BOCA RATON POLICE SERVICES DEPARTMENT Departmental Standards Directive 46.260 VIP PROTECTION AND SECURITY Revised: October 1, 2007 I. PURPOSE: The purpose of this order is to give the Boca Raton Police Services Department information regarding the provision of the maximum amount of security for visiting dignitaries or VIPs. II. POLICY: On occasion, the City of Boca Raton may play host to high-ranking governmental officials and/or dignitaries. The safety of traveling dignitaries is a priority, therefore the Department shall provide a plan for handling the security of VIPs and coordinate plans with the U.S. Secret Service or other affected agencies. III. DEFINITIONS: VIPs: Very Important People: high-ranking governmental officials and/or dignitaries who will require security from the Department to ensure their safety. IV. PROCEDURE: 17.03 A. SUPERVISION: 1. When this Department is required to handle or assist in the security of VIPs, a single member of staff, Captain or above, or a graduate of the U.S. Secret Service Dignitary Protection Academy, shall be designated as the supervisor and/or coordinator of the special detail. B. EQUIPMENT REQUIREMENTS: 1. Equipment requirements to be considered by the coordinator should include, but not be limited to, the following: 2. Vehicles to be used for the motorcade are as follows: a. Lead vehicles b. Follow-up vehicles e. Control vehicles f. “Tail” vehicles 3. Body armor for officers and VIPs 4. Weapons for officers 5. Communications equipment 6. Surveillance equipment 7. Site security equipment. PLANNING AND RECONNOITERING TRAVEL ROUTES: Planning and reconnoitering travel routes shall consider the following: 1. Content and alignment of the motorcade 2. Establishing both primary and alternate trip routes 3. Identifying the motorcade as on-record (formal) or off-record (informal) 4. Planning the positioning of personnel and equipment in vehicles 5. Planning for route security by taking into consideration trouble areas, such as overpasses, tunnels, deserted buildings, and railroad crossings 6. Planning the kinds of posts to be used for route security, such as zone cars, foot patrols, helicopter, and/or counter assault teams. D. ADVANCE INSPECTIONS: 1. E. Advance inspections of sites and facilities shall be conducted. GATHERING INFORMATION: Arrangements for gathering intelligence information shall take into consideration the following: 1. Any threats against protectees or public officials a. The content of the threatening statement b. Circumstances surrounding the statement. 2. Groups advocating the violent overthrow of the government or recommending riots and/or disorders. a. Name and location of group and proposed activities b. Names and identifying information regarding members of this organization 3. F. Local events coinciding with the proposed visit. COORDINATION OF OPERATIONS: 1. The coordination of operations with this Department and outside agencies shall be the responsibility of the supervisor/ coordinator or his/her designee. 2. If the detail is the responsibility of the U.S. Secret Service, it shall be their responsibility to coordinate operations outside this Department’s jurisdiction. G. EMERGENCY FACILITIES: The coordinator shall identify emergency first aid, ambulance, and medical facilities and provisions made for the following: 1. Locations of hospitals or treatment centers 2. Emergency routes to hospitals or emergency treatment centers 3. Availability of emergency first-aid equipment and/or Fire Rescue personnel who are on stand-by. H. COMMUNICATIONS: 1. Communications shall be in accordance with Department Policy 46.100. 2. If U.S. Secret Service Personnel are involved in the detail, the Department shall provide them with access to the Department’s frequencies. 3. The U.S. Secret Service will be provided with contact personnel from this Department for purposes of planning and coordinating Department participation in any special details. 4. Specific arrangements shall be made through the Department contact and necessary information shall be disseminated to involved personnel. Either laminated passes or lapel pins shall provide identification of personnel involved in the detail. 2. Forms of identification other than passes or lapel pins may be provided if deemed necessary.
