section. C. The Missing Persons Cold Case Section will: 1. Create a NCIC message using the Endangered Missing (EME) code on the Missouri Uniform Law Enforcement System (MULES). 2. Complete the Endangered Silver Advisory form, that is located on the MSHP website, with the attachments such as photographs, area maps, etc. to the Media Unit. D. The Media Unit will forward all information to the MSHP. C-1
