RECALL OPERATIONS Fire department recall is separated into two phases. Phase One: Recalls the elevators to the main floor without stopping. This renders the elevator inoperable by anyone on the elevator or any corridor calls being made from the floors above the main floor. Phase Two: Allows the fire department to operate the elevator once it has been recalled. PHASE ONE The following procedure is used to recall an elevator. Locate the elevator key box. This box will be located in a conspicuous location on the main floor, as approved by the Fire Prevention Bureau, in the vicinity of the group of elevators for which it contains keys. It must not be mounted directly next to the key switch in the elevator doorjamb. There may be several banks of elevators in one building and in such a case a separate key box will be found in the vicinity of each group. Where there is more than one bank of elevators in a building, the keys for one bank should fit the controls of the elevators in a second bank. The elevators should all be keyed alike. A Box key is used for entry into the metal key box. The box shall contain a separate key for each of the elevators in the bank as well as one to recall the elevators. (For example, if there are four elevators in the bank there should be at least five keys in the box. One key to recall the elevators and one for each elevator in the bank.) Open the box and remove the necessary amount of keys needed for the recall and operation of the elevator( s). NOTE: The firefighter assigned tothelobby should ensure only CFD access to the keys and elevators. Insert one key into the key switch located on the left hand jamb of the elevator approximately six foot six inches from the floor and approximately four inches below the head jamb. Turn the key to the right to the "ON" position. This will recall the elevators. The key cannot be removed when it is in the "ON" position. When the key switch is turned to the "ON" position in the lobby, otherwise known as Phase one, the elevator will do the following: Elevators equipped with power operated doors, and standing at a floor other than the main floor/lobby will close their doors without delay and return non-stop to the lobby. Any car traveling away from the main floor/lobby stops at the next available floor without opening its doors, reverses direction, and returns non-stop to the lobby. Corridor call buttons located on each floor are overridden and become inoperative. Door reopening devices for power operated elevator doors will become inoperative. Mechanical and/or electrical devices designed to hold elevator doors open, which are not affected by heat and smoke, will continue to operate. Timing devices used to hold elevator doors open for a specific period of time become inoperative. Emergency stop buttons become inoperative once car is in flight. The inside elevator panel will light up indicating the elevator is in Phase one. When an elevator with an elevator operator is recalled, a bell will sound at the bottom of the elevator advising the operator to return the elevator to the lobby. The operator will turn over the operations of the elevator to the firefighters. 14 Phase two of the elevator recall system begins when a second key is removed from the key box and is inserted into the key switch marked "FIRE SERVICE" on the operating panel in the elevator car. When the key is turned to the "ON" position, the key cannot be removed. The elevator can now be controlled and operated by the firefighter assigned to the car by pressing the desired floor button. Insert key into the key switch on the operating panel in the elevator car, marked "FIRE SERVICE". Once Phase two is initiated within a car, that key should not be turned off. As with the key switch in the elevator jamb, the key cannot be removed when the key switch is in the "ON" position. On the operating panel there will also be a push button provided to cancel all registered calls when the elevator is in Phase two. This button is marked "FIRE CALL CANCEL". Elevator doors will remain closed when the elevator stops at any landing except the main floor/lobby. The doors can be opened by continuous pressure on the "DOOR OPEN " button. As soon as the door open button is released, the doors will automatically close. If the elevator car in phase two appears to be operating out of control and is not responding as directed, turn the key switch in the elevator to the "OFF" position. This will take the car out of phase two and place it in phase one. The elevator will stop without opening its doors, reverse direction and go directly to the main/lobby. 15 Any elevator not placed into phase two will remain at the lobby level with its doors open and the elevator inoperative. This prevents civilians from using the elevators to go above the main/lobby floor or to a hazardous area. PHASE ONE FIRE ALARM ACTIVATION DEVICES As of March 1, 2001 any building built requiring elevator recall shall have fire alarm initiating devices which will recall the elevators or put the elevators in Phase one. If the building has a sprinkler system, the activation of the water flow alarm will recall the elevators. If a building does not have a sprinkler system, it is required to have smoke detectors installed in the elevator lobby on each floor, in the associated elevator machine room, and in each elevator hoistway if required. The activation of two smoke detectors will recall the elevators. All cars that serve that floor will be recalled and return nonstop to the main floor. When the fire alarm initiating device is activated in an elevator machine room, it will cause all elevators having any equipment located in that machinery room to return nonstop to the main floor. When the fire alarm initiating device is activated in any elevator hoistway, it shall cause all elevators having any equipment located in the hoistway to return nonstop to the main floor. When the fire alarm initiating device is activated in the main floor, it will cause all elevators that report to the main floor to report nonstop to a designated floor decided by the Fire Prevention Bureau. Activation of the Fire Alarm Initiating Device in the machine room shall cause the visual signal (fire helmet) on the operating panel to flash intermittently in cars with equipment in that machine room. Activation of the Fire Alarm Initiating Device in the hoistway shall cause the visual signal (fire helmet) on the operating panel to flash intermittently in cars with equipment in that hoistway. Visual signal 1 Firefighter will still be required to turn the key switch in the elevator jamb to the "ON" position and the phase two procedures if the elevators have been recalled by fire alarm activation. There may also be a key switch on the lobby supervisory panel or elevator status panel marked "FIRE SERVICE". When the key switch is turned to the "ON" position all the elevators in the building will be recalled to the lobby. Important Notes The emergency stop button will be inoperative when Phase one is initiated and the car is in flight. Any timing devices that may cause the doors to reclose after being held open for a predetermined time will be disconnected when the elevator is put in Phase two. Once Phase two is activated within a car, turning the Phase one key switch off in the lobby will not affect any car already operating in phase two. If Phase one is turned off, and phase two in the car is also turned off, the car will first travel to the lobby and open its doors, before being placed into normal service. 17
