IDENTIFICATION** * **Highway Project Appraisal:** Involves quantifying costs and benefits of a highway scheme over a selected time horizon. * **Problem Recognition:** The decision-maker identifies a problem needing a solution. * **Goal Identification:** The decision-maker specifies the desired outcome. * **Information Search:** The decision-maker identifies characteristics of alternative solutions. * **Selection of Preferred Highway Scheme:** A preferred option is selected for future implementation. * **Environmental Appraisal:** An organization monitors relevant environmental impact factors influencing opportunities and threats related to strategic decision-making. * **Cultural Heritage:** Assesses the demolition/disturbance of archaeological remains, ancient monuments, and listed buildings, including the impact on local heritage. * **Ecology/Nature Conservation:** Assesses how the proposed highway may negatively affect wildlife and their habitats. * **Traffic Noise and Vibration:** Measures the number of vehicles, vehicle speed, percentage of heavy vehicles, road gradient, weather, and proximity to dwellings to determine the noise level. * **Geology and soils:** Evaluates how road construction may destabilize soil structure or expose protected rock formations. **II.
