PURPOSE: To establish the types of uniforms worn by the Clearwater Fire & Rescue and to provide a policy for the wearing of uniforms to ensure consistency and to promote a neat and professional appearance. 206.1 General A. Description – Class A Uniform 1. The Class A uniform is the full-dress uniform, consisting of: Dark blue uniform blouse (jacket) Dark blue long trousers White long sleeve buttoned uniform shirt Appropriate rank insignias Short sleeve T-shirt (white with no text on the back) Black belt Black Necktie Dress cap with badge Blue/Black socks Patent leather shoes or well-polished plain black dress shoes. Shoes may be laced or slip- on but be free of tassels and other ornaments. 2. The Class A uniform is currently issued to all Chief Officers and Fire Lieutenants. 3. The Class A uniform shall be worn at formal Department activities such as meetings with the City Council, Department funerals, recruit school graduations, court appearances, disciplinary hearings, promotional interviews, and as directed by the Fire Chief or his/her designate. 4. The Class A cap shall be worn at all outdoor activities, and when otherwise directed. B. Description – Class B Uniform 1. The Class B uniform consists of the following: Long sleeve buttoned uniform shirt (white for officers, light blue for others) Long trousers (black for chief officers, dark blue for others) Appropriate rank insignias SUBJECT: Uniforms EFFECTIVE DATE: 12/07/99 S.O.P. 206 REVISION DATE: 09/02/22 CATEGORY: Administration SUBCATEGORY: PAGE 2 of 10 Short sleeve T-shirt (white with no text on the back for officers, blue for all others) Black belt Necktie (black for chiefs, dark blue for others, cross-over for females) Blue/Black socks Well-polished department issued, or approved safety shoes are authorized: however, well- polished or patent leather shoes as detailed in the Class A uniform are preferred. Safety shoes are not required to be worn with the Class B uniform unless on-duty is assigned to the response unit. 2. The Class B uniform is worn to attend functions such as funerals, ceremonies, and public appearances, and at the discretion of the company officer or Chief Officers. 3. The wearing of tactical pants is not permitted with the Class B uniform. C. Description – Class C Uniform 1. The Class C Uniform consists of the following: Short sleeve buttoned uniform shirt (white for officers, light blue for all others) Long trousers (black for chief officers, dark blue for others) *** (NO SHORTS) *** Appropriate rank insignias Short sleeve T-shirt (white with no text on the back for officers, dark blue for all others) Black belt Blue/Black socks Well-polished department-issued or approved safety shoes 2. The Class C uniform shall be worn to attend functions such as meetings with the public, special details/events, prevention activities, continuing medical education (CME), Quarterly Officer Training, Company Ops, Probationary Firefighter Training, and when otherwise directed. 3. The instructor in charge of the training has the discretion to adjust the uniform based on the training schedule. 4. This will also be the uniform of the day for personnel assigned to light duty or administrative functions. D. Description – Class D Uniform 1. The Class D uniform consists of the following: Line personnel - Dark blue uniform pants or shorts Line personnel - T-shirt, long or short sleeve, (white or gray for officers and blue for all others) Inspectors – Black uniform pants, BDU or uniform shorts Inspectors – Dark gray golf-type shirts (day to day) for investigations issued t-shirts are allowed Lt. Rescue - Issued Polo Shirt (day-to-day) or department t-shirts are allowed Black belt Appropriate rank insignias Blue/Black socks SUBJECT: Uniforms EFFECTIVE DATE: 12/07/99 S.O.P. 206 REVISION DATE: 09/02/22 CATEGORY: Administration SUBCATEGORY: PAGE 3 of 10 Well-polished department-issued or approved safety shoes 2. The Class D uniform is the standard uniform worn by line personnel in their day-to-day duties. 206.2 Insignias and Accessories Uniformed personnel shall wear the appropriate rank insignias when in Class A, B, and C uniforms. A. Collar Pins 1. The appropriate collar pins as indicated below, shall be worn on the uniform shirt on the Class A blouse and shirt, and on the Class B and C uniform shirts. 2. The edge of the pin should touch the stitching on the collar and the center bugle should point to the tip of the collar. 