Closing Date and Time 22/10/2024 @ 17.00 hrs.  IMPORTANT :-  Please read all the instructions in this notification carefully and ensure that you are eligible to apply before filling the application form Online. Detailed instructions for filling up ONLINE applications areavailable on the RRC - WR website- https://www.rrc-wr.com  Applicants are advised in their own interest to submit Online Application much before the closing dateto avoid possibility of any failure to submit application due to heavy load/jam on website.  In case the Applicant does not have a VALID personal e-mail ID he/she should create his / her own e- mail ID before applying online application and must maintain that e-mail ID till the end of engagement process.  This is a Centralized Notification for engagement of Act Apprentices under the Apprentices Act 1961 being conducted by Western Railway and Railway Recruitment Cell, Western Railway (RRC-WR) has been nominated as nodal agency for obtaining ONLINE applications from Applicants.  Applicants can submit their applications ONLINE only on RRC’s website https://www.rrc- wr.com. The candidature of the Applicants will be considered only on the basis of the information filled in the ONLINE application. Document Verification will be held in the concerned Divisions & Workshops.  In case of Direct Recruitment from Open Market to Posts / Categories in Level – 1 (Rs. 18,000/- - Rs. 56,900/-), Course Completed Act Apprentices (CCAA) trained in Railway Establishments and possessing National Apprenticeship Certificate (NAC) will be given preference in filling up 20% vacancies on qualifying the requisite norms notified by RRB/RRC. 1. Western Railway invites ONLINE applications from interested Applicants for engagement as Act Apprentices against the 5066 slots notified for training in the designated Trades under Apprentice Act 1961 at various Divisions, Workshops within the jurisdiction of Western Railways for the year 2024-25. 2. ELIGIBILITY CONDITIONS:- (A) AGE CRITERIA as on 22/10/2024 (Closing date):- 2.1 The Applicants should have completed 15 years of age and should not have completed 24 years of age as on 22/10/2024. 2.2 SC/ST/OBC- Relaxation in Upper age limit by 05 years in case of SC/ST applicants and 03 years in case of OBC Applicants. 2.3 Persons with Disability (PWD):- Upper age limit is relaxed by 10 years. 2.4 Ex-servicemen-Upper age limit is relaxed upto additional 10 years for ex-servicemen to the extent of service rendered in Defense Forces plus 03 years provided they have put in a minimum of 6 months service at a stretch, except Ex-servicemen who have already joined the Govt. service on Civil side after availing the Ex-service men status for the purpose of their engagement. I. Ex-Servicemen:- An Ex-servicemen Applicants selected under the reservation provided 1 for them will be placed in the appropriate category viz. UR/SC/ST/OBC to which hebelongs. II. NOTE :- 1. The Applicants whose SSC / ITI results are awaited as on the date of notification are not eligible to apply. 2. The Applicants failed in ITI should not apply, in case any failed Applicants is engaged inadvertently, he/she will be terminated summarily from apprenticeship training without any further notice. 3. Engineering Graduates and Diploma holders are not eligible to apply for Apprenticeship in response to this notification as they are governed by a separate scheme of Apprenticeship. 3. TRADE WISE SLOTS : The details of Trade wise number of Applicants to be engaged for training as Act Apprentices along with the break-up of reservation for applicants belonging to SC/ST/OBC/EWS categories and for PWD’s/Ex- Servicemen are furnished in Annexure ‘A’ The details of trade-wise and Division/Units wise break-ups are as per Annexure ‘A-1’. NOTE: 3.1 The number of training slots shown in this Notification are provisional and the same are liable to increase or decrease depending upon the actual needs of the Administration at the time of finalization of selection. 3.2 There will be a reservation to the extent of 4% for Persons with Disabilities (PwBD) AND 3% for Ex- Servicemen. The quota slots in the said categories are included in the overall slots and hence are not to be filled up outside the notified slots. 3.3 The Applicants who want to avail the benefit of reservation of Ex-servicemen and Armed Forces Personnel and in case of children of Ex-servicemen and children of Armed Forces Personnel, they must upload Discharge certificate or Armed Forces Serving Certificate respectively (as the case may be) of his/her parents at the time of online application. 