Policy Des Plaines Police Department 327 Des Plaines PD Policy Manual Outside Agency Assistance 327.1 PURPOSE AND SCOPE The purpose of this policy is to provide guidance to members when requesting or responding to a request for mutual aid or when assisting another law enforcement agency. 327.1.1 ILEAS MUTUAL AID PLAN ILEAS was developed from the original NIPAS system, building on the NIPAS concept to develop a statewide mutual aid plan. ILEAS system members are governed by a formal agreement, which states that each participating agency, in the event of an emergency, will respond to requests for assistance by a stricken member agency by supplying available law enforcement personnel, equipment, facilities or services. Each department does reserve the right to refuse to render assistance or to recall any or all rendered assistance whenever it believes that such refusal or recall is necessary to ensure adequate protection of its own jurisdiction or personnel. Requests for mutual aid will be initiated only when the needs of the stricken agency exceeds its resources. Participation in ILEAS does not relieve department personnel of the responsibility to provide adequate manpower and equipment for day to day operations. Any on-shift Watch Commander or other command officer is authorized to request an ILEAS alarm of any level which, in their opinion, is required to bring an emergency situation under control. Each member department has a Police Alarm Card that lists ten levels of assistance that can be requested. Each level lists five nearby police departments that would send one marked squad during that level of response. In the event of a major incident, it is allowable to skip as many alarm plans as necessary to fulfill manpower requirements. Des Plaines has four designated staging areas: The Police Station - 1420 E. Miner Street Fire Station Three - 130 E. Thacker Street Maine West High School - 1755 S. Wolf Road Oakton Community College - 1600 E. Golf Road After determining the ILEAS alarm level needed to bring a situation in the City of Des Plaines under control, the Watch Commander will contact the Emergency Communications Center and request an ILEAS alarm, stating what staging area is to be used and the alarm level being requested. A supervisor will report to the staging area and will log in and coordinate the assignment of ILEAS units as they arrive. Whenever an alarm plan has been implemented, the officer in charge will terminate the alarm when adequate personnel have responded. Aiding agencies will be released and returned to their own jurisdictions as soon as the situation is restored to the point where the stricken agency is able to satisfactorily handle the situation with its own resources, or when an aiding agency decides to recall its assistance. The Watch Commander shall notify the Operations Deputy Chief, who will notify the Chief of Police if appropriate. The Watch Commander shall forward a list of names, star numbers and respective departments of those officers who responded to any ILEAS incident in Des Plaines to the Chief of Police so that appropriate letters of recognition can be written. In the event the Watch Commander receives notification of an ILEAS alarm outside of the city requiring a Des Plaines response, he/she will: Determine what type of assistance is being requested. Determine if the requested resources, equipment and/or personnel can be committed to the stricken law enforcement agency. Dispatch the resources, equipment and/or personnel that are available to the stricken law enforcement agency. 327.1.2 NIPAS MUTUAL AID PLAN NIPAS Emergency Services Team (EST) The NIPAS Emergency Services Team (EST) is a large tactical response team made up of officers and equipment from area departments. NIPAS EST may be called upon to assist with critical incidents in Des Plaines when the number, scope or length of a critical incident begins to tax our department's ability to handle the situation with our own Tactical Response Team, or when specialized equipment or specially trained officers are needed. The authority to activate NIPAS EST is the same as the authority to activate our own Tactical Response Team. NIPAS Mobile Field Force Events involving large or disorderly crowds require skillful response by police agencies and can quickly exceed the capacity of police departments to effectively handle them. To help member departments effectively deal with these events, NIPAS has adopted the Mobile Field Force concept. The Mobile Field Force system is designed to provide rapid, organized and disciplined response to civil disorder, crowd control or other tactical situations. When activated, a Mobile Field Force consists of a Field Force Leader, an Executive Officer, two Chemical Agent Specialists, six squads consisting of a Squad Leader and seven officers each, Canine Teams and Mounted Police Units. A member agency can request the Mobile Field Force to either respond to their community for an in-progress event, or to be placed on standby for possible deployment for an anticipated event. Published with permission by Des Plaines Police Department Outside Agency Assistance - 2 Des Plaines Police Department Des Plaines PD Policy Manual Outside Agency Assistance The Mobile Field Force can be activated by the Chief of Police, the Acting Chief of Police, the Operations Division Deputy Chief, or if they are unable to be reached in a timely manner, the onduty Watch Commander. Any time this department responds to or requests NIPAS assistance: A report shall be written The Watch Commander shall notify the Operations Deputy Chief, who will notify the Chief of Police if appropriate. The Watch Commander shall forward a list of names, star numbers and respective departments of those officers who responded to any NIPAS incident in Des Plaines to the Chief of Police so that appropriate letters of recognition can be written. 327.2 POLICY It is the policy of the Des Plaines Police Department to promptly respond to requests for assistance by other law enforcement agencies, subject to available resources and consistent with the applicable laws and policies of this department. 327.3 ASSISTING OUTSIDE AGENCIES Generally, requests for any type of assistance from another agency should be routed to the Watch Commander’s office for approval. In some instances, a memorandum of understanding or other established protocol may exist that eliminates the need for approval of individual requests. When another law enforcement agency requests assistance from this department, the Watch Commander may authorize, if available, an appropriate number of personnel to assist. Members are reminded that their actions when rendering assistance must conform with applicable laws and be consistent with the policies of this department. Officers may respond to a request for emergency assistance, however, they shall notify a supervisor of their activity as soon as practicable. Arrestees may be temporarily detained by this department until arrangements for transportation are made by the outside agency. Probation violators who are temporarily detained by this department will not ordinarily be booked at this department. Only in exceptional circumstances, and subject to supervisor approval, will this department provide transportation of arrestees to other facilities on behalf of another agency. When transportation assistance is rendered, a report shall be prepared and submitted by the handling member unless otherwise directed by a supervisor. 327.3.1 INITIATED ACTIVITY Any on-duty officer who engages in law enforcement activities of any type that are not part of a mutual aid request and take place outside the jurisdiction of the Des Plaines Police Department shall notify his/her supervisor or the Watch Commander and Emergency Communications Center Copyright Lexipol, LLC 2024/02/13, All Rights Reserved. This requirement does not apply to special enforcement details or multiagency units that regularly work in multiple jurisdictions. 327.4 REQUESTING OUTSIDE ASSISTANCE If assistance is needed from another agency, the member requesting assistance should, if practicable, first notify a supervisor. The handling member or supervisor should direct assisting personnel to where they are needed and to whom they should report when they arrive. The requesting member should arrange for appropriate radio communication capabilities, if necessary and available, so that communication can be coordinated between assisting personnel. 327.5 REPORTING REQUIREMENTS Incidents of outside assistance or law enforcement activities that are not documented in a crime report shall be documented in a general case report or as directed by the Watch Commander. 327.6 MANDATORY SHARING Equipment and supplies purchased with federal funds or grants that require such equipment and supplies be shared with other agencies should be documented and updated as necessary by the Administrative Deputy Chief or the authorized designee. The documentation should include: (a) The conditions relative to sharing. (b) The training requirements for: (c) 1. The use of the supplies and equipment. 2. The members trained in the use of the supplies and equipment. Any other requirements for use of the equipment and supplies. Copies of the documentation should be provided to Emergency Communications Center and theWatch Commanderto ensure use of the equipment and supplies is in compliance with the applicable sharing agreements.