3. Round devices should be worn so that the center is pointing towards the tip of the collar. The collar pins for the Firefighter, Driver/Operator, and Fire Medic are silver in color and all others are gold. B. Badges 1. The appropriate badge shall be worn on the uniform shirt, Class A blouse, and work jacket. 2. Those holding the rank of Lieutenant and above, including Fire Inspectors, will wear a gold badge with their respective rank shown on the top banner of the badge. Firefighters, Drivers/Operators, and Fire Medics will wear a silver department badge. C. Sleeve Markings 1. The current department patch shall be worn on the left shoulder of the Class A blouse, uniform shirt, work jacket, coveralls, and job shirts, with the top center of the patch one inch below the center of the shoulder seam. 2. The United States Flag in color with union facing forward shall be worn on the right shoulder of the uniform shirt, work jacket, and coveralls, with the top of the flag one inch below the center of the shoulder seam. The appropriate patch for the level of EMS qualifications shall be worn on the right shoulder of the uniform shirt, work jacket, and coveralls, with the top center of the patch one inch below the center of the United States Flag patch. 3. The appropriate sleeve-rank indicator, as listed below, shall be worn on both cuffs of the sleeve on the Class A blouse. This is currently only for officers and is a.5-inch, metallic gold band completely circling the sleeve. The first band shall be placed with the bottom 3 inches up from the end of the sleeve with each additional band being placed.25 inches above the previous. Service Stars 1. One service star shall be worn on the lower left sleeve of the Class A blouse. 2. The service stars resemble a Maltese cross and come stitched onto a backing material that has multiple stars pre-spaced horizontally. 3. The backing material of the stars shall be affixed.25 inches, vertically, above the highest gold band. If no gold bands are present, the row of service stars shall be placed with the bottom of the stars 3 inches up from the end of the sleeve. 4. Each star represents five years of total fire service. E. Nametags 1. Nametags shall be worn centered over the right breast pocket with the bottom of the tag resting on the upper edge of the pocket on the uniform shift of class B, and C uniforms. 2. The nametag shall be worn on the tabs provided on the work jacket. 3. The nametag will have a gold border for officers and a silver border for all others. F. Shoulder Boards All uniformed personnel at the rank of two crossed bugles or above will wear shoulder boards on the shoulders of the Class A and B long sleeve uniform shirt. G. Department Ball Cap SUBJECT: Uniforms EFFECTIVE DATE: 12/07/99 S.O.P. 206 REVISION DATE: 09/02/22 CATEGORY: Administration SUBCATEGORY: PAGE 5 of 10 1. The department ball cap is blue or black in color with Clearwater Fire & Rescue embroidered on the front of the cap. Personnel may have their name or unit embroidered on the back of the cap in letter size no larger than the front embroidery. 2. The department ball cap shall be worn with the Class C and D uniforms only. 3. The ball cap shall always be worn with the bill to the front. H. Award Medals, Ribbons, and Organizational Pins 1. Medals and Ribbons awarded to an employee can be worn on the uniform shirt when wearing the Class B and C uniform and on the Class A uniform blouse. 2. These pins shall be centered over the nametag with the bottom of the pin or ribbon one-quarter inch above the top of the nametag. 3. If there are more than one pin or ribbons, they should be placed side-by-side, three across, and then on top of each other to create an orderly and professional appearance. 4. Organizational Pins shall be worn above the nametag on the Class B and C uniform shirt and on the Class A uniform blouse and should be arranged in a neat and orderly manner. 5. The following pins are approved to be worn on the appropriate uniform: I.A.F.F. Dive Team TRT Team SWAT Team Honor Guard National Fallen Firefighters Foundation 206.3 Coveralls All personnel may wear coveralls in accordance with the specification listed below. A. Coveralls will be blue in color. Those employees that still have red coveralls are permitted to continue to use them. B. The red coveralls are no longer to be purchased and will be phased out through attrition. C. The coveralls must have the department patch affixed to the left shoulder and the appropriate EMS classification affixed to the right shoulder. D. Station patches may also be affixed to the coveralls underneath the department patch. These coveralls may be worn at the following times only: While involved in fire training as approved by the instructor While involved in physical fitness training After 2000 hours while in the station During Investigation activities, inspectors/investigators may wear gray coveralls SUBJECT: Uniforms EFFECTIVE DATE: 12/07/99 S.O.P. 206 REVISION DATE: 09/02/22 CATEGORY: Administration SUBCATEGORY: PAGE 6 of 10 E. Coveralls cannot be worn when personnel are expected to make public contact, other than in emergency incidents. F. Coveralls will have Clearwater Fire & Rescue embroidered or silk-screened on the back between the shoulder blades. 