3.4 For SC slots, when the prescribed number of persons belonging to the SC are not available, it will be filled by ST Applicants. For ST slots, in case ST Applicants are not available, they will be filled by SC Applicants. If the prescribed training slots for SC/ST Applicants cannot be filled even in the above given manner, then the training slots so lying unfilled will be filled by persons not belonging to the Scheduled Castes or the Scheduled Tribes i.e. Unreserved Applicants. Similarly, the seats remaining unfilled by OBC Applicants will be filled by Applicants of unreserved category. 3.5 The Applicants who want to avail the benefit of reservation of SC/ST, must upload his/her Caste certificate on Central Government format only issued by appropriate authority according to Annexure –‘B’ at the time of online application. 3.6 OBC Applicants are required to upload OBC Caste Certificate with Non-Creamy layer certificate valid for the current year 2024-2025 in Central Government format (as per Annexure-‘C’) issued on or after 01/04/2024 by the Competent Authority. Certificates should indicate Caste, Date of Issue etc. and bear the Seal of the Issuing Authority. They are also required to invariably fill and upload the Self-declaration form regarding current status of Non-Creamy-Layer as per Annexure-‘D’ However, they are advised to apply for latest OBC certificate with Non-Creamy Layer certificate valid for the current year 2024-2025 so that it can be available for submission at the time of Document Verification. 3.7 Reservation for Economically Weaker Sections (EWS) Candidates who are not covered under the scheme of reservation for SC/ST/OBC-NCL and whose family has gross annual income below Rs. 8.00 Lakh (Rupees Eight Lakhs Only) are to be identified as EWS for benefit of reservation for EWS. The income shall also include income from all sources i.e salary, agriculture, business, profession etc for the financial year prior to the year of Application. The benefit of reservation under EWS can be availed upon production of an Income and Asset 3 Certificate issued by a Competent Authority. The Income Asset Certificate issued by any one of the following authorities in the prescribed format as given in Annexure ‘H’ shall only be accepted as candidate’s claim as belonging to EWS. a) District Magistrate / Addl. District Magistrate / Collector /Deputy Commissioner / Addl. Deputy Commissioner / First class Stipendiary magistrate/ Sub-Divisional Magistrate / Taluka Magistrate /Executive Magistrate / Extra Assistant commissioner. b) Chief Presidency Magistrate / Addl. Chief Presidency Magistrate/Presidency Magistrate. c) Revenue Officer not below the rank of Tehsildar. d) Sub-Divisional Officer of the area where the candidate and/or his family normally reside. The candidates applying against the vacancies reserved for EWS must possess Income and AssetCertificate as on closing date of Registration of application for this Notification. 4. PAYMENT OF FEES:- 4.1. Application fees (Non-refundable) – Rs. 100/-. 4.2 No fee is required to be paid by SC/ST/PWD/Women Applicants. 4.3. Fee payment will have to be made online through payment gateway as part of online application process as under:- i. Complete filling the online application in all respects at RRC/WR’s website www.rrc-wr.com. ii. After ensuring the correctness of the particulars of the application form, Applicants are required to pay fees through the payment gateway integrated with the online application. No change/edit will be allowed thereafter. iii. The payment can be made by using Debit Card / Credit Card / Internet Banking etc. by providing information as asked on the screen. Transaction charges for online payment, if any, will be borne by the Applicants. iv. Once the payment is successfully done, Applicants will be redirected to RRC/WR’s website to complete the application process and download the application form. v. In case the Applicants makes the payment and faces any issues like loss of internet connection due to which the Applicant is unable to download the application though the fee amount has been deducted from their Account/Debit/Credit Card, please click on “Verify Payment” button to reconfirm the same from the Payment gateway. vi. In case after completing the Registration process, the online transaction is not successfully completed, please login again and make the online payment again. Duplication, in payment, if any will be refunded on verifying the same. 5. MEDICAL FITNESS & PHYSICAL STANDARDS :- 5.1 Selected candidates called For DV will have to submit Medical Certificates in the prescribed Proforma enclosed at Annexure G. The Medical Certificate should be signed by Government Authorities Dr (Gaz) not below the rank of Assistant Surgeon of Central/State Hospital. 