SHARJAH MARITIME ACADEMY MARITIME TRANSPORT COLLEGE Ship Emergency Procedures Emergency Situations at sea Muster List for response to emergencies Contingency Plans and Emergency Teams Ship Emergency Plan PURPOSE: ❖ With the establishment of the International Safety Management system (ISM), all shipboard emergencies have been investigated and subsequently documented to provide guidance and advice to enable the Master and ship's company to deal with accidents or emergency situations. ❖ This document is intended to provide a framework on which the Master can build to cope with the situation at hand. ❖ If a ship is involved in an accident or emergency whereby the safety of life, the ship, cargo or the marine environment is threatened, the Master has the responsibility to take whatever action he sees fit to minimize the risks and to save life. ❖ If a ship is involved in an accident or emergency whereby the safety of life, the ship, cargo or the marine environment is threatened, the Master has the responsibility to take whatever action he sees fit to minimize the risks and to save life. ❖ REPORTING: If a ship is involved in an accident or emergency the Master must report the matter to the Maritime Safety Authority, Harbor Authority or other relevant local authority as soon as possible. In order to save valuable time and to transmit the maximum information. A standard form of initial report which follows the IMO Guidelines should be made as follows: ❖ Name of ship ❖ Ships position (lat / long, brg, and port/berth) ❖ Ports of departure and port of call ❖ Nature of casualty (collision, grounding, fire, oil spill, etc.) ❖ Nature and extent of damage ❖ Name of charterer or agent with contact names and emergency phone numbers ❖ Name, nationality, type and situation of any other ship involved ❖ Number of casualties ❖ Nature of any services required (towage, helicopter, lifeboat, medical, fire, etc.) ❖ National, local or any other authorities or agencies already informed ❖ State of weather and sea, present and forecast ❖ Date and time of report. ❖ DRILLS: Regular fire-fighting and life-saving appliance drills must be carried out in accordance with the requirements of Merchant Shipping , The drills at such exercises must be recorded in the Official Deck Logbook. ❖ The Master shall ensure that drills are carried out for the identified emergencies. ❖ The purpose of these drills is to: a) Improve awareness of the potential hazards facing personnel and the ships. b) Increase the standard and speed of response to identified potential emergency situations. ❖ The following drills and exercises can be carried out on the vessel : Fire ( in cargo hold / accommodation/ galley / engine room) - Abandon Ship - Grounding - Man Overboard – Collision - Oil spill - Power Failure - Steering Gear Failure – Piracy. Plans for all identified potential emergencies shall be held in each Shipboard Contingency Plan Manual. Each Plan includes, : The distribution of duties and responsibilities on board. Actions to be taken to recover control of a situation. Communication methods to be used on board and between ship and shore. Procedures for requesting assistance from third parties, if required. Procedures for notifying the relevant authorities. Check lists to aid in monitoring and reporting. ❖ The effectiveness of these drills shall be formally reviewed at the on-board safety meetings. Muster List & Emergency Instructions ❖ Muster list applies to all ships. ❖ Muster List consists of duties and responsibilities in any emergency case, designated and assigned to each person on the ship; in other words, it is a list of the functions each member of a ship crew is required to perform in case of emergency. ❖ Muster List displayed at every visible location onboard. the muster list must be posted At Bridge, Engine room, Accommodation alleyways, areas where crew & passengers spends maximum of their time. ❖ Clear instructions are provided for every person on board in the language or languages required by the ship’s flag State and in the English language. The Muster list shall be ready before the ship proceeds to sea. ❖ Illustrations and instructions in appropriate languages shall be posted in passenger cabins and be conspicuously displayed at muster stations and other passenger spaces to inform passengers of a)Their muster station location. b) The essential actions they must take in an emergency. c) The method of donning lifejackets. ❖ A Muster Card must be placed in every person’s cabin that specifies the person’s muster station and the exact task that is assigned to them in the case of a specific emergency. ❖ The muster list shall specify which officers are assigned to ensure that life- saving and fire appliances are maintained in good condition and are ready for immediate use. ❖ The muster list shall specify substitutes for key persons who may become disabled, considering that different emergencies may call for different actions. ❖ The muster list shall show the duties assigned to members of the crew in relation to passengers in case of emergency. 1. Seeing that they are suitably dressed & donned their lifejackets correctly. 2. Assembling passengers at muster stations; 3. Keeping order in the passageways and stairways and generally controlling the movements of the passengers. 4. Ensuring that a supply of blankets and extra water are taken to the survival craft. The Muster list shall specify details of the Emergency Alarms and public address system and also action to be taken by crew and passengers when this alarms are sounded. ❖ Examples of the duties shown in the muster list which can be assigned to different members of the crew : 1. Closing of the watertight doors, fire doors, valves, skylights and manholes; 2. Equipping of the survival craft and other life-saving appliances; 3. Preparation and launching of survival craft; 4. Muster of passengers; 5. Use of communication equipment; 6. Manning of fire parties assigned to deal with fire; 7. Special duties assigned in respect to the use of fire-fighting equipment and installations. The Emergency Teams Command Team: Consists of the Master + 3/0 + A/B (helm’s man) on bridge, located in the bridge. ❖ Control the emergency and response to the emergency case. ❖ Should have means of internal and external communication. Other party in ship Communications Shore stations or RCC. Emergency Team: Consists of C/O + 2/E + Boson + fitter + 3 good A/B & M.M located at the place of emergency. ❖ They should assess the emergency situation and report to the command team. ❖ Advising what action should be taken and what assistance should be provided. ❖ This group carry out the fire fighting or other emergencies respond. Back up Team: Consists of 2/O + 3/E + 2 A/B, M.M + located near the place of emergency. ❖Stand by to assist the emergency team as instructed by the command team or emergency team to provide services such as: 1. Spare fire extinguisher, spare air cylinders, extra fire equipment’s, medical service. 2. Close watertight doors, ventilation, hatch Covers, P/P room V/VS. 3. Cooling round fire and check the extend of fire in beside the place of fire. First Aid Team: Consists of Catering department (C/Cook +2nd /Cook + Stewards) located near the Hospital. ❖ Prepare Resuscitator device. ❖ Providing Extra blankets. ❖ Assisting in first aid. Engine room Team: Consists of C/E + 4/E + Elect Eng & duty M.M, located in engine room. ❖ Should provide any emergency assistance from machinery spaces as instructed by command team or emergency team such as start fire P/P, start bilge P/P, start emergency generator……etc. ❖ In tanker ship start I.G. ❖ In case of non limited fire CO2 operated by C/E. ❖ The Engine room Team may be called to provide additional manpower for emergency assistance. Emergency Head Quarter(E.H.Q): It’s a store in the main deck or accommodation. During emergency all crew mustered in to check the presence of the crew, and to collect any fire equipment in need. The E.H.Q must be isolated by fire protection substance from the adjacent parts. Contain all extra Safety equipment. Fire detector panel. Remote control panel (damp valves of fuel oil to main engine - start CO2 – start / stop fire Pump) Breathing apparatus sets + spare cylinders + air compressor Fire man’s protective suit with ( helmet, Gloves, Boot, Fire line). Walkie-Talkie (portable UHF/ VHF radio ) + battery &charger. Rechargeable safety lamps + spare battery. International shore connection. Spare hoses & nozzles