206.4 Uniform Safety Shoes A. All employees will be issued and required to wear safety shoes as part of their daily work uniform. These shoes will meet ANSI standards for impact and compression. B. See CFR-059 for approved vendors and process to obtain initial or replacement shoes. C. Employees are required to wear only the approved safety shoes as outlined in CFR-059 while on duty and performing any duties associated with their positions with Clearwater Fire and Rescue. Supervisors will ensure that the employee is always in the proper footwear while performing such duties. D. It will be the employee’s responsibility to keep the shoes in a neat, polished, and orderly condition. E. Wearing athletic footwear while participating in physical training is authorized. Personnel shall return to their approved safety shoes once the physical training is complete. F. Alternative footwear after hours will be permitted under the approval of the station officer. This footwear must be closed to toe and all black in color. G. Any other deviations from this policy must be approved through the chain of command on a case- by-case basis. H. Employees will be authorized to order replacement shoes once a year. Should an employee’s shoes require repair or replacement prior to that time, they will be evaluated on a case-by-case basis by the Storekeeper. I. The department-issued safety shoes shall not be worn while off duty or during non-work-related events. This does not apply to members coming and going from duty or as approved by the Fire Chief for attendance at special events. J. Failure to comply with the safety shoe requirements of this policy may result in disciplinary action. Supervisors have the responsibility and authority to ensure that Clearwater Fire and Rescue is represented by the highest professional standards and appearance. 206.5 Job Shirts A. Job shirts may be purchased by personnel using their own funds and may be worn on duty. B. They shall be dark blue in color for ranks through Lieutenant, and black for Assistant Chiefs and above. C. The lettering on the back of the job shirt shall be 3.5” to 4” high, white in color, and shall read CFR. D. On the front left breast area shall be a Maltese cross with CFR in the middle. The top shall have “Clearwater” and the bottom portion “Fire & Rescue”. An embroidered CFR Dept. patch can be used in place of the Maltese cross if the purchaser chooses. Firefighters, Fire Medics, and Driver/Operators lettering shall be red in color, Lieutenants white, and Chief Officers white. F. The CFR patch shall be worn on the left shoulder with the top center of the patch one inch below the center of the shoulder seam. G. Station or unit patches may be sewn on the right shoulder with the top center of the patch one inch below the center of the shoulder seam. 206.6 Other Inclement Weather Items A. Sweatshirts will be long sleeve gray for officers and dark blue for firefighters, with the proper rendering, can also be worn as the uniform of the day. B. When required, the long sleeve sweatshirt is to be worn over a buttoned dress shirt, not under, with the collar exposed. Long sleeve t-shirts are not permitted underneath a buttoned dress shirt. C. Department-issued jackets, with appropriate patches, are authorized. Dress sweaters can be worn in exchange for the sweatshirt while assigned administrative duties. 