The attached guidelines and checklist were developed in collaboration with Detective Support and Vice Division and Juvenile Division to assist Area detectives and investigators in conducting timely missing juvenile follow-up investigations. These changes update Chief of Detectives Notice dated Deceniber 31,2013, titled "Missing Juvenile Investigation Follow-Up Guidelines." If so, conduct a NECS Master Inquiry Check (MI) [J Ensure that a copy of the missing juvenile teletype and broadcast is attached to the original report. This is done so the name and descriptive information in the NCIC entry can be compared to the original report and verified with the reporting party to catch entry errors, as well as an audit document for the two-hour NCIC requirement. [J Ensure that a MBe on the Lookout- (BOLO) teletype was completed at time of original missing and attached to report. If not, have one created by contacting the respective Area records unit or FAX it to R&I Warrant and Teletype Unit at: (213) 486-8277. CONTACT PARENT/REPORTING PARTY [J Contact the Person Reporting (P/R) and obtain additional information. [J Verify the correct spelling of the entire name, DOB, race, and sex with the P/R. Double check this information with the information in the NCIC entry. If an error is found the investigative officer (110) should access the NECS Missing Update Persons System (MUPS) and make the necessary corrections to the original entry. [J Provide the DR number and case 1I0's contact information to the parent or P/R. [J Contact and register the missing juvenile with the following organizations: • • • [J NCMEC: 1-800-THE-LOSTe (1-800-843-5678) State of California Missing Persons Clearinghouse: (800) 222-3463 (24fl) NAMUS: www.Namus.gov-This is an online registration website only, no live agent. Provide the US Govemment for handbook parents/guardians of missing juveniles called, "When Your Child Is Missing: A Family Survival Guide, Fourth Edition. - The handbook is available in English and Spanish and can be downloaded from the intemet (114 pages). The document can be found on the intemet by searching on the title. CJ Confirm with parent or PIR that the original reporting officer provided them with a DOJ Dental/SkeletallPhotograph Release, DOJ Form No. BCIA-4048 (LAPD Forms - search word "dental"). This form mandates that the parent or P/R take the form to the juvenile's dentist/doctor, obtain dental and skeletal records, and return them to the assigned LAPD investigator. If not provided by the parent, the form must be provided by the case investigator. Obtain any additional information that may assist the investigator. [J CCHRS: To determine whether the juvenile is in-custody [J JNAM: 601/602 WIC - To determine prior arrests and probation status [J JNAM: 300 WIC - To determine foster care status, dependency status, and DMV record [J DCTS: Locate and review past missing person or other reports that may involve the juvenile [J Lexis NexuslPalantir queries [J Social Networking: Facebook, etc., for any recent activity or leads [J Probation Department: On probation? Office Phone _ NOTIFICATIONS AND INITIAL FOLLOW-UP CONTACTS WITH CORONER AND MORGUE The initial reporting officer is required to make contact with the coroner; however, a follow-up call should be made by the investigator in the event that an unidentified body was located after the initial report. Two separate phone calls should be made: [J LA County Hospital Morgue at (323) 409-7161n062 - Call first if deceased in LA County Hospital [J Coroner at (323) 343-0754 - Follow-up call if a person matching the description is not found at the hospital morgue. All unidentified bodies in LA County go to the coroner. PHOTOGRAPH SUBMISSION State law requires that law enforcement obtain the most recent photo of the missing juvenile and forward a copy (email) to the DOJ Missing Persons Clearinghouse for inclusion in the State's public missing person website. Call to request investigative assistance and provide requested information I documents. The case will be assigned a case manager who can provide valuable investigative assistance. The NCMEC is authorized by Federal law to receive CORI information. Take a copy of the completed form and a copy of the juvenile's photograph to the school. The original form stays w;th case package. D Fingerprints: If fingerprints are available, have the fingerprint profile coded and entered into NCIC by modification of the existing NCIC missing person entry. Assistance can be obtained by contacting the assigned NCIC case manager or the FBI-NCIC Help desk. D NCIC Photograph Additions: Photos can be added in the NCIC Missing Person Record. These photos cannot be viewed in California due to outdated NECS/CLETS software, but they can be viewed by law enforcement via in-car MDCs in other states. To add photos of missing juveniles, suspects, or involved vehicles, contact NCMEC case manager or call the FBI NCIC Help; they will add the photos to the NCIC record. D NCIC 50 State Drlv..... Llcen. / Identification Card Check: Conduct a 50 state check in NECS, especially if the missing juvenile has reached the age of 18. Updated March 2015 P'age II MISSING JUVENILE CHECKLIST FOR AREA INVESTIGATORS [J NCIC Off-Line Search: This is a transactional log search of all .queries of NCIC for the last 30 years. It requires the I/O to complete a simple form and submit it by email or fax to the FBI. The printout contains the dates and times of all inquiries regarding the subject and the name, agency, and telephone number of the inquiring person(s). This printout also contains background information about the missing person and vehicle license plate information. An off-Line search should be conducted a few times a year on the missing juvenile and all involved suspects. [J NAMUS Check of Unidentified Bodies: Conduqt a NAMUS check on all unidentified bodies found that match description of the missing juvenile. Start by checking those cases closest to where the juvenile was last seen. International and ParentallFamlly Abduction Missing. Juvenile Caaes If the missing juvenile is believed to have been taken out of the county - either as a runaway, or as a parentallfamily abduction, consider the following resources: [J Federal Child Locator Service: Contact LA County Department of Health Services and submit a request to. have the child and suspect parents queried in several federal databases, including new employment databases. [J NCMEC: The NCMEC has an intemational division that specifically assists law enforcement and -left behind- parent/guardians with international missing cases. They have a separate office that provides assistance in domestic parentallfa~i1y abduction cases. [J Interpol: Register any missing juvenile with Interpol who may have been taken out of the country. This includes runaways and parentallfamily abductions. By doing so you may be alerted if/When the juvenile crosses intemational borders of other countries. [J ParentaUFamlly Abduction Cases: Contact the LA County District Attorney's Office and speak with a District Attomey (DA) investigator and the Deputy DA assigned to the case. Many times they may have additional information of which the investigator was unaware. [J FBI - We~t Los Angele. (WLA) Field Office: The FBI-WLA office has a Child Crimes Unit that provides assistance in a variety of missing child cases - specifically cases when'the child is missing under unusual circumstances or taken out of the state or country. Call (310) 477-6565 and ask to speak with a crime against child supervisor. [J DSVD Fugtlve Warrant Section - Foreign Prosecution - Interpol Liaison Unit: The Department's official liaison with Interpol. Can assist with intemational law enforcement issues where a child and or suspect has fled, or believed to have fled the country. If Unable to Locate Parent/Guardian [J . Post OffIce: Send an envelope to the. last known address of the missing person, parent or witness, with your own name and address in the upper left comer. Write on the envelope in large bold letters, DO NOT FORWARD - ADDRESS CORRECTION REQUESTED. If a forwarding address has been left, you will be notified.