5.2 For differently abled Applicants/persons with Disability (PWD) the maximum Disability is detailed category wise & Trade wise as under: a. Locomotor Disability (LD) :- TRADES MAXIMUM DISABILITY Fitter / Turner Lower limb partially damaged from one side can be accommodated Welder A person without leg and without three finger of one hand can be accommodated Electrician Partially lower limb students can be accommodated. Machinist Only small finger damaged can join Painter (General) / Carpenter One upper & lower limb partially damaged. Electronics Mechanic Without legs or leg. Mechanic (Motor Vehicle) /Mechanic Upper limb partially damaged (Little finger and Ring (Diesel) Finger) canbe accommodated for both hands. Lower limb partially damaged only one side can be accommodated Programming & Systems Both lower limbs Administration Assistant Plumber A person without one or two finger of foot & hand can be accommodated. Refrigerator AC Mechanic i) Only one lower limb partially working can be accommodated. 4 ii) Small finger of each hand damaged can be accommodated. Draftsman (Civil) Partially without both legs or without one leg & upper left limb damaged. b. Visually Impaired(VI) :- TRADES MAXIMUM DISABILITY Fitter / Turner / Machinist / Low vision means a person with impairment of vision of Carpenter less than 6/18 to 6/60 with best correction in the better / Painter (General) / eye or impairment of field in any one of the following Mechanic (Diesel) / categories : Programming & Systems i) Reduction of fields less than 50 degrees, Administration Assistant / ii) Hemianopia with macular involvement, Electrician / Wireman / Refrigerator AC Mechanic iii) Altitudinal defect involving lower fields) / Plumber c. Hearing Impaired (HI) :- TRADES MAXIMUM DISABILITY Fitter / Welder (G&E) / Turner / Machinist / Carpenter / Painter (General) / Mechanic I. Deaf (Diesel) / Mechanic (Motor Vehicle) / II. Dumb Programming & Systems Administration Assistant / Electrician / Electronics Mechanic / III. Deaf & Dumb Wireman / Plumber / Draftsman (Civil) d. Multiple Disorder (MD) Those PwBD candidates who have more than one Disability will be treated as Multiple Disability (MD). 5.4. Person with Disability (PWD) who wants to avail the benefit of reservation must produce a Disability certificate issued by a competent authority (i.e. Medical Board duly constituted by the Central or State Government including one specialist in the particular field for assessing disability). Disability certificate should be strictly as per the Annexure–‘E’, ‘F’ attached. 5.5 Persons with Disabilities (PWD) other that those mentioned above should not apply as PWD as they will not be eligible for such concessions/facilities. 6. MODE OF SELECTION:- 6.1 Selection of the eligible Applicants for imparting training under the Apprentice Act, 1961 will be based on the merit list which would be prepared taking the average of the percentage of marks obtained by the Applicants in both Matriculation [with minimum 50% (aggregate) marks] and ITI examination giving equal weightage to both. 6.2 In case of two Applicants ·having the same marks the Applicants having older age shall be preferred. In case the dates of birth are also same, then the Applicants who passed matriculation exam earlier shall be considered first. There will be no written test or viva. 6.3 Applicants need not send any copies of application/ certificates / documents to RRC/WR by post but have to upload the same online. 6.4 Calculation of marks: 6.5 For the purpose of calculation of percentage of SSC / Matriculation marks, Total Marks of all Subjects mentioned in the Marksheet. (Not best of five but total of all subjects including optional subject /additional subject/ alternate subject, etc). CGPA obtained by the applicants should be converted to actual marks and duly entered by the applicant in the online application. Please note that the final score should be calculated by adding the marks of all subjects not of any group of subjects. 6.6 For the purpose of calculation of percentage of ITI marks, average marks mentioned in consolidated statement of marks for all semesters of the trade applied i.e. Marks mentioned in the Provisional National Trade Certificate issued by NCVT ISCVT, which is to be duly entered by the applicant in the online application will only be reckoned. a. The applicant should note that in case any discrepancy in the Marks/CGPA entered in the online application and the Original Marksheet/ Certificate, is found at the time of Document Verification, the candidature of the Applicants will be rejected summarily. 