PURPOSE: The purpose of this procedure is to outline the use, maintenance, fit testing, and daily inspection procedure of Clearwater Fire & Rescue’s Scott self-contained breathing apparatus (SCBA). 604.1 Apparatus in Use In 2016 the Department purchased new Scott SCBA’s model X-3’s, which are compliant with the NFPA 1981 and 1982 2013 Standards. The Scott X-3 is a positive-pressure-self- contained breathing apparatus (SCBA) with 45-minute carbon fiber cylinder, Heads-up Display (HUD), integrated personal alert safety system (PASS), mask mounted regulator, and emergency breathing support system (EBSS). 604.2 Standards for Use A. All Clearwater Fire & Rescue personnel shall utilize the SCBA anytime they enter environment atmospheres that are or could become Immediate Dangerous to Life and Health (IDLH) or atmospheres that are or could become oxygen deficient. B. Self-contained breathing apparatus shall be worn until air monitoring has checked the atmosphere, all visible products of combustion are no longer present, and the carbon monoxide levels are below 10 parts per million (ppm). 604.3 Air Quality Testing A. All air produced by any Department compressor shall be tested four times annually. B. The testing shall be in accordance with NFPA Standard 1989. C. The air produced must meet NFPA and ANSI standards for Air Type 1-Grade D breathing air. 604.4 Self Contained Breathing Apparatus (SCBA) Program A. The Department Air pack Technicians shall be responsible for the management of the SCBA and breathing air equipment, including policies on donning, doffing, emergency procedures, daily check, cleaning, marking, maintenance, and fit testing of Clearwater Fire & Rescue personal protective equipment and Scott Self-Contained Breathing Apparatus. Each member of the department that may be required to don an SCBA shall have a quantitative or qualitative Fit Test each year. This test will be completed in January or February of each year. They will also be responsible for attending and passing the annual SCBA skill competency program administered by the Training Bureau. C. All spare self-contained breathing apparatus shall be stored at the Logistics Bureau. There will be a log kept in the SCBA room and any SCBA taken from Logistics will require being signed for by the person requesting the SCBA. This includes being issued to apparatus, personal use, and school functions such as teach-ins. 604.5 SCBA Daily Inspection Record A. Daily inspections will be logged in PSTrax. 604.6 SCBA Daily Inspections A. All personal issue SCBA equipment shall be checked, maintained, cleaned, and kept in proper working by the person to whom it was issued. This includes the following equipment: 1. The Scott AV3000HT facepiece 2. Scott regulator 3. “Epic 3” voice amp if applicable B. All Scott SCBA’s shall be inspected 1. immediately upon assuming the individuals assigned riding position at the beginning of each work period/shift/day; 2. after any use, 3. and after cleaning and sanitizing. C. If any malfunctions or damage are identified on the face piece, cylinder, regulator, or harness during inspection, or equipment is missing, the following steps shall be taken: 1. Report the finding to the appropriate Lieutenant. 2. Fill out a Damaged Missing Equipment Report (CFR-003). 3. Contact Logistics and/or the Department’s certified SCBA technician for replacement or repair. 604.7 SCBA Cylinder Inspection A. The cylinders hydrostatic test date shall be within five years. B. Check cylinder gauge for (1) proper pressure and (2) any visible damage. Refill (top-off) the cylinder if pressure is below 90% or 4000 psi. C. If any damage is noted, depressurize cylinder and remove from service. Maintain at least 100 psi. Do not leave bottle open to atmosphere.
