EXECUTIVE ORDER NO. S-46-21 EMPLOYEE SAFETY COMMITTEE PURPOSE: To promulgate a mechanism through which activities and working conditions affecting the safety of City employees in the workplace can be discussed and analyzed by stakeholders, and preventative and remedial mea...
EXECUTIVE ORDER NO. S-46-21 EMPLOYEE SAFETY COMMITTEE PURPOSE: To promulgate a mechanism through which activities and working conditions affecting the safety of City employees in the workplace can be discussed and analyzed by stakeholders, and preventative and remedial measures implemented which will lead to a safer working environment and the reduction of accidents involving injuries on duty and damage to property. POLICY AND PROCEDURES: It is the policy of the City of Omaha that conditions or practices that can cause injury to any employee or citizen will not be tolerated, and that both employees and management will be held accountable for unsafe working conditions or practices being performed or condoned. Worker safety is non-negotiable and must be a primary concern of all employees. Employees have the responsibility and obligation to point out unsafe practices or work areas to supervisors and managers. Employees who do not feel they can address concerns with managers shall notify City Human Resources. The Employee Safety Committee is tasked with the following duties and responsibilities: A. Review and analyze reports of catastrophic occupational injury or illness to determine whether the incident was preventable and to recommend changes to departmental/divisional practices if necessary. B. Review and analyze catastrophic incidents resulting in substantial damage to municipal property caused by accident or negligence and determine whether recommending changes to departmental/divisional practices is necessary. C. Review and analyze complaints and suggestions submitted by employees, supervisors, and bargaining unit representatives, and referred from divisional/departmental safety committees, regarding unsafe working conditions that affect the City as a whole, and make recommendations for immediate corrective action to the appropriate department/agency head and to the Mayor. D. When requested to do so assist the Human Resources Safety Division, as deemed appropriate. E. Review reports provided by vendors and City departments which contain statistical injury and accident data and the costs of such injuries and accidents. When appropriate, make recommendations to divisions/departments including suggestions for remedial action to address consistent problem areas. Executive Order Employee Safety Committee Page2 · F. Committee will review and discuss any training that is relevant to all City employees. The committee shall consist of one (1) representative from each City department to be chosen by the respective department head, one (1) representative from each labor organization represented within the City of Omaha workforce, the Human Resources Safety Administrator or designee, an attorney from the Omaha City Attorney's Office, and an individual chosen by the Mayor. Committee members chosen by department heads and labor organizations shall serve a two-year term, and at the expiration of said term, shall be replaced by the appropriate appointing authority. No committee member subject to term limits may serve more than two terms on the committee without the authorization of the Human Resources Director, Labor Relations Director, and City Attorney. The Human Resources Safety Administrator or designee will chair the committee and employees of the Human Resources Safety Division shall be responsible for the meeting agenda and assisting the committee in conducting business. This committee shall meet at such times and places as deemed advisable and necessary by the Human Resources Safety Administrator or designee. The Human Resources Department shall have oversight over this committee.