6.7 The Trade-wise/ Community-wise Merit List will be issued by the concerned Division/Units for their Notified slots. Applicants will be called by the. concerned Division/Units as per the Merit in the relevant trade considering the Divisions/ Workshop opted by the candidate. In case of any shortfall in 5 any particular trade in any given Division/Workshop, Western Railway reserves the right to Re- distribute the candidates to other Divisions/Workshops. 6.8 Final selection of Applicants would be subject to verification of original testimonials and Medical Fitness Certificate as per Annexure G. 6.9 Candidates in the Stand- by list will be issued Call Letters only on receipt of details of absentees, medically unfit and rejected candidates from the Merit list allotted to the concerned Divisions/Workshop. The Call letters will be issued strictly in the order of Merit. 6.10 Applicants are advised to be in readiness at short notice to report to the allotted Divns & Workshops for Document / Certificate Verification. 7. TRAINING PERIOD & STIPEND :- 7.1 Training Period:- The selected Applicants are required to undergo apprenticeship training for a period of 01 Year. 7.2 Stipend:- Selected Candidates engaged as Apprentices will undergo Apprenticeship training for a period of one year and will be paid a Stipend during the training at the prescribed rate as per extant rules governed by the concerned State Governments. 8. MODE OF APPLICATION: - 8.1. Applicants are required to apply ONLINE by visiting www.rrc-wr.com. Detailed instructions for filling up ONLINE applications will be available on the website. 8.2 Applicants are required to fill up the personal details/ Trade/ Aadhaar number/ Marks/CGPA/ preference for Divisions/ Workshops etc. very carefully as the Computerized Merit list will be prepared only on the basis of the information filled by the Applicant in the ONLINE application. In case of any discrepancy observed at the time of Document Verification, the Applicant will be disqualified summarily. 8.3 Applicants should be in possession of Aadhaar Card. At the time of registration, Applicants have to fill 12-digit Aadhaar Card number. The Applicants not having Aadhaar number and have enrolled for Aadhaar but have not received Aadhaar Card can enter 28-digit Aadhaar Enrolment ID printed on the Aadhaar Enrolment slip. 8.4 This provision is applicable to the Applicants of all states and Union Territories except the state of Jammu and Kashmir, Meghalaya and Assam. Applicants from these states can enter in the online application form, their voter ID number, valid passport number, driving license number or any other valid Government identity card at the time of online application. Applicants have to produce original Aadhaar card or document mentioned above, at the time of Document Verification. 8.5 Applicants should ensure their name, father’s name, date of birth should exactly match as recorded in Matriculation or equivalent certificate. Any deviation found during Document Verification will lead to cancellation of candidature and also debarment. 8.6 Applicants are advised to indicate their active mobile number and valid e-mail ID in the ONLINE application and keep them active during the entire engagement process as all important messages will be notified on website and email/SMS will be sent only to the selected Applicants which will be treated as deemed to have been read by the Applicants. 8.7 Choice of only one Division /Workshop is permitted. Option once exercised is FINAL and binding to the candidates. Applicants are instructed to check Trade-wise vacancy table (Annexure A) to ascertain the vacancies notified and ensure that the Division /Workshop they wish to apply is having vacancies as per their Trade/ Qualification / Community / Category. 8.8 Applicants possessing ITI qualification in more than one trade can apply for different relevant trades separately. 8.9 Applicants trying to submit more than one application for the same TRADE with different particulars like Name/Father’s name/Community/PWD/ educational and/or technical qualification etc. or with different Email ID/Mobile Number are informed that all such applications will be summarily rejected. 8.10 Applicants have to download printouts of their online application which should be produced as and when required by the Railway Administration. 