It is the purpose of this policy to identify areas of concern, to fix responsibilities and to establish the time frame for effective changeover of personnel and equipment at the beginning of each tour of duty. Policy: The Las Vegas Fire Department recognizes safety issues and the necessary interaction of off-going and on-coming personnel at shift change. Therefore, it is the policy of the Las Vegas Fire Department for supervisors and crew to identify problems and follow procedures to resolve problems, fix responsibility and establish the time line for effective shift change of personnel. C. Purpose: Maximize emergency response preparedness, accountability and safety. Minimize injury and service disruptions associated with personnel shift change. D. Scope: Required actions in support of safety, accountability and emergency preparedness for all suppression personnel. 130.08 Suppression Shift Change ResponsibilitiesResponsibilites E. II. Page 2 of 3 Author: The Deputy Chief of Operations through the SOP Coordinator shall be responsible for the revisions and annual review of this instruction. RESPONSIBILITY A. Battalion Chiefs are responsible to review inspections/drills to ensure personnel safety preparedness. results, conduct and equipment B. Captains are responsible to follow procedures, establish practices, make assignments, account for personnel and conduct inspections to ensure equipment preparedness and personnel safety. C. Prior to relieving off going suppression personnel (relief occurs at or prior to the scheduled shift) and as necessary throughout the scheduled shift: 1. At muster, the captain will conduct role call as it appears on all unit passports to determine accuracy and account for all personnel. 2. Engineers are responsible for making a functional assessment and visual inspection of apparatus and equipment to ensure emergency response readiness. 3. Firefighter/paramedics are responsible for making a functional assessment and visual inspection of apparatus (rescue) and equipment to ensure emergency response readiness. 4. All personnel are responsible for servicing and maintaining personal protective equipment, including SCBA with specific attention to strap positioning. 5. All personnel are responsible for positioning personal protective equipment (turnouts) on or in close proximity (within 5 ft) to their assigned position on apparatus. All personnel are responsible for having the appropriate helmet shield which is consistent with the unit call number for which they are presently assigned. (Special attention must be paid by rovers, trades and actors.) 6. All personnel are responsible for face to face transfer of on duty responsibility (i.e.. face to face, the on going person relieves the off going person). This transfer shall include placing individual name tags on the unit as well as the captain’s passport and placing the correct unit designator on helmet shield. It shall also include retrieval of individual name tags by off going personnel. In the absence of a timely arrival of relief personnel, the assigned 130.08 Suppression Shift Change ResponsibilitiesResponsibilites Page 3 of 3 supervisor is to be confronted for relief and assumes responsibility for staffing and equipment. 7. All personnel are responsible to check out, resupply, service or maintain all equipment critical to their assigned individual responsibility as designated by position description or supervisor. 8. All personnel are responsible to document and/or bring to the attention of their supervisor, any damage, deficiency or safety issue affecting fire department personnel, service delivery or equipment. NOTE: Once off going personnel are relieved, all responsibility for apparatus/equipment status is assumed by relieving (on coming) personnel.
