It is likely to move slowly west-southwestward and reach Northeast Arabian sea and adjoining Sindh coast by tonight / tomorrow morning. Due to this weather system strong monsoon currents are penetrating in Southeast Sindh. Under its influence:  Widespread rain/ wind-thunderstorms with scattered heavy-very heavy to isolated extremely heavy falls likely in Tharparker, Badin, Thatta, Sujawal, Hyderabad, Tando Muhammad Khan, Tando Allahyar, Matiari, Umerkot, Mirpurkhas, Sanghar, Jamshoro, Dadu, Shaheed Benazirabad districts, and Karachi division till 31st August with occasional gaps.  Rain/ wind-thunderstorms with few heavy to isolated very heavy falls likely in Ghotki, Sukkur, Khairpur, Kashmore, Kambar Shahdadkot, Larkana, Naushahro Feroze, Jacobabad & Shikarpur districts till 31st August with occasional gaps.  Flood Forecasting Division of Pakistan Meteorological Department has also informed that Flash Flooding is expected in the areas along Kirthar ranges, Jacobabad, Kambar Shahdadkot, Dadu & Jamshoro. Urban Flooding is also expected in the metropolitan cities of Sindh. (Bulletin No. C-075/24 dated: 28th Aug 2024, copy attached) Possible Impacts:  Torrential rains may generate urban flooding/rain inundation in Karachi, Tharparker, Badin, Thatta, Sujawal, Hyderabad, Tando Muhammad Khan, Tando Allahyar, Matiari, Umerkot, Mirpurkhas, Sanghar, Jamshoro, Dadu, Kambar Shahdadkot, Larkana, Naushahro Feroze & Shaheed Benazirabad districts.  Heavy Falls may cause localized water logging in low laying areas of Ghotki, Sukkur, Khairpur, Kashmore, Jacobabad, Larkana & Shikarpur districts.  Heavy Falls over Kirthar and adjoining hill torrents of Balochistan may generate flash flooding in local nullah’s/streams of Dadu, Kambar Shahdadkot, Jacobabad & Jamshoro districts during forecast period.  Heavy downpour/windstorm and lightning may affect daily routines, weak structures like roof/wall collapse of Kacha houses, electric poles, bill boards, vehicles and solar panels etc. during the forecast period.  Sea conditions likely to remain rough to very rough with squally winds of 30-40 Kts during the forecast period.  Fishermen are advised not to venture in open sea till 30th August. Recommended Actions for DDMAs / Line Departments / Other Relevant Authorities Rainfall / Dust-storm / Wind-thunderstorm:  Conduct extensive public awareness campaigns through multiple channels, including TV/ broadcast / social / print media etc., to ensure that vulnerable communities are well-informed about the anticipated flood situation and necessary precautions.  Enhance deployment of required machinery, equipment, emergency supplies and personnel in at-risk areas, considering on ground situation.  Maintain sufficient stocks of essential supplies, including food, clean water, medical provisions, and sanitation supplies in case further emergent needs.  Strategically position flood fighting equipment in areas prone to flooding, ensuring their availability for immediate deployment.  Ensure timely cleaning / de-silting & maintenance of sewerage lines, storm water drains and nullahs.  Ensure availability / functionality of all essential flood response equipment in flood-prone areas.  Ensure full staffing / availability of trained emergency response personnel and designate their duties / areas of deployment in case of emergency.  Conduct thorough reconnaissance of vulnerable locations, identifying critical infrastructure / communities that may require additional support and protection.  Inform and sensitize residents of low-lying areas / at-risk communities of anticipated flood conditions, potential impacts, evacuation procedures and precautionary measures.  Establish temporary shelters in safe locations for displaced individuals and ensure these are equipped with necessary supplies (food, clean drinking water, medical supplies and sanitation facilities).  Ensure the availability of trained medical staff and ambulances in strategic locations to provide immediate medical assistance to those affected by floods.  Implementing effective regulation strategies at headworks / barrages to optimize the discharge of excess water through irrigation channels.  Proactive monitoring / maintenance / repairs of canal systems to enhance their capacity to handle increased flows.  Undertake prompt repairs of any breaches / breaks in flood protective works.  Inform travelers / tourists / in timely manner regarding anticipated weather / flood conditions, potential hazards, precautionary measures, and recommended alternative routes to regulate their travel and ensuring safety.  Provide necessary assistance and support to travelers / tourists affected by flood situation, including evacuations if required.  District Disaster Management Authorities (DDMAs) of flash flood prone districts are to maintain continued liaison with the DDMAs of districts of adjacent province to monitor the flow of water in streams and natural catchments.  Remove all billboards and hoardings that pose a danger to public safety. Keep doors and windows shut and avoid sitting near windows as rain is often accompanied by strong winds.  Maintain a distance from power lines or electrical wires. If you notice any loose electric wires in your area, alert the authorities immediately.  Avoid touching electrical switches or outlets while it is raining. Do not try using electrical sockets or outlets outdoors while it is raining.  Avoid driving in heavy rain because of poor visibility.  Avoid underpasses, drainage ditches, low-lying areas and areas where water collects.  Check on family members who are especially at risk from weather hazards: young children, older adults, and the chronically ill.  Avoid parking near walls, weak structures, under trees and billboards & hoardings that pose a danger to public safety.  Residents of flash flood prone areas are advised to remain informed and be prepared of possible evacuation during emergency situation.
