**NSTP 1 Hand Out No. 1** **Introduction to National Service Training Program (NSTP)\ \ Background of NSTP** The National Service Training Program (NSTP) is a curriculum requirement for all college students under Republic Act (RA) No. 9163. The law provides an opportunity for the youth to directly contribute in nation building. Under the program, first year BU students have to take either the Reserve Officers\' Training Corps (ROTC) or Civic Welfare Training Service (CWTS) or Literacy Training Service (LTS). **Objectives of NSTP** The NSTP aims to promote and integrate values education, transformational leadership, spirit of patriotism and nationalism and sustainable social mobilization for youth development, community building and national security. ***The National Service Training Program (NSTP) is a program that aims to [enhance civic consciousness] and [defense preparedness] in the youth [by developing the ethics of service] [and patriotism] while undergoing training in any of its three (3) program components.*** ***The various components of NSTP are specially designed to enhance the [youth's active contribution] to the general welfare of the Filipino people. This involves providing the Filipino youth with the opportunity to actively involved in nation building in a proactive manner and not just responding to a call to participate. They are initiators of development not merely passive participants in nation building.*** ***\ The National Service Training Program (NSTP) is a curriculum requirement for all college students under Republic Act (RA) No. 9163. Under the program, first year BU students have to take either the Reserve Officers\' Training Corps (ROTC) or Civic Welfare Service Training Service (CWTS) or Literacy Training Service (LTS)*** ***.\ *Notes on some key words** **\"Civic consciousness\" - Ideally, it would mean that the individual is involved in the life of the community\--understanding his role in the community\--seeking to contribute when he is able to do so. But to do these things begins with an awareness of one\'s community and the civic life in which we participate.** **Ethics of Service** **\"An ethic of service is at war with a craving for gain\" (Gregg Easterbrook).** **Definition of Ethics --** **1.a. A set of principles of right\ conduct.** - **Nationalism means to give more importance to unity by way of a cultural background, including language and heritage.** - **Patriotism pertains to the love for a nation, with more emphasis on values and beliefs.** **COMPONENTS OF NSTP** - **LTS (Literacy Training Service)** - **ROTC (Reserve Officers Training Corps)** - **CWTS (Civic Welfare Training Service)** **Civic Welfare Training Service -** CWTS provides an opportunity for students to share their time, talent,energy, and resources with marginalized communities / sectors The programs or activities contributory to the general welfare and the betterment of life for the members of the community or the enhancement of its facilities, especially those devoted to improving health, education, environment, entrepreneurship, safety, recreation and morals of the citizenry. **Literacy Training Service -** LTS is a program designed to train students to become teachers of literacy and numeracy skills to school children, out of school youth, and other segments of society in need of their service. **Reserve Officers Training Corps -** ROTC deals with military training that will motivate, train, organize, and mobilize students/ youth for national defense preparedness. The ROTC under the NSTP shall instill patriotism, moral virtues, respect for rights of civilians, and adherence to the Constitution, among others. **Citizenship Training** shall be given emphasis in all three (3) program components. Preparing and molding the Filipino youth to become better citizens of the Philippines, **BRIEF HISTORY OF NSTP** As early as 1762 in the University of SantoTomas, the youth was formally organized and mobilized to be of service to the country.A battalion of young students was organized for military training together with the Royal Spanish army. These young men were trained to fight the British troops invading the country. Having displayed such remarkable courage and spirit versus a far superior army, the king of Spain, Charles III,bestowed on the students the "regalia" title and the seal of loyalty ". **Mandatory No-More : The end of mandatory ROTC in the Philippines, and the establishment of the National Service Reserve Corps (RA 9163), better Known as NSTP Law.** **What is the National Service Reserve Corps (NSRC) and Citizens' Armed Force?** **[NSRC is composed of graduates of the non-ROTC components: the CWTS and LTS]. Members of this Corps maybe tapped by the State for literacy and civic welfare activities, through the joint effort of DND, CHED, and TESDA.** **Graduates of the ROTC shall form part of the [Citizens\' Armed Force], pursuant to Republic Act No. 7077.** **Excerpts from RA 9163 otherwise known as the NSTP Act of 2001** REPUBLIC ACT NO. 9163\ Congress of the Philippines\ Twelfth Congress\ Ratified on January 23, 2002 AN ACT ESTABLISHING THE NATIONAL SERVICE TRAINING PROGRAM (NSTP) FOR TERTIARY LEVEL STUDENTS, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 7077 AND PRESIDENTIAL DECREE NO. 1706, AND FOR OTHER PURPOSES **Sec. 2 DECLARATION OF POLICY** It is hereby affirmed the prime duty of the government to serve and protect its citizens. In turn, it shall be the responsibility of all citizens to defend the security of the State and in fulfillment thereof, the government may require each citizen to render personal, military or civil service. Recognizing the youth's vital role in nation-building, the State shall: - promote civic consciousness among the youth - develop their physical, moral, spiritual; intellectual and social well-being; - inculcate in the youth patriotism, nationalism, hand; and - advance their involvement in public and civic affairs. - In pursuit of these goals, the youth, the most valuable resource of the nation, shall be motivated, trained, organized and mobilized in military training, literacy, civic welfare and other similar endeavors in the service of the nation. **SEC. 3 Definition of Terms**\ as per RA 9163 For purposes of this Act, the following are hereby defined as follows: **National Service Training Program (NSTP)** - NSTP is a program aimed at enhancing civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism while undergoing training in any of its three (3) program components. Its various components are specially designed to enhance the youth\'s active contribution to the general welfare. **Reserve Officers\' Training Corps (ROTC)** ROTC is a program institutionalized under Sections 38 and 39 of Republic Act No. 7077 designed to provide military training to tertiary level students in order to motivate, train, organize and mobilize them for national defense preparedness. **Literacy Training Service** LTS is a program designed to train students to become teachers of literacy and numeracy skills to school children, out of school youth, and other segments of society in need of their service. **Civic Welfare Training Service** refers to programs or activities contributory to the general welfare and the betterment of life for the members of the community or the enhancement of its facilities, especially those devoted to improving health, education, environment, entrepreneurship, safety, recreation and morals of the citizenry. Members of this Corps may be tapped by the State for literacy and civic welfare activities through the joint effort of the DND, CHED and TESDA. Graduates of the ROTC shall form part of the Citizens\' Armed Force, pursuant to Republic Act No. 7077.**