8.11 Applicants are required to report for Document /Certificate Verification with their Originals along with Medical Fitness Certificate (Annexure G) in the concerned Division / Workshop / Unit. 8.12 Applicants are required to upload their EWS Certificate as mentioned at Para 3.7 if he/she is claiming against EWS Quota 6 9. DOCUMENTS TO BE UPLOADED: - Applicants are required to upload the legible self attested scanned copy of following documents: - 9.1 SSC (Standard 10th) or its equivalent Mark Sheet. Certificate for proof of date of birth (Standard 10 or its equivalent certificate or mark sheet indicating date of birth or School Leaving Certificate indicating date of birth). 9.2 Consolidated ITI mark Sheet of all semesters of the trade in which applied / Provisional National Trade Certificate indicating marks. 9.3 National Trade Certificate issued by NCVT or Provisional National Trade Certificate issued by NCVT /SCVT. 9.4 Caste certificate for SC/ST/OBC Applicants in Annexure – B, C &D wherever applicable, as mentioned in Para 9.5 Disability certificate, in case of PwBD Applicants Annexure –E, F & G (as applicable). 9.6 Discharge certificate / Serving certificate, in case of Applicants applied against Ex-Servicemen quota. 9.7 Applicants are required to upload Scanned copy/ soft copy of their colour photograph (size 3.5 cm x 3.5 cm ) taken not later than three months from the date of application, JPG/JPEG format, 100 DPI, size of the file should be between 20 kb-70 kb) with clear front view of the Applicants without cap and sunglasses. Applicants may note that RRC may, at any stage, reject the applications for uploading old/unclear photograph or for any significant variations between photograph uploaded inthe Application Form and the actual Physical appearance of the Applicants. Applicants are advised to keep two additional copies of the same photograph ready with them and carry the same at the time of Document /Certificate Verification. 9.8 Applicants are also required to upload the Scanned copy / soft copy their signature (size 3.5 cm x 3.5 cm, JPG/JPEG format, 100 DPI, size of the file should be between 20 kb - 30kb). NOTE:- 1. Certificates in languages other than English or Hindi should be accompanied by an attested copy of translation in English / Hindi. 2. Production of Originals of uploaded documents along with 2 self attested photocopies on the day of Document Verification in the Concerned Division is mandatory. Applications without requisite enclosures uploaded will be summarily rejected and no additional document will be accepted during the Document Verification. 9.9 Income & Asset Certificate (Annexure H) to be uploaded by Economically Weaker Section wherever applicable. 10. INVALID APPLICATIONS / REJECTIONS : Applicants are required to carefully fill in the correct details and upload all relevant documents else applications with the following short comings/irregularities will be rejected at the time of Document Verification:- (i) Applications without scanned signature. (ii) Application without scanned photograph. (iii) Application with scanned photo but wearing Goggles or with cap or with wig or coloured glasses or disfigured / small size or unrecognizable. (iv) Not possessing the prescribed Matriculation and ITI Qualification for the relevant Trade on the dateof submission of application. (v) Application without valid Community certificate in the Central Government format and from the appropriate authority as per Annexure ‘B’, ‘C’, ‘D’& ‘H’. (vi) Relevant certificates as proof for claiming age relaxation or fee relaxation if any wherever claimed. (vii) Applications without proof of age. (viii) Applications of over-aged or under-aged Applicants and also where date of birth certificates uploaded are illegible, date not filled in or wrongly filled. (ix) Incorrect / Incomplete applications in any form as and when detected, is liable to be rejected. (x) Multiple Applications with minor changes of information and / or facts or varied details for same Trade. (xi) Applications without examination fee of Rs. 100/- , wherever applicable or less fee. (xii) Any other form of irregularities as observed and considered as invalid by RRC-WR. (xiii) Applications without relevant legible Annexure’s as per para 9 above. 7 11. AGREEMENT OF TRAINING:- The entire training program under the Apprentices Act, 1961 is controlled by the provisions of the Apprenticeship Contract between the employer and the Apprentice. The Apprenticeship contract or agreement should be sent to the Apprenticeship Adviser for registration within three months of the date on which it was signed:- 11.1 Before commencement of the Apprenticeship training in the designated trade, the selected Applicants has to enter into a Contract of Apprenticeship Training with the laid down provisions. 