INTRODUCTION Staging refers to the geographical location at an incident where personnel and equipment can be assembled on an immediately available basis. 2. STAGING Staging occurs in an assigned location that is outside the controlled area where personnel are safe and away from suppression activities. In all events the safety of personnel must be of prime consideration over easy and quick access. 3. ASSIGNMENT OF THE STAGING OFFICER The establishment of Staging is at the discretion of the IC. When prolonged or complex incidents are anticipated, either the IC or Branch Officer may appoint a Staging Officer. 4. RESPONSIBILITIES OF THE STAGING OFFICER A Staging Officer will manage the Staging Sector by: Locating a suitable area in a safe environment for staging Notifying Command of the location of staging Should the staging location become unsafe, the Staging Officer will immediately notify Command by radio and relocate as soon as possible Ensuring that all personnel PIT in when entering Staging Ensuring that all personnel PIT out when leaving Staging Maintaining a current log of all resources (personnel and equipment) Ensuring that personnel within Staging remain equipped and ready for immediate assignment Accounting for all personnel when a PAR is conducted Contacting Command for new resources as they become depleted Notifying personnel of re-assignment, to whom they should report and on what channel Ensuring that all routine communications within staging are done face to face 5. RESPONSIBILITY OF PERSONNEL ASSIGNED TO STAGING All personnel assigned to Staging will: Report face to face to the Staging Officer and PIT in Ensure that routine communications within staging are done face to face Ensure that they are in a ready state Ensure that they are aware of their assignment, the correct radio channel and to which Sector they are to report Ensure that any specialized equipment they may require is taken with them Ensure that they PIT out when leaving staging Toronto Fire Services Training Note: 104.1.4 - Staging Training Division Date Prepared: April 2020 Page 2 of 3 6. STAGING AT A HIGH-RISE INCIDENT The staging location at a high-rise fire shall be two floors below the fire floor, when possible. For example, if the fire is located on the seventeenth floor of a high-rise building, staging will be setup on the fifteenth floor. A Sector Officer should be assigned, as soon as possible. 7. ACCESSING EQUIPMENT AND PERSONNEL WITHIN STAGING Command must request personnel and equipment from Staging. Depending on the assignment the Staging Officer will delegate the most appropriate personnel from within Staging to perform the requested function, unless predetermined by Command. The Staging Officer will communicate face to face with the personnel being assigned, returning their PITs and relaying all pertinent information, including the number of personnel required, nature of the assignment and the Sector Officer and location they are to report to. The Staging Officer will reconfirm with Command that personnel, identified by their Crew ID, have been deployed from Staging to the new Sector.