206.7 Station Patches A. Companies can develop a unit or station patch for their unit or station. Most of the employees assigned to the station or unit must endorse a petition requesting approval of the unique patch or design. This petition will be submitted for approval to the Deputy Chief. If the patch or design is approved, it may be worn on the members’ purchased job shirts, coveralls, or ball caps. It will be up to the member’s discretion whether they want to wear the approved patch. B. The specialty patch may be placed on the right sleeve of the job shirt, with the top center of the patch one inch below the center of the shoulder seam. C. When worn on a ball cap, the specialty patch shall be centered on the front of the cap. D. Unit, station patches, or designs may be placed on apparatus after approval from the Deputy Chief. E. Costs associated with the design, development, application, and manufacture of the unique patch shall be the responsibility of the individual members of the unit or station. 206.8 Other Uniform Variations A. The Department discourages the use and/or wearing of personal pagers and cell phones. Personal pagers and cell phones are authorized only when set to “vibrate” and do not interfere with the performance of assigned duties. Supervisors will ensure personal electronics do not interfere with the Department’s operational pager and will not present a distraction to others. Inappropriate use of these devices will not be tolerated. B. Personal pagers and cell phones are worn at your own risk. The department cannot be held liable for these devices. Use of personal cell phones is prohibited while operating Department apparatus and equipment or while en route to and at the scene of an emergency incident. The Fire Chief may authorize the use of cell phones for designated staff vehicles, mules, bikes, and other equipment if SUBJECT: Uniforms EFFECTIVE DATE: 12/07/99 S.O.P. 206 REVISION DATE: 09/02/22 CATEGORY: Administration SUBCATEGORY: PAGE 8 of 10 equipment can be utilized in a safe and effective manner. (i.e., the use of earpieces or hands-free devices) C. Personnel assigned to the Training Division, or working for the Division as an Adjunct Instructor, may have the option of wearing authorized apparel issued by the Training Division Only those personnel working as an instructor for the Division will be given this option, and that option shall be at the discretion of the instructor in-charge and approved by the Division Chief of Training. The Division-issued age “Boonie” hat may also be worn in lieu of the Department ball cap provided the above provisions are met. 206.9 Uniform Procurement Process A. In compliance with Article 9 Section 10 (E) of the IAFF 1158 Agreement, the Department through the Logistics Division, shall replace the items in list A and list B (see below) annually as they become unserviceable for use. Logistics will maintain a listing of replaced items and dates replaced. It will be at the discretion of Logistics and/or the Shift District Commander as to whether an item is unusable or unfit for use. It is not the intention of this policy to replace items that do not fit the description of unfit/unusable. B. The quantity listed is the yearly fiscal year allotment (Oct 1 –Sep 30). These totals will adjust every fiscal year as permitted by the Local 1158 contract. C. Upon deeming an item unfit and/or unserviceable, the employee will turn that item over to Logistics for disposal. D. If the item falls under List A, fill out form CFR-091, bring it to Logistics, and the order will be placed by Logistics with the outside vendor. When the order arrives, the employee will be emailed to pick up the uniform order at Logistics. E. If the item falls under List B, Logistics will maintain these items in stock for an issue directly to the employee (Online Form CFR-092). F. The employee must bring the unusable or unfit-for-use item from List A to Logistics along with online forms CFR-091 & 92 for authorization for replacement. Two pairs are authorized annually. It is the employee’s responsibility to make sure that his/her uniform is of a neat and professional appearance. Supervisors will also share in that responsibility to make sure that the employee is in the correct uniform, and it is having a neat and professional appearance. B. Uniform shirts and T-shirts shall be always tucked in the uniform pants or uniform shorts. C. The Department uniform shall not be worn while off-duty or during non-work-related events. (This does not apply to members coming and going from duty or as approved by the Fire Chief for attendance at special events or award ceremonies). Employees assigned to Logistics, Fire Administration, and Training are exempt from certain aspects of this policy; however, when any Department standard uniforms are worn, they are to be in accordance with the specifications outlined within this policy. D. Failure to comply with the uniform requirements of this policy may result in disciplinary action.