11.2 Where the Contract of Apprenticeship is terminated through failure on the part of the employer in carrying out the terms and conditions of the contract (as notified under the Apprenticeship Rules 1992), Applicants will be paid Apprentice compensation as prescribed i.e. such employer shall be liable to pay the Apprentice compensation an amount equivalent to his three months last drawn stipend;. 11.3 In the event of premature termination of Contract of Apprenticeship for failure on the part of Apprentice to carry out the terms and conditions of the contract (as notified under the Apprenticeship Rules 1992), the Applicants/Surety has to pay such amount as is determined by the Apprenticeship Adviser towards the cost of training. A training cost of an amount equivalent to his three months last drawn stipend shall be made recoverable from such Apprentice or from his guardian in case he is minor. 11.4 As per the Act, It is not obligatory on the part of employer to offer any employment to the passed out Trade Apprentice on completion of the period of Apprenticeship Training in his establishment. Accordingly, the Act Apprentices imparted training in Railway establishments, will have no claim to seek employment on Railways on the basis of such trainingnor shall it be obligatory on the part of the Apprentice to accept an employment under the employer. 11.6 In case, the selected Applicant is a minor then, his/her Guardian has to enter into a Contract of Apprenticeship with the employer. 12. TEST & GRANT OF CERTIFICATE :- Every trade Apprentice on completion of the training will be granted a certificate of proficiency by the National Council, on passing a test conducted by the National Council for Training in Vocational Trades to determine his proficiency in the Designated Trade, 13. Apprentices are entitled to free medical treatment for personal injury caused by accident arising out and in the course of training; 14. No Hostel accommodation will be provided and selected Applicants will have to make their own arrangement during their training as per Apprentice Act 1961 and they will be released on completion of the training. 15. IMPORTANT INSTRUCTIONS :- 15.1 The decision of the Railway administration in all matters relating to eligibility, acceptance or rejection of the applications, mode of selection and allotment of Division/Workshop etc. shall be final. 15.2 No correspondences for engagement will be entertained. 15.3 Canvassing in any form will disqualify the candidature and no correspondence will be entertained in the matter. 15.4 Before applying, the Applicants should ensure that he/she fulfils the eligibility and other criteria. If erroneously engaged, such Applicants shall be summarily dismissed without notice at any stage. 15.5 Candidature of the Applicants shall be cancelled if he/she fails to produce the required original testimonials for verification or any other discrepancy noticed. 15.6 Before applying, the Applicants should ensure that he/she fulfils the eligibility and other criteria. If erroneously engaged, such Applicants shall be summarily TERMINATED without notice at any stage. 15.7 The Railway administration do not undertake any responsibility for sending reply to the Applicants not selected or not called for. No correspondence in respect of the application submitted shall be entertained or replied by this office to any individual or organization. 15.8 The Railway administration will not be responsible for any inadvertent / printing error. 15.9 No daily allowance / conveyance allowance or travelling allowance will be paid to the Applicants called for Document Verification. 15.10 After selection for engagement, request of Applicants to change the Trade/ Division / Workshop will not be entertained. They will be posted within the jurisdiction of the concerned Division/Workshop only. (i) Applicants will be trained only for the Trade in which they have been selected. (ii) Applicants selected for training will not be allowed to with draw from training except for reasons, which are beyond their control. (iii) Those who will fully absent themselves are liable to refund the whole cost of their training as well as the amount paid as stipend as determined by the Central Apprenticeship Advise 8 CANDIDATES ARE ADVISED TO VISIT THE WEBSITES OF RESPECTIVE DIVISIONS /WORKSHOPS APPLIED FOR REGULARLY FOR ALL UPDATES. WEBSITE OF DIVISIONS /WORKSHOPS WILL BE NOTIFIED IN DUE COURSE. 16. IMPORTANT ADVISORY: - Applicants will be selected purely as per merit.
