Gurumantra Civil Class Economy प्रथम पंचवर्षीय योजना (First Five Years Planning For Telegram, Just Click http://t.me/gurumantraatelegramclass Presented By For Whatsapp, Just Click here Chandrashiv Kumar https://chat.whatsapp.com/JIiWQLygdV07v8ztF2Rt7J  GURUMANTRA CIVIL CLASS ,; For Civil Service Preparation UPSC / BPSC / JPSC / UPPSC / HPPSC / RAS / CGPSC & MPPSC www.gurumantra.online Gurumantra.online प्रथम पंचवर्षीय योजना यह योजना 1 अप्रैल 1951 से 31 माचच 1956 तक रहा, जजसका अंजतम प्रारूप जिसंबर 1952 में प्रकाजित हुआ। हेराल्ड- डोमर मॉडल पर आधाररत इस योजना को कुछ जविेर्षज्ञ गांधीवािी मॉडल भी मानते हैं। जनयमानुसार अध्यक्ष जवाहरलाल नेहरू (प्रधानमंत्री) जबजक उपाध्यक्ष गुलजारीलाल नंिा थे। इस योजना के िौरान हमारे िे ि की अथच व्यवस्था वृहि पैमाने पर खाद्यान्न की आयात की समस्या तथा मूल्ों में वृद्धि के िबाव का सामना कर रहे थे। यही कारण रहा जक इस योजना में सबसे अजधक प्राथजमकता कृजर्ष को िी गई। जजसमें जसं चाई तथा जवि् युत पररयोजनाएं िाजमल थी। योजना का लागत का 44.6% सावचजजनक क्षेत्र के उद्यमों को आवंजित जकया गया। योजना की मुख्य बातें इस योजना का मुख्य उद्दे श्य अथच व्यवस्था के संतुजलत जवकास की प्रजिया आरं भ करना था इस योजना में कृजर्ष को प्राथजमकता िी गई। इस योजना का उद्दे श्य िे ि में उपलब्ध भौजतक व मानवीय संसाधनों का अजधकतम उपयोग करना था तथा िे ि में आए संपजि व अवसर की असमानता को िू र करना था। योजना का उद्दे श्य प्रत्येक क्षेत्र में संतुजलत जवकास करना, राष्ट्रीय आय व जीवन स्तर में वृद्धि करना भी था। इस योजना के िौरान कई बडी जसंचाई पररयोजना भी िुरू की गई ।जैसे भाखडा नांगल पररयोजना, व्यास पररयोजना, िामोिर घािी पररयोजना आजि। इस योजना के िौरान राष्ट्रीय आय में 18% तथा प्रजत व्यद्धि आय में 11% की कुल वृद्धि हुई। प्रजत व्यद्धि उपभोग का िर 8% व जवजनयोग की िर 2.3% रही। लगभग 45 लाख लोगों को अजतररि रोजगार प्रिान जकया गया । हालांजक लक्ष्य लगभग 57 लाख लोगों को रोजगार उपलब्ध कराने का था। वही इस योजना के िौरान 16 जमजलयन एकड भूजम पर जसंचाई की सुजवधा का जवस्तार जकया गया । इस योजना में खाद्यान्न उत्पािन में 20% की वृद्धि की गई थी । इस योजना काल में सावच जजनक उद्योग के जवकास की अपेक्षा की गई । इस योजना में सावचजजनक क्षेत्र के अंतगचत वह राजि 1960 कडोर रुपया रही जबजक अनुमाजनत व्यय राजि 2378 करोड रुपया रही । औद्योजगक उत्पािन में वाजर्षचक वृ द्धि िर 8 प्रजतित की रही जबजक 5.380 मील रे लवे लाइन जबछाई गई थी एवं 430 मील का नवीनीकरण भी जकया गया। औद्योजगक क्षेत्रों पर केवल 4% पररवहन क्षेत्र की अवहेलना की गई। इस योजना के प्रमुख उद्दे श्य संक्षेप में – ◆ कृजर्ष क्षेत्र के जवकास को सवोच्च प्राथजमकता, ◆ िे ि के जवभाजन तथा युि से उत्पन्न असंतुलन को िू र करना, ◆ न्यूनतम समय में खाद्यान्न में आत्म जनभचरता की प्राद्धि, ◆ लघु एवं कुिीर उद्योगों को पुनरुिार तथा औद्योजगकरण हेतु वांजछत पृष्ठभूजम तैयार करना । इस योजना की िुरुआत सामाजजक आजथचक जवकास के बडे -बडे लक्ष्यों के साथ हुई थी। इसका लक्ष्य 2.1% रखा गया जबजक प्राि 3.6% जकया गया था। हालांजक कुछ आलोचक के अनुसार िुरुआत में यह जवफल हो गई थी जकंतु अंजतम 2 वर्षों में अच्छे उत्पािन के कारण यह योजना सफल रही। 1 For Hardcopy Notes, Just Subscription Postal Course from web./App. Contact us - +917250380187  GURUMANTRA CIVIL CLASS ,; For Civil Service Preparation UPSC / BPSC / JPSC / UPPSC / HPPSC / RAS / CGPSC & MPPSC www.gurumantra.online Gurumantra.online First Five-Year Plan This plan spanned from April 1, 1951, to March 31, 1956, with its final draft published in December 1952. Based on the Harrod-Domar model, some experts also consider this plan to follow the Gandhian model. As per the norms, Jawaharlal Nehru (the Prime Minister) was the chairman, while Gulzarilal Nanda served as the vice-chairman. During this plan, the Indian economy faced large-scale issues such as the import of food grains and inflationary pressures. Therefore, the highest priority was given to agriculture, which included irrigation and power projects. Approximately 44.6% of the plan’s budget was allocated to public sector enterprises. Key Features of the Plan - The primary objective of this plan was to initiate a balanced development process for the economy. The plan prioritized agriculture. - It aimed to make maximum use of the country’s available physical and human resources and to reduce disparities in wealth and opportunities. - The plan also aimed at balanced development in all sectors, increasing national income, and improving the standard of living. - Several large irrigation projects were launched during this plan, such as the Bhakra Nangal Project, Beas Project, and Damodar Valley Project. - During this plan, national income increased by 18%, while per capita income saw a growth of 11%. The per capita consumption rate increased by 8%, and the investment rate was 2.3%. - About 4.5 million people were provided with additional employment, although the target was to employ approximately 5.7 million people. - Irrigation facilities were expanded over 16 million acres of land. Food grain production increased by 20%. - The development of public sector industries was emphasized during this plan. The amount allocated for the public sector was INR 1,960 crore, while the estimated expenditure was INR 2,378 crore. - The annual growth rate in industrial production was 8%, while 5,380 miles of railway tracks were laid, and 430 miles were renewed. - Only 4% of the focus was on industrial areas, with the transportation sector being neglected.
